While Ayatollah Ruhollah Khomeini instructed him not to create an atomic bomb, Rafighdoost confirmed that they did produce chemical and biological weapons.

At the invitation of the Syrian caretaker Foreign Minister, the Director-General of the Organisation for the Prohibition of Chemical Weapons (OPCW), Ambassador Fernando Arias, accompanied by a high-level delegation from the OPCW, visited Damascus to meet with Syria’s interim President Ahmad al-Sharaa and caretaker Foreign Minister Asaad Hassan al-Shaibani.

The meetings were long, productive and very open, with an in-depth exchange of information, which will serve as a basis to reach tangible results and break the stalemate that has lasted for over eleven years.

The visit marked a first step towards re-establishing a direct working relationship between the OPCW Technical Secretariat and Syria, following eleven years of stagnation and lack of progress with the former authorities. In their meeting, both sides discussed Syria’s obligations under the Chemical Weapons Convention (CWC), the role and mandate of the OPCW, and the type of support the Technical Secretariat can provide to the Syrian caretaker authorities in eliminating the remnants of Syria’s chemical weapons programme.

“This visit marks a reset. After eleven years of obstruction by the previous authorities, the Syrian caretaker authorities have a chance to turn the page and meet Syria’s obligations under the Convention,” said Director-General Arias.

“My presence in Damascus reflects the OPCW’s commitment to rebuilding a relationship based on mutual trust and transparency,” he underlined. “For over a decade, Syria’s chemical weapons dossier was at a deadlock. Today, we must seize this opportunity together and break that impasse for the good of the Syrian people and the international community.”

Since 2013, Syria’s declaration of its chemical weapons programme has been incomplete, with significant quantities unaccounted for and a lack of cooperation by the former Syrian authorities. This led to the suspension of some of Syria’s rights in the OPCW Policy-Making Organs since April 2021. Director-General Arias underlined that the OPCW looks forward to working with Syria’s transitional government in addressing these open questions and implementing its responsibilities to regain its rights at the Organisation. For that purpose, he presented to the interim President and the caretaker Foreign Minister, the Secretariat’s [9-point Action Plan for Syria](https://organisationfortheprohibitionofchemicalweaponsopcw.cmail19.com/t/d-l-stlsjy-ihuhjikyti-y/).

The Director-General further emphasised that the OPCW stands ready to support Syria in meeting its obligations under the Convention. In doing so, the caretaker authorities will safeguard the Syrian people, help hold to account any identified perpetrators of chemical weapons use, and bolster the country’s reputation as a reliable and trusted member of the international community.

“This visit lays the ground for working together towards closing the Syrian chemical weapons file for good and fostering long-term compliance, regional stability, and contributing to peace and international security” said Director-General Arias.

Derek Maltz, a previous CBRNe Convergence speaker, has been named as Acting Administrator for the DEA. Congratulations from the whole CBRNe World team!

His previously printed bio reads: Derek S. Maltz retired from the Drug Enforcement Administration (DEA) after 28 years of dedicated service and \[was\] working for Pen-Link Ltd as the Executive Director, Government Relations. He was the Special Agent in Charge of the United States Department of Justice (DOJ), Special Operations Division (SOD) for almost 10 years and was previously Chief of the New York Drug Enforcement Task Force, the oldest and largest drug task force in America.

As the Agent in Charge of SOD, SAC Maltz was instrumental in the growth of SOD from 9 to 30 participating agencies including personnel from the U.K., Canada, Australia and the New York City Police Department (NYPD). Mr. Maltz oversaw the operations of approximately 500 SOD personnel and was responsible for an annual budget of $100 million, while incorporating the DOJ’s priority International Organized Crime and Gang Operational programs into the center. SOD was responsible for leading the coordination of the high-profile multi-agency efforts that resulted in the capture of Sinaloa Cartel Kingpin El Chapo Guzman.

Lightnovo ApS, announced the launch of the new miniRaman Operator product range for the defence and security sector. The miniRaman Operator product range is specifically designed for CBRNe defence field operators and forensic specialists in the security sector. Developed in response to feedback and requirements from leading institutions and organizations, Lightnovo has created a solution that seamlessly aligns with the workflow of field operators, ensuring efficiency and reliability in critical operations.

The miniRaman Operator Spectrometer is compact in size: 105x50x45 mm (L x H x W) and weighs only 360 g, with a built-in battery (1 hour of continuous operation, 4 hours in standby mode) and which can be recharged in the field using a power bank. The device features a built-in reference channel (a unique Lightnovo patented technology) eliminating the need for regular verification checks by field operators. The device features a secure embedded Linux operating system, which includes built-in libraries of relevant substances and features a display showing the identification result. The one-button design ensures an intuitive workflow, making the device user-friendly and easy to operate without advanced training. Data transfer and advanced features can be accessed via Bluetooth or USB-C connection to a PC or tablet. For enhanced security, all wireless communication features can be disabled when operational conditions require it.

