President \[of Turkmenistan\] Gurbanguly Berdimuhamedov visited the construction site of a sanatorium in Ak Bugday District's Bagabat village on 13 September. The construction of the sanatorium for 200 beds became known in autumn 2017.

The head of a construction company \[its name was not disclosed\] met the head of state and reported on the ongoing work. During his visit to the facility being constructed, the president ordered the ***construction of a scientific and clinical centre of virology, bacteriology and epidemiology*** there, the TDH state news agency reports.

"The centre's aim be will to study the negative impact of the Aral \[Sea\] crisis on the environment in the region and the people's health as well as well to reduce this impact and prevent diseases caused by it," the head of state said.

Berdimuhamedov learned about the landscaping and design of the sanatorium and recommended using national motifs in its design. In accordance with the president's instruction, the facility's architecture should fit into the surrounding landscape, and the 22-km-long road leading to it should meet international standards.

It should be recalled that the Turkmen authorities continue to deny the presence of coronavirus in the country. The mask regime and other preventive measures were introduced allegedly because of the negative impact of dust coming from the Aral Sea area.

The British Armey fleet of CBRN Reconnaisance FUCHS vehicles are set to receive another upgrade.

The contract, worth £16 million, has been awared to Rheinmetall BAE Systems Land (RBSL) to upgrade and sustain both the vehicles and training simulator.

Under the contract, RBSL will address obsolescence issues in the vehicles, as well as upgrade the system with the latest generation of sensing capabilities.

Contracted work is expected to improve the ability of the vehicles to detect CBRN threats. It will also support operational readiness, as well as improve interoperability of the fleet with several of the UK’s Nato partners.

UK Minister for the Armed Forces James Heappey, said: “With the military landscape rapidly changing, it has never been more important to develop our capabilities and continue to strive for innovation and adaptability.

On October 7 the FDA issued a warning letter to Battelle Memorial Institute for failing to comply with regulatory requirements for medical device reporting.

According to reports the institute did not meet the requirements specified in the Emergency Use Authorization (EUA) for the Battelle Critical Care Decontamination System. Under the EUA, the Decontamination System is authorized for use in decontaminating certain N95 respirators for reuse by health care workers in the event of insufficient supplies due to the pandemic.

This is the second the FDA has sent the institute, the first being in August requesting information about their process for submitting reportable adverse events to the FDA.

“It is critical that manufacturers have an effective process in place for reporting adverse events related to the use of authorized systems for decontaminating respirators,” said Binita Ashar, M.D., director of the Office of Surgical and Infection Control Devices in the Center for Devices and Radiological Health. “When there is an inadequate adverse event reporting process, the ability to detect problems and address them in order to assure the safety and performance of decontaminated respirators is compromised.”

A man charged with storing grenades, mines and chemical weapons at his farm has been cleared. Russell Wadge, 58, was charged after counter-terrorism police raided his property in Trimsaran, Carmarthenshire, in 2019.

The trial at Newport Crown Court heard that the large stocks of chemicals found at Wadge's property in June 2019 "could kill or injure" when combined. Wadge denied 28 charges of possessing explosive devices and chemical weapons and was cleared on all counts by a jury.

During the trial Wadge told the jury that he was interested in explosives, but he had no intention of harming anyone. "People who love explosives are not necessarily bad people. they're fun. Explosives are fun," he said.

Wadge had already admitted possessing poisonous chemicals at a previous hearing, and pleaded guilty to five offences under the Poisons Act at Swansea Crown Court in December 2019. It followed the discovery of nickel cyanide, hydrogen cyanide, copper potassium cyanide, sodium cooper potassium cyanide and potassium cyanide at his property.

Following the not guilty verdicts from the jury in Newport, the presiding judge suggested that the case raised issues of law that would be of interest to the UK Parliament. "There may be a case for Parliament to look at the laws again for explosives," said Judge Geraint Walters. "In terms of explosives, we have been considering an act of Parliament which goes back to the 1800s - time has moved on. "It is not a game. If people find gaps in the law and it is the desire of Parliament to close them, it is for them to do so."

Upon jailing Wadge for 12 months, for possessing poisonous chemicals, Judge Walters said the defendant had "no respect for law, which is evident from the way you time and time again pour scorn on police". He said that many of Wadge's views were "distorted" and "extreme" in their nature. "You are an opinionated individual, intolerant of anyone who disagrees with you," he added.

A woman who works for the Lincolnshire police force has been charged with making an explosive substance and importing banned weapons. Zoe Watts was arrested on Sunday, October 4 after police and an Army bomb team attended an address, leading to other houses in the street being evacuated.

She is charged with one count of importing prohibited weapons with intent to evade a prohibition or restriction, and one count of making an explosive substance for an unlawful purpose. Watts, who served as a PCSO with the Bracebridge Lowfields Neighbourhood Policing Team, and is a serving member of Lincolnshire Police staff, has been suspended while criminal proceedings and an investigation takes place.

Police said a number of weapons were recovered along with chemicals of a potentially explosive nature.

Assistant Chief Constable Kerrin Wilson said: “We know that this is an unusual and worrying incident which will concern our communities."We within Lincolnshire Police share these feelings and although this relates to someone who works for the force, we will investigate this meticulously without fear or favour."Since the initial incident on Sunday our number one priority has been the safety of the public, and I'd like to thank local residents for their understanding while our searches at the property continue - it really is appreciated.

