After serving in airmobile engineer and nuclear artillery units, Colonel Olivier LION joined the French Army's CBRN service in 1997. Alternating between positions in operational units and staff, he commanded the 2e regiment de dragons, the French Army CBRN regiment, (2014-2016), held the position of Head of the Operations Support Department of the NATO CBRN Centre of Excellence in the Czech Republic (2016-2020) and head of the CBRN office, French Joint Staff (2020-2024). Colonel Lion has been deployed in Balkans, Middle East and Africa, mostly for CBRN missions as in Kosovo, Libya or Guinea during the Ebola epidemic. Since August 2020, he’s the commander of the French Joint CBRN Center in charge of doctrine and education.

Professor David Crouch has an extensive background in Chemical, Biological, Radiological and Nuclear (CBRN) remediation processes and technologies, having worked with numerous international agencies and the private sector. He has worked in Europe, North America, the Far East, Middle East and Asia Pacific on CBRN remediation programs and delivered training to various international agencies on CBRN related issues. Ranging from anthrax remediation operations in Turkey, to nuclear decommissioning programs in the United Kingdom and United States. 

A professional chemist, with more than 30 years’ experience in the fields of materials science, respiratory protection and CBRN decontamination science, David is a chartered chemist, and Fellow of the Royal Society of Chemistry. A Fellow of the Institute of Civil Protection and Emergency Management and is also a member of Institute of Decontamination Science (MIDSc) and Society for Radiological Protection (MSRP).  Supporting the Royal United Services Institute (RUSI) as a Senior Associate Fellow in Global WMD Issues and nuclear security & non-proliferation, He is also a visiting professor at Cranfield University (Defence & Security) and is the former chairman of CBRN-UK (2016-2019), the UK industry’s specialist CBRN interest group. A member of the Emergency Planning Society - CBRN Professional Working Group, David also represents British Standards Institute on the national PH/004 (Respiratory Protection) & CBRN (BS8468) standard committees. As well as internationally on the ISO TC94 SC15 Working Group 7 CBRN committee. As former convener of CEN Technical Committee 391 - Working Group 2 (CBRNe) and an international advisor to the Resilience Advisor Network (RAN), David supports societal & citizen security and safety stakeholders to help ensure preparedness, cooperation, and a culture of security in the CBRN domain.

Gary L. Riddle, MPA, presently serves as the Director of Government and Community Relations for Kaleo (a biopharmaceutical based in Richmond, Virginia).  Coming into this position, Gary brings over 12 years of government affairs experience within the health care sector which includes an emphasis on building relationships among key affiliates and policymakers at multiple levels of government (local, state, federal, and international). 

His educational background includes a Bachelors of Science in Health Policy from James Madison University followed by a Masters in Public Administration from The George Washington University. While Gary was raised in the Washington D.C. area, he has called Richmond, VA home for nearly two decades where he resides with his wife and three boys. 

Maj. Gen. Cezary WISNIEWSKI– Deputy General Commander of the Polish Armed Forces.

A graduate of the Polish Air Force University (1991) and the Pedagogical University (1997). In 2001 he graduated from the National Defence University of Warsaw. He then completed foreign courses (Squadron Officer Course, Maxwell Air Force Base, USA – 2003, COMAO Course, TLP Florenns, Belgium – 2008).

In 2009, he completed postgraduate studies in Foreign and International Service at the Adam Mickiewicz University in Poznań, in 2014 he graduated from the Master of Strategic Studies, Air War College at the United States Air Force University, Maxwell AFB, USA. Awarded with many medals and decorations and an entry in the "Honorary Book of the Minister of National Defense". He performed important functions, including the function of the Head of the Air Safety Inspectorate of the Ministry of National Defense – Chairman of the State Aviation Accident Investigation Committee (2016), Air Force Inspector (2016-2017) and the position of defense attaché in the USA (2017-2021).

Brigadier General  Roberto BISELLI, Chief of “Hygiene and Preventive Medicine” Office, Italian Air Force Medical Corps and Chief of the Italian Air Force Aeromedical Isolation Team.

Brigadier General Roberto BISELLI joined in the Italian Air Force in 1984.

He is Chief of “Hygiene and Preventive Medicine” Office of the Air Force Medical Corps and chief of the Italian Air Force Aeromedical Isolation Team.

He held teaching positions at the University “Sapienza” of Rome, School of Medicine.

His scientific work is summed up by about 90 publications pertaining to the Aviation and Space Medicine, Pathology, Infectious Diseases, Health protection in the workplace.

