The Estonian Disaster Relief Team (EDRT) utilised Milrem Robotics’ Multiscope Rescue unmanned ground vehicle (UGV) during an urban search and rescue (USAR) exercise last week.

The UGV was used to transport rescue equipment of two USAR units to the operation area allowing members of the unit conserve energy and reach survivors quicker.

“In real life urban search and rescue operations such as earthquakes, we use buses or vans to get our equipment to where it is needed. However, it is quite difficult to reach the exact point where you will use the gear with a bus due to narrow passages. A UGV of this size could get closer to where we need the equipment, hence we do not have to spare two people to carry things and they can use that time and energy for the actually rescue,” explained Ivar Frantsuzov, expert in the Estonian Rescue Board.

The Multiscope UGV is built to carry a maximum payload of 1200 kg and can additionally be used for clearing the cave-in area of debris usually consistent of heavy concrete blocks – a task typically done by hand.

“Also, the medics found that the UGV is of optimal height to administer first aid to the wounded on a stretcher attached on top of one of the UGVs track modules instead of doing it in the dirt and rubble,” Frantsuzov said and added that the low noise signature of the UGV also comes in handy.

During future exercises, the EDRT wants to test the UGV during rope rescue using the vehicle as an anchor point. “The UGV could also be equipped with gas detectors to determine if the area is safe for the USAR units,” Frantsuzov said.

The Multiscope can be remotely operated from a safe distance using the camera feed to see where the vehicle is going, or the operator can move with the vehicle in safer areas. The UGV can also be equipped with intelligent functions that enable it to move by itself from point A to point B. The UGV can also independently follow the operator.

The exercise was held in the main training facility of the Estonian Rescue Board in Väike-Maarja, Estonia.

**Advanced radiation detection system operational with Port Authority of New York &amp; New Jersey**

On a blustery winter day last December, a car carrying radioactive material approached one of the Port Authority of New York and New Jersey’s major transportation hubs. As the car got closer, an alarm flashed and sounded on a large monitor in the police operations center, identifying on a digital map the exact location of the vehicle and the specific radioactive isotope radiating from the car – Cesium-137. Within minutes, officers in the Port Authority Police Department – equipped with vehicle-mounted and pocket-sized radiation sensors displaying the same real-time digital map – tracked the vehicle and apprehended the suspects in a parking lot. Thankfully, the potential terrorists and radiation-emitting isotope were not a threat, as the scenario was only a drill.

The December exercise marked the capstone for DARPA’s SIGMA program, culminating a five-year effort to develop and deploy an automated, high-performance, networked radiation detection capability for counterterrorism and continuous city-to-region scale radiological and nuclear threat monitoring. The transition of the radiation-detection system took place prior to the coronavirus disease (COVID-19) pandemic. In the eight months since the SIGMA transition, DARPA has been developing and testing additional sensors under its SIGMA+ effort to detect chemical, biological and explosive threats as well.

“We want to thank the Port Authority for their outstanding support throughout the SIGMA program and their continued support as we test SIGMA+ sensors,” said Mark Wrobel, DARPA program manager in the Defense Sciences Office. “Being able to test and refine the system in the country’s largest metropolitan region was invaluable in taking SIGMA from a research project to an operationally deployed system in just five years.”

SIGMA adds an additional layer of radiation-detection capability for the Port Authority.

“New York City and Northern New Jersey have some of the nation’s most critical transportation infrastructure – heavily trafficked tunnels, bridges, airports, train and bus stations, and ferry terminals,” said Dave Warrington, senior manager for strategic preparedness in the Port Authority’s Office of Emergency Management. “This unique partnership with DARPA was mutually beneficial – DARPA had access to our transportation nodes to collect real background radiological data for developing the system, and the Port Authority now has a network of high-performance stationary, vehicle-mounted, and wearable sensors providing enhanced, 24-hour nuclear and radiological threat detection.”

Port Authority Police Department (PAPD) officers commented on the capabilities and improved detection sensitivity SIGMA provides, significantly reducing false-positives.

“Our legacy radiation-detection system takes a lot more time to identify if a radioactive hit is a threat or a non-threatening source, such as construction-site materials,” said Lt. Rich Munnelly, emergency management liaison officer at PAPD headquarters. “SIGMA enables much faster reaction time, since you don’t need to wait for additional equipment to be brought in to evaluate the radioactive material. With SIGMA, the first responder knows immediately via handheld display what the radioactive isotope is and can quickly determine if it’s a threat or not.”

