Smiths Detection, a global leader in threat detection and security screening technologies is to supply LCD 4 personal chemical detectors to the Japan Ministry of Defense (JMOD) for deployment via its Ground Self-Defense Force (JGSDF).

Following an extensive and competitive product evaluation by the JMOD, the LCD3.3 and LCD 4 were chosen for their exceptional performance and flexibility. Easy integration into the JMOD system were also key selection factors.

“The JMOD’s decision to invest in this technology underlines the LCD’s status as the most widely deployed personal chemical detector in armed forces across the globe,” **commented Dr Sarah Robinson, Portfolio Director - CBRNE at Smiths Detection**. “We are customising this new consignment to meet the specific detection demands of the JMOD and, of course, to include a Japanese language option.”

Compact and wearable, the LCD 4 provides advanced warnings, detecting and identifying gas and vapour threats at or below immediate danger to life and health (IDLH) levels. Using the latest Ion Mobility Spectrometry (IMS) technology, it can determine the agent or type, class, concentration and dosage of chemical exposure.

In the future, a simple XID add-on could expand the gas and vapour detection capabilities to include solid and liquid sampling; plus detection of narcotics, explosives and low-volatility chemical traces such as Novichok (a new chemical warfare agent).

Handled locally by Smiths Detection’s distribution partner, S.T. Japan, the contract includes a total of 462 units with delivery staggered between January and March 2025 and January 2026

[Kindeva Drug Delivery](https://www.kindevadd.com/)’s global health security division, [Meridian Medical Technologies, LLC](https://www.kindevadd.com/global-health-security/), secured a contract valued at up to $129 million to supply DuoDote, a chemical nerve agent antidote autoinjector, to the Strategic National Stockpile (SNS), managed by the Administration for Strategic Preparedness and Response (ASPR) within the U.S. Department of Health and Human Services. DuoDote is an FDA-approved dual-chamber autoinjector, containing atropine and pralidoxime chloride, and is indicated for the treatment of poisoning by organophosphorus nerve agents as well as organophosphorus insecticides.

Kindeva manufactures DuoDote in the U.S. for distribution at strategic locations across the U.S. as part of the country’s emergency preparedness program to protect civilians from chemical nerve agent attacks. The treatment will be stockpiled and available for rapid deployment as part of the SNS [CHEMPACK](https://aspr.hhs.gov/SNS/Pages/CHEMPACK.aspx) program. Milton Boyer, CEO of Kindeva, commented: “Kindeva is a global force in medical countermeasure development, manufacturing and supply. As a trusted partner to the SNS, this contract underscores the ongoing importance of maintaining readiness against potential threats.”

The DuoDote autoinjectors will be manufactured and distributed from Kindeva’s fill-finish facility in St. Louis, Missouri. Kindeva is a leading global CDMO with vast expertise in drug delivery devices.

Sudan’s military has used chemical weapons on at least two occasions against the paramilitary group it is battling for control of the country, four senior United States officials said on Thursday.

The weapons were deployed recently in remote areas of Sudan, and targeted members of the Rapid Support Forces paramilitaries that the army has been fighting since April 2023. But U.S. officials worry the weapons could soon be used in densely populated parts of the capital, Khartoum.

The revelations about chemical weapons came as the United States announced sanctions on Thursday against the Sudanese military chief, Gen. Abdel Fattah al-Burhan, for documented atrocities by his troops, including indiscriminate bombing of civilians and the use of starvation as a weapon of war.

The use of chemical weapons crosses yet another boundary in the war between the Sudanese military and the R.S.F., its former ally. By many measures, the conflict in Sudan has created the world’s worst humanitarian crisis, with as many as 150,000 people killed, over 11 million displaced and now the world’s worst famine in decades.

“Under Burhan’s leadership, the S.A.F.’s war tactics have included indiscriminate bombing of civilian infrastructure, attacks on schools, markets, and hospitals, and extrajudicial executions,” the Treasury Department said, using an acronym for Sudan’s armed forces.