The device supports ROS2 programming interface, which allows for the integration of the spectrometer with robots and drones, further reducing operators’ risks in hazardous environments. The device has successfully passed all internal Lightnovo ApS testing and is pending official industrial certification. The miniRaman Operator is IP67 compliant and has passed military grade drop test MIL-STD-810H. Additionally, the device is fully operational at different ambient temperatures ranging from -10°C to +45°C.

In addition to the miniRaman Operator Spectrometer, Lightnovo ApS introduces the miniRaman Operator Microscope, designed to empower field operators with enhanced analytical capabilities directly in the field. The microscopic analysis is especially valuable for analysing inhomogeneous samples, mixture analysis, as well as trace detection, in applications where point detection Raman spectroscopy does not provide conclusive results.

The miniRaman Operator microscope is a compact portable device with a footprint of approximately 200x200x400 mm (L x H x W) and weighing approximately 12 kg. It is suitable for vehicle-mounted setups as well as for direct field deployment with its carrier rucksack and can be powered with a power bank supporting USB-C Power Delivery (15V, 1.5A) standard. The miniRaman Operator microscope retains all the benefits of the miniRaman Operator Spectrometer such as self-calibration and stable operation under different environmental conditions since it integrates the miniRaman Operator Spectrometer at its core. The system’s modularity allows for the easy removal of the the spectrometer for point measurements and seamless reinsertion without any realignment or recalibration.

To further enhance usability and adaptability in field conditions, the miniRaman Operator product range comes with a variety of accessories. These include a belt holster for convenient carrying, a docking station for quick charging and data transfer, and disposable tips for decontamination purposes. The CDC has instructed its scientists to retract or pause the publication of any research manuscript being considered by any medical or scientific journal, not merely its own internal periodicals, *Inside Medicine* has learned. The move aims to ensure that no "forbidden terms" appear in the work. The policy includes manuscripts that are in the revision stages at journal (but not officially accepted) and those already accepted for publication but not yet live.

In the order, CDC researchers were instructed to remove references to or mentions of a list of forbidden terms: "Gender, transgender, pregnant person, pregnant people, LGBT, transsexual, non-binary, nonbinary, assigned male at birth, assigned female at birth, biologically male, biologically female," according to an email sent to CDC employees.

The policy goes beyond the previously reported pause of the CDC's own publications, [including *Morbidity and Mortality Weekly Report* (*MMWR*),](https://www.medpagetoday.com/infectiousdisease/generalinfectiousdisease/113905 "Opens in a new tab or window") which has seen two issues go unreleased since Jan. 16, marking the first publication gap of any kind in approximately 60 years. *Emerging Infectious Diseases* and *Preventing Chronic Disease*, the CDC's other major publications, also remain under lock and key, but have not yet been affected because they are monthly releases and both were released as scheduled in January, prior to President Donald Trump's inauguration. The policy also goes beyond the general communications gag order that already prevents any CDC scientist from submitting any new scientific findings to the public.

The edict applies to both any previously submitted manuscript under consideration and those accepted but not yet published. For example, if CDC scientists previously submitted a manuscript to the *New England Journal of Medicine*, *JAMA*, or any other publication, the article must be stopped and reviewed. (These are hypothetical, but are examples of major journals where CDC officials often publish.)

**Scale of Policy Unclear. Chaos, Uncertainly, and Fear Prevail**

How many manuscripts are affected is unclear, but it could be many. Most manuscripts include simple demographic information about the populations or patients studied, which typically includes gender (and which is frequently used interchangeably with sex). That means just about any major study would fall under the censorship regime of the new policy, including studies on COVID-19, cancer, heart disease, or anything else, let alone anything that the administration considers to be "woke ideology."

Meanwhile, chaos and fear are already guiding decisions. While the policy is only meant to apply to work that might be seen as conflicting with President Trump's executive orders, CDC experts don't know how to interpret that. Do papers that describe disparities in health outcomes fall into "woke ideology" or not? Nobody knows, and everyone is scared that they'll be fired. This is leading to what Germans call "vorauseilender Gehorsam," or "preemptive obedience," as one non-CDC scientist commented.

The Chemical, Biological, Radiological and Nuclear Safety and Security Agency of Tajikistan joins IAEA’s network to strengthen nuclear security in Central Asia and beyond through enhanced cooperation and capacity-building initiatives.

Tajikistan’s Chemical, Biological, Radiological and Nuclear Safety and Security Agency (CBRN SSA) has been designated as a new IAEA Collaborating Centre, marking a significant step towards bolstering nuclear security in Central Asia. The official designation was announced during a signing ceremony held in Vienna, underscoring the growing cooperation between Tajikistan and the International Atomic Energy Agency (IAEA).