Munnelly noted how user friendly the system is. SIGMA uses an app-like Android interface that is easy to train new officers on. He also highlighted how the network allows officials up the chain of command to follow alerts and track potential threats in real-time along with first responders, significantly streamlining the coordination process across various levels of command and with federal agencies in the case of a radiological event.

“The system automatically sends officers alert notifications and texts, which is key,” Munnelly said. “Everyone gets all the information at the same time, and because the various sensors are networked it allows for remote monitoring and standoff detection, increasing safety for our officers and the public.”

Another benefit of the SIGMA sensors is their reduced size, weight, and power – from the portable sensors first responders wear on their vest to the more powerful sensors carried in police vehicles, to the stationary sensors at key transportation nodes. For example, legacy vehicle-borne sensor packages take up the whole vehicle, Warrington said, whereas SIGMA’s vehicle-mounted detectors require significantly less space, allowing vehicles to perform their primary function and have room for additional gear.

Most importantly, SIGMA runs continuously, analyzing background radiological conditions daily to constantly refine threat-detection algorithms.

“It’s not a closed-end system,” Munnelly said. “Software refreshes are pushed out regularly, updating isotope profiles to improve detection of known threats and to account for potential new ones.”

The use of this constantly collected background data also supports reduction in false and nuisance alarm rates, a major operational burden with legacy systems.

Two attackers threw a glass jar with an unknown chemical liquid into an office housing the independent political coalition supported by opposition politician Aleksei Navalny's team in Russia's third-largest city, Novosibirsk.

The jar broke and the room, filled with dozens of people on September 8, was quickly filled with a sharp, acidic smell. The room was cleared immediately, but two people felt sick and an ambulance was called, Yelena Noskovets, a member of Navalny's team in the city, told RFE/RL and Current Time.

Noskovets added that the attack came as Navalny's group was giving a lecture to staff and volunteers on how to monitor regional elections scheduled for September 13.

A coordinator for Navalny's team and a member of the coalition, Sergei Boiko, warned the attack "will not save the \[ruling\] United Russia \[party\] anyway."

Police are investigating the attack.

Łukasiewicz - PIAP has launched PIAP Patrol, a new EOD mobile, medium-sized tracked robot designed for CBRN detection and reconnaissance and counter-IED purposes.

Because of its size and the motors used, PIAP Patrol can be employed indoors, outdoors, and in a rough terrain. Its compact and modular design makes it possible to be transported even in a passenger car.

The robot is designed to be used by the military, police, or fire brigades. For that purpose, the robot has been tailored to carry a myriad of accessories, including armament used to neutralize IEDs (such as the RDS/CSL 50-40 Vulkan disrupter or Benelli M4 Super 90 shotgun with a camera and a holographic sight).

Its lightweight control panel fully supports the operating software of Logos Imaging’s portable X-ray systems, as well as CBRN sensors. Its dimensions and a drive system enable to carry out activities both inside a building and in difficult field conditions. Using a manipulator with 6 degrees of freedom and the gripping function of the gripper jaws, it is possible to pick up loads of up to 22kg, from up to 800m away in an open area. The manipulator has a 2m reach, with a wide motion range in each plane, allowing the operator to safely position the X-ray system in order to inspect the object from virtually any possible angle.

As the complete communication is carried out through the robot console, the operator does not have to worry about the operating range of the X-ray system comms: as long as the robot responses to the console, the X-ray generator will produce radiation, and the panel will take the image back to the same screen they are looking at while inspecting the object through the robot cameras.

PIAP Patrol is an entirely new design making use of 2 decades of experience gathered by Ł-PIAP engineers. It took them one year to develop that model. The purpose of that system is to replace the analog RMI robot that has been used so far, with a new, digital design of a 100kg class.

Generous donations made by companies and individuals funded seven state-of-the-art isolation pods for COVID-19 patient transport in Greece.

The Greek ambulance service, EKAB, acquired seven top modern isolation pods, known as EpiShuttle, from the generous donations made to them.

With the EpiShuttles in place, the ambulance service can perform patient monitoring and full intensive care of infected patients during air, sea and land transport. In case of a local outbreak, patients may now receive fast and safe transportation, even from remote locations. Thus, the EpiShuttle contributes to keep both tourists and Greek citizens safe.

Behind this innovation is a team of medical doctors and engineers with first-hand medical experience with previous epidemics, the founders of EpiGuard.