General al-Burhan responded with defiance: “We are ready to face any sanctions for the sake of serving this nation, and we welcome them,” he told reporters during a visit to El Gezira state.

The U.S. decision is considered a significant move against a figure seen by some as Sudan’s de facto wartime leader, who also represents his country at the United Nations.

Although chemical weapons were not mentioned in the official sanctions notice on Thursday, several U.S. officials said they were a key factor in the decision to move against General al-Burhan.

Two officials briefed on the matter said the chemical weapons appeared to use chlorine gas. When used as a weapon, chlorine can cause lasting damage to human tissue. In confined spaces it can displace breathable air, leading to suffocation and death.

Knowledge of the chemical weapons program in Sudan was limited to a small group inside the country’s military, two of the U.S. officials said, speaking on the condition of anonymity to discuss sensitive security matters. But it was clear that General al-Burhan had authorized their use, they said.

Sudan’s ambassador to the United Nations, Al-Harith Idriss al-Harith Mohamed, said in a text message that Sudan’s military had “never used chemical or incendiary weapons.”

Following intermittent reports in 2024 citing evidence that Russian forces have used chemical weapons in Ukraine, the UK Ministry of Defence (MoD) has assured its continued support to protecting Ukraine’s forces.

In a parliamentary written response on 14 January 2025, the UK Armed Forces Minister, Luke Pollard, stated that the MoD “continues to assess and monitor the evolving threat picture in Ukraine.” Particularly when it comes to coordinating countermeasures against Chemical, Biological, Radiological, and Nuclear (CBRN) threats.

The Minister pointed out that British security assistance to Ukraine included respirators and decontamination kits, most recently in December 2024 as part of a package of support jointly financed by partners in the G7-led Global Partnership Against the Spread of Weapons of Mass Destruction.

#### **CBRN cases in 2024**

In July 2024, experts from the Organisation for the Prohibition of Chemical Weapons (OPCW) conducted a [Technical Assistance Visit](https://www.opcw.org/media-centre/news/2024/07/opcw-concludes-technical-assistance-visit-ukraine) in Ukraine upon the country’s request to deliver non-military detection and protection equipment and train Ukraine’s State Emergency Service.

However, it is worth noting that despite accusing one another of using chemical weapons at the time, last July, the OPCW found that “the information provided to the Organisation so far by both sides… is insufficiently substantiated.”

Nearly three months later, in October, Russian forces are said to have [admitted](https://www.gov.uk/government/news/uk-sanctions-russian-troops-deploying-chemical-weapons-on-the-battlefield#:~:text=UK%20sanctions%20Russian%20troops%20deploying%20chemical%20weapons%20on%20the%20battlefield,-English&text=Russian%20troops%20involved%20in%20the,targeted%20by%20new%20UK%20sanctions.) using hazardous chemical weapons on the battlefield in Ukraine, with widespread use of Riot Control Agents and multiple reports of the use of chloropicrin – a choking agent that causes severe irritation to the eyes, skin, and lungs which was first used during the First World War.

At that time, the Russian Ministry of Foreign Affairs [justified](https://mid.ru/en/foreign_policy/news/1974755/) its use of CBRN threats by baselessly accusing Ukrainian armed formations of using chlorine, ammonia, ammonium nitrate, and sulfuric acid against Russian military units.

Nevertheless, the Kremlin has a deep history of using chemical weapons against enemies of the rogue state, such as their use of Novichok on the streets of Salisbury in 2018.

#### Pre-empting Russian war methods

The CBRN threat is just one of many dubious methods of war that Russia’s forces are using against Ukraine. Other lethal and indiscriminate methods include planting vast swathes of mines and hybrid strikes combining one-way-attack drones and many missile types.

