1. Summary of Requirements / Description of Work: Protective and safety clothing. CBRN has a possible future requirement for the supply of a Below Neck CBR Protective Clothing System for Aircrew.

The selected contractor will be a through life partner, responsible for the supply of the Below Neck System for approximately 300 aircrew. The Below Neck System should be a Commercial Off The Shelf (COTS) or near COTS solution. It is expected that the Below Neck System will be an integrated ensemble comprising of a coverall, gloves and footwear.

A supplier may be a manufacturer or act as a Prime Contractor (PC) and sub contract component suppliers (e.g. gloves and footwear) to deliver the Below Neck System. The PC will be responsible for the integration of the Below Neck System with existing Above Neck System components. This would include supporting the Authority in the production of the Training Pack, Technical Publications, Safety and Environmental Case, Release to Service Evidence and Logistic Support Documentation.

Following the closing date for the Possible Future Purchase (PFP), if more than six suppliers express interest the DT will invite interested parties to complete a Pre-Qualification Questionnaire (PQQ). If deemed necessary by the Authority an Industry Brief will be conducted between PQQ and ITT stages, which will expand further on the requirement and envisaged strategy.

The Protection Level, Threat Level and Battlefield Missions for APED are classified as UK Secret so only companies with List X Status will be able to receive them. The Authority will sponsor companies who reach ITT stage to achieve List X Status if requested. List X Status must be achieved within 12 weeks of receiving the APED ITT to allow assessment feedback to suppliers.