#### Strengthening Nuclear Security in Central Asia

Lydie Evrard, IAEA Deputy Director General and Head of the Department of Nuclear Safety and Security, emphasized the importance of this collaboration, noting that the designation will enhance nuclear security efforts in the region. “The designation of CBRN SSA as an IAEA Collaborating Centre will strengthen the cooperation between Tajikistan and the IAEA to efficiently support regional activities in key areas of nuclear security,” Evrard said. “This will contribute to enhancing nuclear security in Central Asia and internationally,” she added.

The four-year agreement, covering the period from 2025 to 2029, aims to build capacity in the development and maintenance of nuclear security regimes within the region. Key areas of focus will include the assessment of nuclear security needs and priorities, cybersecurity in nuclear facilities, securing nuclear materials and facilities, and addressing issues related to nuclear or radioactive materials outside of regulatory control.

#### Training and Capacity-Building Initiatives

The workplan under the new agreement includes hosting regional and international training courses, workshops, and seminars on various aspects of nuclear security. The CBRN SSA will also develop training materials on detection techniques for illicit trafficking of nuclear and other radioactive materials, equipping regional stakeholders with the tools needed to effectively combat nuclear threats.

Ilhom Mirsaidzoda, Director of Tajikistan’s CBRN SSA, highlighted the importance of these initiatives in empowering the region. “Empowering our region through capacity building in chemical, biological, radiological, and nuclear safety, security, and safeguards ensures a resilient and prepared community, ready to face the challenges of tomorrow,” Mirsaidzoda stated.

#### Longstanding Collaboration and Global Efforts

This new designation builds on a long history of collaboration between CBRN SSA and the IAEA. Over the past decade, CBRN SSA has hosted 13 IAEA events related to nuclear security. Additionally, Tajikistan’s agency is an active participant in key international networks, including the International Network of Front Line Officers and Organizations for Nuclear Security Detection and the International Network for Nuclear Security Training and Support Centres.

This designation also follows the IAEA’s recent expansion of its Collaborating Centres program. In 2024, the IAEA signed two new agreements with Brazil and Jordan and extended its collaboration with a centre in the Russian Federation. The total number of active Collaborating Centres for nuclear security now stands at 12, each contributing to the global effort to enhance nuclear safety and security.

DuPont has launched DuPont Tychem 6000 SFR - a lightweight hooded garment designed to help protect people working in challenging environments against multiple chemical and flash-fire hazards. Especially beneficial in environments where combined chemical and flash-fire hazards are a serious concern, Tychem 6000 SFR garments may be suitable for applications and industries that require multi-hazard protection including refineries, petrochemical plants, laboratories, maintenance operations, and fire departments. \*See user considerations below.

Tychem6000 SFR is designed to provide at least 30 minutes of protection from more than 250 chemical challenges, such as toxic industrial chemicals, chemical warfare agents, and flammable organic solvents. The coverall also helps ensure secondary flame resistance when worn over primary flame-resistant (FR) garments like those made with DuPont™ Nomex. In a flash-fire, the Tychem 6000 SFR garment will not cause additional burn-related injury if such appropriate primary FR personal protective equipment is worn beneath.

Tychem 6000 SFR garment design features a respirator-fit hood with covered elastic face opening, taped seams, and double storm flap closure with double-sided adhesive tape, which create reliable seals that help prevent potential chemical ingress. The chin flap with double-sided adhesive tape provides enhanced protection in neck area and a good fit with respirator. In addition, its nylon zipper with a large metal pull supports an easier donning and doffing process. The elasticated waist and covered elastic at wrist and ankle openings offer its wearer comfort and ease of movement.

TDA Research, a leading research and development firm, and Mantel Technologies, a leader in innovative product development and delivery, announce the launch of TDA's Canine Decontamination Kit. The kit, which was developed under sponsorship from the US DOD, provides handlers and other professionals with the tools to remove unwanted materials, including highly toxic chemical warfare agents, from a canine's fur to prevent deleterious interactions and spread. The kit is highly effective under field conditions, at the point of contamination, without logistic support such as power, water or equipment. This new product supports safety and survivability of both working dogs and the humans they support.

TDA Research has had an active chem-bio defense research and development effort for the past 30 years. TDA researchers have developed products, published papers, and books, to help protect the warfighter from these harmful materials. We had a great experience developing the materials and methods in the laboratory, then working with other scientist, veterinarians, handlers, trainers, and canines to refine and validate the decontamination kit," said Brian France, Ph.D., Principal Investigator at TDA Research.

Mantel Technologies, a leader in innovative product development and delivery, is excited to announce an agreement with TDA to serve as the exclusive worldwide distributor of the product.

The kit is offered in two variants dependent upon the use scenario. Each kit is comprised of a set of wipes proven to be effective, show no irritation and to be non-toxic to canines and humans. A training kit option is available to support team training and field readiness.