Allied Capability Coalitions are forming to prevent such methods of war, notably the Lithuanian-led [demining group](https://www.army-technology.com/news/baltic-states-reinforce-ukraines-platforms-and-demining-equipment/) to uncover more than 174,000 square kilometres, or 28% of Ukraine’s territory.

Others include the Drone Capability Coalition, co-led by Latvia and the UK, to support Ukraine’s manufacture of uncrewed systems and secure a reliable supply chain for the emerging military technology.

Currently, there is no Capability Coalition when it comes to countering Russian CBRN threats. Though, this may be due to the difficulty of proving its use against Ukrainian troops.

Government and defence organisations have grouped counter-CBRN equipment with their medical supplies in security packages. But if the Russian government decides to resort to tactical nuclear weapons, which is unlikely, but not improbable – as its [use of an IRBM](https://www.army-technology.com/news/russian-icbm-is-actually-an-experimental-irbm-us-confirms/) indicates – then a coalition effort in the CBRN space specifically may be worthwhile.

The EXO 8s will become part of Total Safety’s rental fleet, contracted by some of the world’s largest energy companies for critical monitoring and maintenance activities, including turnarounds. A turnaround is a scheduled event where an entire part of an industrial plant is shut down to perform inspections, maintenance and upgrades.

Emergent BioSolutions Inc. (NYSE: EBS) today announced the exercise of contract option and modification valued at approximately $20 million to supply BioThrax® (Anthrax Vaccine Adsorbed) to the U.S. Department of Defense (DoD). The first delivery, which was valued at approximately $7 million began in December 2024, and remaining deliveries are expected in 2025.

“We’re pleased to continue our work with the U.S. Department of Defense to supply BioThrax® to protect our nation’s service members who have a high risk of exposure to anthrax,” said Paul Williams, senior vice president, products head at Emergent. “This procurement ensures a continued supply of this important medical countermeasure to the U.S. military and demonstrates our commitment to delivering solutions that address our customers’ needs to prepare for public health threats.”

This option is under Emergent’s existing indefinite-delivery, indefinite-quantity (IDIQ) procurement contract (W911SR24D0001) with the DoD and led by the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense to supply BioThrax® for use by all branches of the U.S. military as pre-exposure prophylaxis (PrEP) for anthrax disease.

On December 16, 2024, Emergent announced a $50 million contract option from the Biomedical Advanced Research and Development Authority (BARDA) to procure doses of CYFENDUS® (Anthrax Vaccine Adsorbed, Adjuvanted). In addition to BioThrax® and CYFENDUS®, Emergent’s anthrax franchise includes two treatments, Anthrasil® \[Anthrax Immune Globulin Intravenous (Human)\], a polyclonal antibody therapeutic, and raxibacumab, a monoclonal antibody therapeutic.

The largest single federal investment in history of southeast Alberta could be underway in 2027 as the Department of National Defence plans a new $750-million laboratory facility at the Suffield defence research centre.

The News has learned the federal defence minister’s office approved moving to design phase of the project in September and then quietly advertised for bids in the fall.

A required environmental impact assessment process is underway, while a request for proposals is expected to close by March.

The plan to “Modernize Chemical and Biological Research Laboratories DRDC Suffield,” estimates a $752-million budget, a planned ground-breaking in 2027 and grand opening in 2032.

“This new laboratory complex will consolidate many of the existing facilities and provide safe and modern laboratory and research space, office space, workshops, secure computing areas, storage and common areas to ensure that DRDC Suffield’s cutting-edge research continues to serve the Canadian Armed Forces into the future,” reads a statement from the Department of National Defence to the News on Friday.

The current main building at the research station opened in 1955 at a cost of $1.5 million, according to News reports at the time of the grand opening.

The military uses it to test and develop personal protective equipment, medical response, as well as to study blast dynamics, autonomous technology and provide chemical-biological-nuclear response training.

It will be subject to “targeted upgrades” until the replacement facility is ready, according to the DND statement, but is no longer site viable to upgrade to modern standards.