I have been working for the Hungarian National Police as a crime scene investigator for 30 years. Initially, I worked on minor cases, then on high-profile cases, and finally, for the past 8 years, I have been working on developing procedures related to CBRN materials, and I participate in such cases as a crime scene investigator or as an expert. I participated in several foreign peacekeeping operations, I won't go into detail about them.

In 2025, I established the Hungarian CBRN crime scene investigator network, which I have been leading and training for since its inception. I am an UN IAEA experts, trainer and training developer in the field of RCSM.

In parallel, since 2018 I have been working as the international coordinator of the Hungarian DVI unit, including international exercises and trainings. During this time, I worked as the Hungarian delegate of the EC LEWP DVI network, and then in 2025 I was elected as the chair of the network, so I also hold the position of its chair.In addition to these activities, I have been participating in War Crime Investigation training courses as an instructor for the past 4 years. I am also a member of the ISO TC 272(Forensic Sciences) technical committee as the head of the Hungarian delegation.I have obtained 8 university degrees so far. The first is a doctorate in law. I will obtain my second doctoral degree (PhD), a military in engineering doctorate, if all goes well this year or early spring. The title of the dissertation is: Management of crime scenes contaminated with radioactive/nuclear materials.

I speak 3 languages ​​besides my native language.

My husband is also a police officer. We have two children, twins, who are now starting high school.

Mr. Binder is the Unconventional Weapons and Technology Group Program Lead at the University of Maryland's National Consortium for the Study of Terrorism and Responses to Terrorism (START). He joined START in August 2013 and specializes in terrorist, and other Violent Non-State Actor (VNSA) use and pursuit of chemical, biological, radiological, and nuclear weapons (CBRN). Prior to joining START he was an independent consultant providing expertise in the areas of WMD nonproliferation, chemical and biological terrorism, and the spread of MANPADS. From 2004 to 2007 he was Deputy Director of the Chemical and Biological Weapons Nonproliferation Program at the James Martin Center for Nonproliferation Studies (CNS) in Monterey, California. Prior to joining CNS, Mr. Binder spent 15 months with the External Relations Division of the Organisation for the Prohibition of Chemical Weapons (OPCW) in The Hague. He has a MA in Political Studies from the University of Auckland in New Zealand (with a focus on revolutions, insurgencies and counter-hegemonic movements, as well as security and diplomacy in the Asia-Pacific).

Ryan Putman serves as a Deputy State Fire Marshal for the Office of the State Fire Marshal, Utah Department of Public Safety, specializing as a Fire Investigator and Hazardous Materials Specialist. He began his Public Safety career as an EMT in 2002 and has been with the Office of the State Fire Marshal since 2016. Ryan created the Fire Marshal’s robotics program and developed the virtual and online training programs, sharing his expertise through published articles and speaking engagements across North America. He holds an Associate of Science from Weber State University, a Bachelor of Science in Environmental Management from Columbia Southern University, and a Master of Science in Management and Leadership from Western Governors University. His professional certifications include Hazardous Materials Incident Commander, Hazardous Materials Officer, Hazardous Materials Safety Officer, Radiation Specialist, US FAA Certified Remote Pilot, IAAI-Certified Fire Investigator, and NAFI-Certified Fire and Explosion Investigator.

Nick Sword is in his 27^th year of service with the Toronto Police Service, including two decades as a member of the Explosive Disposal Unit. He is a current and validated Police Explosive Technician, certified Post-Blast Investigator, Complex Devices Operator, and Advanced CBRNE (Chemical, Biological, Radiological, Nuclear, and Explosives) Technician.

Since 2019, Nick has led the unit’s specialized training program, designing and delivering advanced instruction in both explosives and CBRNE disciplines.

Nick is the lead instructor for the Toronto Joint CBRNE Response Team, delivering training to both Police, Fire and EMS personnel.

His expertise is nationally and internationally recognized—he has served as an instructor for numerous federal training programs in Ottawa and Suffield, Alberta, and was seconded to Global Affairs Canada in 2014 to deliver explosives and CBRN training in the Middle East.

Nick has played a key role in the security planning and assessment for major international events, including the G20 Summit, Pan Am Games, Invictus Games, G7 Finance Ministers’ Meetings, and multiple Presidential visits and most recently the 2026 FIFA World Cup.

Before joining the Toronto Police, Nick served nine years in the British Armed Forces, with operational deployments to Northern Ireland, Iraq/Kuwait/Saudi Arabia, and the Balkans.
