Michael Kelleher is the Fire Chief and Emergency Management Director for the Foxborough Fire Department, bringing nearly three decades of leadership in public safety, emergency management, and hazardous materials response. Under his command, the department has achieved ISO Class 1 status and became the first CPSE-accredited fire department in Massachusetts.

A recognized expert in large venue planning and crisis response, Chief Kelleher serves on the public safety command team for Gillette Stadium. He is also a longtime leader in the Massachusetts State Hazardous Materials Response Team. Chief Kelleher holds a Master’s in Public Administration with a concentration in Crisis Management from Norwich University and has completed advanced training at institutions including the National Fire Academy, Harvard University’s Kennedy School of Government, and the National Guard Homeland Security Institute. He currently serves as Past President of the Fire Chiefs Association of Massachusetts and holds appointments on several national and state public safety committees.

Jonathan (Jon) Szalajda is the former Deputy Director of the National Personal Protective Technology Laboratory (NPPTL), a division of the National Institute for Occupational Safety and Health (NIOSH). During his tenure at NIOSH, Jon served in various leadership capacities, including overseeing the development of NIOSH’s Chemical, Biological, Radiological, and Nuclear (CBRN) respirator standards. With over 40 years of experience in respiratory protection and personal protective equipment (PPE), Jon is currently a member of the National Fire Protection Association Respiratory Protection Technical Committees. He also serves as the Chairman of the American Society for Testing and Materials F23.65 committee on Respiratory Protection and is a past president of the American Industrial Hygiene Association Respiratory Protection Committee. Jon is the chair of the Americas Section of the International Society of Respiratory Protection. He holds a BS degree in Chemical Engineering from Penn State and MS degrees in engineering from both George Washington University and the University of Pittsburgh.

Dr. Ciottone is President Emeritus of the World Association for Disaster and Emergency Medicine and a Professor of Clinical Emergency Medicine at Harvard Medical School. He is an Associate in the Department of Health Policy and Management at the Harvard T.H. Chan School of Public Health, and the Founding Director of the Beth Israel Deaconess Medical Center Fellowship in Disaster Medicine, where he has trained over 140 postdoctoral fellows, many of whom are now in leadership positions in the US and around the world.

Dr. Ciottone also serves as the Director of Medical Preparedness for the National Preparedness Leadership Initiative at Harvard University, and as a committee member on the Harvard University Scholars at Risk program. In 2025 he was appointed Special Advisor for Medical Preparedness at the US National Center for Disaster Medicine and Public Health. Dr. Ciottone is a Fellow of the American College of Emergency Physicians, the International Board of Disaster Medicine, and the Royal College of Surgeons in Ireland.

As a former member of the United States National Disaster Medical System, Dr. Ciottone was Commander of the Disaster Medical Assistance Team (DMAT) Massachusetts-2 when it was one of the first federal teams deployed into Ground Zero responding to the 9/11 attacks. He was a Founding Member of the US Department of Homeland Security and has been a consultant to the White House Medical Unit for three administrations.

Dr. Ciottone’s clinical and field experience includes 25 years as a practicing emergency physician and over 500 missions as a flight physician on an aeromedical helicopter service. He has conducted educational programs in more than 30 countries around the world and has published over 180 peer-reviewed journal articles on Disaster Medicine and Emergency Management. He also serves as founding Editor-in-Chief of his textbook Ciottone’s Disaster Medicine, now entering its 4th edition.

In 2017, Dr. Ciottone was recognized by the Physician to the President for “Outstanding Achievement in Support of the White House Medical Unit and the President of the United States”. He is the 2018 recipient of the American College of Emergency Physicians Disaster Medical Sciences Award, and the 2020 recipient of the American Academy of Disaster Medicine Distinguished Service Award. In 2024, Dr. Ciottone was awarded a Doctor Honoris Causa for his work in Disaster Medicine from Université Toulouse III - Paul Sabatier in France, and in 2025 he became the first Full Professor in Harvard's history appointed on the basis of expertise in Disaster Medicine.