“Modern medical and scientific research facilities require specialized devices and advanced computing power to allow researchers to create analytical models and understand results,” it reads. “The current facility does not support new technologies and is at the end of its life cycle.”

Upgrades have been quietly discussed over the years, but the military’s presence in the region has come under greater focus since 2020. That year the British Army abandoned large-scale training at the adjacent base, which is jointly managed under long-term agreement with Canada. That country has since moved to consolidate armour training as a move to modernize that country’s battlefield capacity.

Political pressure to increase defence spending and research to improve Canada’s military is likely behind the Suffield project, said Medicine Hat-Cardston-Warner MP Glen Motz, who says he has promoted the potential of the base to federal ministries and departments.

“It’s nothing but good news and a commitment to the military that’s long overdue,” said Motz on Friday. “It’s certainly great for the riding. The whole research centre at Suffield is growing … a modern, cutting-edge facility … is good news.”

Discussions with former Liberal defence minister Anita Anand and current Defence Minister Bill Blair have been ongoing for sometime, Motz said, reiterating his Conservative Party’s support for strengthening the military.

“I consider it an amazing – maybe one of the best in the world – training facilities that we should explore (expanding).”

Medicine Hat resident June Winger is the president of the Union of National Defence Employees, which represents scientific support staff, trades and administrative workers at the station and across Canada.

She told the News that replacement for the SRC facility was needed and discussed when she began working at the facility in 2001.

“This has been needed forever,” she said, stating the physical state of the building is limiting and workspaces out of date. “If it actually progresses, our members will be very happy … but to have this done by 2032 will be challenging.”

The state of Canadian defence infrastructure throughout the country is “dismal at best” she said, and there are many competing priorities, as well as the question of ongoing maintenance and staffing levels.

Each year, CFB Suffield hosts NATO chemical and biological warfare training, and has increasingly been discussed as a potential home for unmanned aircraft testing. It has a 500-square kilometre proving ground, and is adjacent to the 2,700-square-kilometre firing range at CFB Suffield, located 40 kilometres west of Medicine Hat.

Cypress-Medicine Hat MLA Justin Wright is the provincial government’s military liaison and has promoted aerospace and high-tech defence research as an economic opportunity for the region.

He called the proposal a “significant investment … to advancing our region’s capabilities in aerospace and aviation.

“The enhancements … will not only modernize the facility but also bolster our local economy and create new opportunities for growth and innovation.”

Defence contractors used the proving ground for an unmanned aircraft showcase and development working conference in 2024 and will return in 2026.

Takeshi Ebisawa, 60, of Japan, has pleaded guilty to conspiring with a network of associates to traffic nuclear materials, including uranium and weapons-grade plutonium, from Burma to other countries, as well as to international narcotics trafficking and weapons charges.

According to the court documents and evidence presented at court, since at least in or about 2019, the DEA investigated Ebisawa in connection with large-scale narcotics and weapons trafficking. During the investigation, Ebisawa unwittingly introduced an undercover DEA agent (UC-1), posing as a narcotics and weapons trafficker, to Ebisawa’s international network of criminal associates, which spanned Japan, Thailand, Burma, Sri Lanka, and the United States, among other places, for the purpose of arranging large-scale narcotics and weapons transactions. Ebisawa and his network, including his co-defendants, negotiated multiple narcotics and weapons transactions with UC-1.

Beginning in early 2020, Ebisawa informed UC-1 and a DEA confidential source (CS-1) that Ebisawa had access to a large quantity of nuclear materials that he wanted to sell. Later that year, Ebisawa sent UC-1 a series of photographs depicting rocky substances with Geiger counters measuring radiation, as well as pages of what Ebisawa represented to be lab analyses indicating the presence of thorium and uranium in the depicted substances. In response to Ebisawa’s repeated inquiries, UC-1 agreed, as part of the DEA’s investigation, to help Ebisawa broker the sale of his nuclear materials to UC-1’s associate, who was posing as an Iranian general (the General), for use in a nuclear weapons program. Ebisawa then offered to supply the General with “plutonium” that would be even “better” and more “powerful” than uranium for this purpose. Ebisawa further proposed, together with two other co-conspirators (CC-2 and CC-3), to UC-1 that CC-1 sell uranium to the General, through Ebisawa, to fund CC-1’s weapons purchase.