\- The EpiShuttle make transport safe, reduce cost and increase operational efficiency. An ambulance usually requires 2-4 hours of disinfection between every contagious transport, and with an entire helicopter, it takes almost a day, says Ellen Cathrine Andersen, CEO of EpiGuard explains.

\- The EpiShuttle completely airtight, and as a second barrier it has negative pressure with P3-filtration to prevent any contaminated air from escaping from the isolator. The EpiShuttle keeps the staff safe. Also, once the patient is loaded, medical staff do not have to wear full Personal Protective Equipment (PPE) during transport of highly infectious patients. This allows for longer shifts and reduces the risk of mistakes due to fatigue or reduced situational awareness, Andersen explains.

In addition to 174 Mobile Intensive Care Units EKAB has three Augusta A-109 Power helicopters. It has been recently estimated that approximately 500,000 patients are transported by EKAB per year. Furthermore, 2000 to 2500 medical flights were conducted per year.

[Dante Labs ](https://www.dantelabs.com/)announced today a new coronavirus test for current infection based on saliva samples. The test uses real-time SARS-COV2 PCR CE-IVD technology and kits to detect current coronavirus infection from COVID-19, exactly like nasopharyngeal swabs. The test allows for easy, non-invasive sample self-collection by individuals, democratizing coronavirus testing for everyone.

“This innovation alleviates people's discomfort associated with swabs and removes the risk of infection for medical professionals who are in charge of collecting these samples,” said Dante Labs CEO Andrea Riposati. “Testing is the key driver to quickly identify hotspots and block them before the virus spreads to thousands of individuals. However, the user experience with swabs is invasive and painful.”

Dante Labs developed special protocols to extract RNA from saliva in its highly automated clinical laboratory in L’Aquila, Italy, and validated the full process in an international study with more than 25,000 samples.

The new test does not require swabs. Saliva is auto-collected by spitting in a user-friendly collection kit with special reagents to capture and keep the RNA.

The test is available across Europe and the Middle East and costs only 58 euros (GBP 58), including two-way premium one-day medical shipping. Results are available within 24 hours. Special services are available for companies and organizations of any size.

Argon Electronics (UK) Ltd. and Lawrence Livermore National Laboratory (LLNL) are announcing the signing of an exclusive commercialization and distribution license for the Radiation Field Training Simulator (RaFTS.)

Initially developed by the team at LLNL, with subsequent enhancements by Argon under a Cooperative Research and Development Agreement (CRADA) initiated in 2020, RaFTS represents an unparalleled leap in the delivery of realistic spectrometry-based radiation training scenarios by providing a way for suitably adapted operational radiation spectrometers to respond to totally safe, simulated radiation sources.

“RaFTS allows radiological instructors to implement radiation training exercises that are based on extremely realistic representations of both individual and mixed radionuclides,” says CEO of Argon Electronics, Steven Pike.

“Until now, this is something that has been very difficult to achieve, and particularly in the case of high-resolution detectors which rely on the use of germanium sensors.”

Greg White, a computer scientist who is LLNL’s principal investigator for the RaFTS project, noted, “RaFTS is the result of our team’s efforts over many years. This technology represents a real advance in capability. It is really exciting to see it move into the commercial phase.”

The initial implementation of the RaFTS project focused on the integration of the technology within the Ortec Detective X HPGe radioisotope identification device and the TerraTracker mobile Adaptable Radiation Area Monitor (ARAM) which uses high sensitivity Nai detection technology.

RaFTS is applicable to all types of handheld and mobile spectrometry-based detection systems, as well as being able to be integrated within spectroscopic portal monitors and backpack detection equipment.

“The game-changing architecture of RaFTS means it is now possible for organizations to apply their own sensitive scenario spectrum images for the purposes of training, without the need to defer to any other party,” says Pike.

Another notable feature of the RaFTS technology is its ability to enable detector reachback capability, which generates a spectra file that can be transferred in real time to an organisation’s reachback centre to be fully incorporated within the exercise.

“The extremely high fidelity of the RaFTS simulated spectrum makes it possible for spectra data to be relayed via the reachback system just as it would be in the case of a real-life radiological event,” Pike explains.

“Having the ability to include reachback in a training context means it is now possible to realistically exercise data analysis, the forming of recommendations and the communication of those required actions - none of which has been achievable using any other form of simulated radiation technology, up till now.”

RaFTS’ developers are currently in the process of further enhancing the system’s capability to support Argon’s latest generation Radsim simulation radionuclide sources and PlumeSIM.