Kimberly Chamblin, Ph.D. is the Director of Government at Boston Dynamics. She serves as Chair of the CBRNE Industry Group. Prior to joining Boston Dynamics, Kim was the CBRN Business Development and Category Manager for ADS, Inc. Kim is passionate about CBRN threat mitigation and emergency response. Prior to joining ADS, Kim worked for Lockheed Martin as a Legislative Affairs Consultant to the J1/8 and in the J5 at U.S. Africa Command in Stuttgart, Germany. Kim proudly served as a GS14 at the Domestic Nuclear Detection Office from 2006-2008. She started her federal career at the Department of Energy/NNSA after graduating with an M.A.I.A. from American University in 2001. She holds a Ph.D in Organizational Leadership from the University of Oklahoma (2016), and her dissertation, “A case study of a radiation detection equipment program: Do the advocacy coalition framework and the issue attention cycle inform Congressional budget decisions?" addresses the challenges that face decision makers who allocate resources and drive budgets related to complex technical equipment. 

Dr. Lee Greenawald is currently the National Accounts Manager for Respiratory Protection with Calgon Carbon Corporation since June 2025. Formerly, she was the Branch Chief of the Evaluation and Testing Branch at the National Personal Protective Technology Laboratory (NPPTL), part of the National Institute for Occupational Safety and Health (NIOSH). In her latest role with NIOSH, Dr. Greenawald oversaw a broad range of activities within NIOSH’s Respirator Approval Program, including respirator testing, product and site audits, investigations of nonconforming products, and efforts to combat counterfeit and substandard PPE. In her career, she led critical post-market research on the performance of personal protective equipment (PPE), including studies on stockpiled respirators and surgical gowns after long-term storage, as well as the effectiveness of respirators and gloves against emerging chemical threats and illicit substances. She holds a B.S. in Forensic Chemistry from Ohio University and a Ph.D. in Analytical Chemistry from West Virginia University

Jorge Rivero is a senior Russian researcher at the Institute for Defense Analyses. He is an expert in robotics and drones, with published defense analysis.

Over the course of his career, Jorge has led over 100 combat EOD missions using advanced robotics, and has extensive experience in Russian military doctrine and tactics.

Travis Rebello is currently the Education and Training Coordinator for the Massachusetts Department of Fire Services Hazardous Materials Response Division, and has been a firefighter in the City of New Bedford Massachusetts since January of 2002. He has been a Hazardous Materials Technician for 17 years, and a member of the Massachusetts Hazardous Materials Regional Response Teams for 16 years. He is also a member of several specialty teams within the Massachusetts system including, the Hazardous Materials Maritime Incident Response Team, the Joint Hazards Incident Response Team assigned to work with the Massachusetts State Police Bomb Squad, and the Massachusetts Clandestine Laboratory Enforcement Team, a multi-agency team comprised of the Massachusetts State Police, Joint Hazards Incident Response Team, and the Massachusetts State Police Crime Lab. He also holds a seat on the Board of Directors of the New England Narcotics Enforcement Officers Association and is a Primary Member of the NFPA Hazardous Materials Response Personnel Committee. Travis was the recipient of the International Association of Fire Chiefs, 2023 John P. O'Gorman Making a Difference Award.

Travis has participated in CBRNE venue protection for Gillette Stadium, The Boston Marathon, 4^th of July on the Boston Esplanade, and Sail Boston. For the Boston Marathon, serving as a fixed detection site monitor, CBRNE Assessment Team member, and CBRNE Task Force Team Leader.

Prior to his appointment to the Fire Department, Travis worked in Emergency Medical Services, in the City of Brockton Massachusetts.

James is a highly experienced radiation protection professional with over 35 years’ experience of advising and working with radioactive and nuclear materials. He was appointed as the UK Police Services Radiation Protection Adviser at the time when the term CBRNe was first coming into use. As part of that work, he supported UK emergency responders in developing RN protocols and procedures, selecting instruments and developing operational SOP’s. He was also instrumental in working with Crime Scene Investigators to enable evidence recovery and processing to maximise evidential value from radiologically contaminated scenes. He has presented at government level in France, Germany, Canada and with UN agencies on radiological detection and forensic activities and worked with industry to make monitoring instruments easier to use for emergency responders.

James left the CBRNe world in 2011 to join Aurora Health Physics where he advises a range of both UK and overseas clients on how to use radioactive substances safely, work with radiation and in compliance with international guidance and legislation.