Thereafter, on a Feb. 4, 2022, videoconference, CC-2 told UC-1 that CC-1 had available more than 2,000 kilograms of Thorium-232 and more than 100 kilograms of uranium in the compound U3O8 — referring to a compound of uranium commonly found in the uranium concentrate powder known as “yellowcake” — and that CC-1 could produce as much as five tons of nuclear materials in Burma. CC-2 also advised that CC-1 had provided samples of the uranium and thorium, which CC-2 was prepared to show to UC-1’s purported buyers. CC-2 noted that the samples should be packed “to contain … the radiation.”

With the assistance of Thai authorities, the nuclear samples were seized and subsequently transferred to the custody of U.S. law enforcement. A nuclear forensic laboratory in the United States examined the nuclear samples and determined that both samples contain detectable quantities of uranium, thorium, and plutonium. In particular, the laboratory determined that the isotope composition of the plutonium found in the nuclear samples is weapons-grade, meaning that the plutonium, if produced in sufficient quantities, would be suitable for use in a nuclear weapon.

Ebisawa pleaded guilty to six counts contained in the superseding indictment.

A federal district court judge will determine any sentence after considering the U.S. Sentencing Guidelines and other statutory factors.

Researchers have developed a novel antidote to treat hydrogen sulfide poisoning. It is hoped that this innovation will save the lives of workers and rescue personnel.

A team at Doshisha University in Japan created the novel therapeutic using artificial haem-model compounds that have a higher affinity for sulfide than human haem. ‘We are trying to synthesise biomedical compounds to mimic the haemoglobin function like the oxygen binding,’ explains Hiroaki Kitagishi, lead author of the paper. This work builds on previous research, led by Kitagishi, which identified two complexes that successfully treated carbon monoxide and hydrogen cyanide poisoning in mice.

The team found that one complex had a very high affinity for hydrogen sulfide under normal physiological conditions – almost 10 times higher than that of human haemoglobin. The researchers dubbed their iron porphyrin complex hemoCD and it was found to bind hydrogen sulfide and break it down into nontoxic sulfite and sulfate ions following radical reactions with oxygen. They tested their findings in mice exposed to hydrogen sulfide with very promising results – the survival rate went from 20% to 80%. Respiratory activity in the brain and heart also returned to normal after poisoning. ‘Here the concern was mainly reducing mortality … when this novel drug was given it was significant,’ comments [Wilson Rumbeiha](https://toxmsdt.vetmed.ucdavis.edu/our-people/wilson-rumbeiha), a toxicologist at University of California, Davis. ‘The animal was still able to utilise its cytochrome aerobic metabolism.’

The complex was also found to be excreted in the mice’s urine without undergoing any chemical decomposition in their body, demonstrating biocompatibility and safety. ‘Fortunately, hemoCD is not metabolised in the body … we do not need to worry about where and how the residual compounds accumulate in the body,’ says Kitagishi. He adds that their molecule can work as an antidote to multiple gaseous poisons including carbon monoxide, hydrogen cyanide and hydrogen sulfide. ‘The toxic mechanism binding to haemoglobin is similar in all three gases,’ he explains. ‘And our compound is very good as a scavenger for them.’ The HemoCD system is stable and storable in both powder and solution form demonstrating potential for a ready to use antidote system.

Kitagishi is optimistic about translating the research into a treatment. ‘We need to optimise the synthetic route and we need to improve the safety tests using mice and other animals,’ he says. His plan is to create a startup to further develop their compound.

Rumbeiha agrees that challenges remain. ‘The bottom line is that there is no drug right now that is approved \[for this purpose\],’ he notes. ‘And there is a need, \[but\] the challenge is that this is an animal experiment and I think it is just too early to be conclusive about the potential use of the \[antidote\].’

 An operation in South America has resulted in the seizure of more than 28,000kg of explosive materials, 3,400 Improvised Explosive Devices (IEDs) and thousands of other components used in their manufacture.

Operation Claymore (11 August – 11 October 2024) brought together law enforcement from nine countries to target the theft, smuggling and trafficking of explosives and related materials. This international collaboration, coordinated by INTERPOL, also led to the seizure of 93,000 metres of detonating cord and safety fuse, 205 grenades, 73,000 detonators and thousands of kilos of chemical precursors. As a result of the operation, 45 individuals were arrested and several related investigations are still ongoing.

In the South American region there is evidence of a particularly high illegal flow of chemicals and components that can be used to make explosives. The trade of these materials is closely linked to organized crime and armed groups because IEDs are used for a range of criminal activities, from terrorist attacks and territorial violence to robberies and strikes on security forces. IEDs are frequently used to inflict maximum harm and devastation, capitalizing on their anonymity and unpredictability to instill fear and chaos.

Authorities in Ecuador inspected a location suspected of storing explosive materials for an organized crime group. On site, police seized eight C4 explosive demolition blocks, 30,000 rounds of ammunition of different calibres, 620 magazines, 15 hand grenades and 750 cylinders of heroin. A woman was arrested.

Colombian police ran an investigation that led to the raid of an improvised explosives factory. They seized 3,000 IEDs made from metal drinking flasks, 800 grenade-type IEDs, 50 small IEDs, 5 tonnes of explosive material and other accessories. Two people were arrested as a result, including one individual who was a bombmaker for an organized armed group.

As well as organized crime, the illicit trade of explosive materials in South America can also be linked to illegal mining. Unauthorized mining not only causes devastating environmental effects but can put the lives of workers and local communities at risk. During the operation, one significant case in Peru resulted in the seizure of 16 tonnes of explosive material and the arrest of 22 people.

Valdecy Urquiza, INTERPOL’s Secretary General, said:

“The black market trade in explosive materials is a major security risk. We're seeing a disturbing rise in terror groups, organized crime and gangs using explosives - from violent attacks to illegal mining operations. This successful operation across South America shows we are making progress, but the threat is real, and global.”

Another key objective of Operation Claymore was to identify and apprehend subjects of INTERPOL Notices concerning chemical and explosive crimes. In one case, the subject of a Red Notice was wanted in relation to an attack on a house in the United States of America. Targeting a former teacher, the suspect had fabricated and detonated a homemade explosive device at a residence. The attack left two people seriously injured and the accused fled to Argentina. Thanks to cooperation between the countries and a detailed investigation by Argentinian authorities that utilized INTERPOL systems, local police were able to locate and detain the individual. Extradition procedures are currently being carried out.

New INTERPOL Notices were also published as part of the two-month operation. In Brazil, authorities issued a Purple Notice for a new method of concealment after discovering 900kg of explosive emulsion, 240 detonators and 100 metres of fuse hidden in a truck’s cargo. The purpose of a Purple Notice is to seek or provide information on modus operandi, objects or devices – highlighting specific methods used by criminals or terrorists. This information is then shared with all INTERPOL members. In this case, officers uncovered the explosives hidden in air filters for trucks and inside large plastic containers labelled as car shampoo.

The operation's success was driven by the effective sharing of intelligence, the integration of specialized resources and the adoption of best practices in response to the theft, smuggling and trafficking of explosives. This enabled participating countries to identify the source of IED materials, detect their diversion, and dismantle related criminal networks. INTERPOL's secure communication channels and databases also played a key role, enabling law enforcement agencies to share critical information in real-time. This facilitated the identification of suspects and the tracing of materials.