"Please be mindful that as a person has now been charged with offences, this is an active investigation which means that engaging in rumour and speculation – especially on any public platforms such as social media – can have a detrimental effect on any potential court proceedings.

“I fully understand that people will wish to be kept informed and we will continue to release as much detail as we can, as soon as we can."

AirBoss of America Corp. announced on October 5th that AirBoss Defense Group ("ADG") has recently been awarded an additional US$22.0 million in contracts across its survivability portfolio for multiple parties in North America and internationally.

“ADG, which has been very active in the ongoing fight against the COVID-19 pandemic, offers domestic and international customers a range of survivability solutions across the CBRN-E spectrum for both first response and military applications,” said Chris Bitsakakis, President and Chief Operating Officer of AirBoss. “These latest contracts largely reflect the regular contribution from predominantly military and government customers as part of their overall defense and preparedness strategies, independent of their ongoing COVID-19 response.”

The US$22.0 million in awards include molded glove and overboot awards for the United Arab Emirates valued at $6.4 million, Husky ground penetrating radar and accessory orders for US$5.8 million for the Egyptian military, a Rollover Detection Warning (“RDWS”) System award from the 2nd Cavalry Regiment (a unit of the U.S. Army Europe) for US$2.1 million, as well as a number of smaller orders from various groups in the U.S., with a focus on chemical and biological personal protective equipment, including mass casualty decontamination shelter systems and various Powered Air Purifying Respirator (“PAPR”) products. Deliveries on these awards are expected to begin in Q4 2020 and span 24 months.

These awards are not related to the Husky long-term contract extension announced on September 28 or the US$220 million in contracts announced since March 2020, specifically for FlexAir™ PAPR systems and related sustainment supplies of consumables to the Federal Emergency Management Agency (“FEMA”), the Department of Health and Human Services and the U.S. Department of Veteran Affairs (“VA”), in connection with the ongoing fight against the COVID-19 pandemic. AirBoss successfully completed a US$96 million FEMA contract at the end of July, a US$2.55 million VA contract in August, and has now begun delivering against the previously announced US$121 million award to the HHS, with product shipments expected though the balance of 2020 and into the first quarter of 2021.

The Husky is a blast-survivable, mission configurable vehicle platform that deploys a range of radar and sensor systems for countermine and non-conventional explosive detection. To date ADG has deployed more than 1,500 Husky systems globally.

ADG’s molded gloves and boots are made with an injection-molded advanced specialty polymer and were originally designed and developed to provide superior physical properties and protection compared to chemical, biological, radiological and nuclear (“CBRN”) products previously in service, and fully integrate with all currently fielded CBRN Suits. These boots and gloves have been broadly adopted worldwide and have been used in more than 40 countries.

The RDWS advises the user of impending vehicle rollover conditions based on terrain, operation, and vehicle limitations/parameters. The technology allows vehicle operators to be alerted of dangerous operating conditions in order to adjust as necessary to mitigate the risk.

A second case of a novel orthopox, first detailed in 2015, has been reported in the the Fairbanks area of Alaska.

Named Alaskapox, due to it's region of discovery, this orthopox is not yet known to cause sever malady and both of those suffering from the infection reported cases of fever and fatigue. The first case also presented with a small lesion on her shoulder, and shoulder pain for a period of about 2 weeks.

Very little is known about Alaskapox to date, there have only been these two known infections which were 5 years apart. This in istelf leads epidemiologists to belive that transmission is rare, and there has been no evidence of human to human transmission.

The new FLIR GF77 Gas Find IR Series provides professionals with the flexibility to use one uncooled gas detection camera for gas detection and thermal inspections across chemical and industrial manufacturing, electric power utilities, natural gas supply chain, food and agricultural, and public safety. The most notable feature updates include visualizing a completely new category of gases in sulfur hexafluoride, ammonia, and ethylene. The GF77 Series also offers IR high-temp ranges, increased temperature measurement accuracy and improved inspection flow/reporting with optional add-ons for FLIR Thermal Studio Pro and FLIR Route Creator.

The GF77 Gas Find IR Series offers two types of lenses—low-range (LR) and high-range (HR)—in a standard 25° field of view or as a 6° telephoto lens. The LR lens has a built-in 7–8.5 µm wavelength filter for visualizing methane, nitrous oxide, sulfur dioxide, R-134a, and R-152a. The HR lens filters the 9.5–12 µm wavelength for visualizing sulfur hexafluoride, ammonia, and ethylene. Professionals have the option to purchase the lens combination that meets their needs, the GF77-LR, the GF77-HR or the GF77 with both the LR and HR lenses. Further, each lens is calibrated to a specific camera body at the time of purchase to visualize the gases of interest and measure temperature accurately. For customers who already own a GF77 and would like to expand its capabilities, the FLIR service center can calibrate any new lens purchased for that specific device.

The GF77 Gas Find IR Series now includes a broader temperature detection range, from -20 °C to 500 °C, with improved accuracy of +/- 3 °C, down from +/- 5 °C, within the full temperature range. The optional onboard routing capability, Route Creator, allows end-users to simplify surveys by pre-planning the route that includes a list of assets that need to be inspected at each location, reducing the risk of missing an asset that could lead to an unexpected failure. The reporting add-on, Thermal Studio Pro, offers an easy final comprehensive report option.

The Estonian Centre for Defence Investment (ECDI) signed a Joint Procurement Agreement with the Dutch authorities to procure a total of seven THeMIS unmanned ground vehicles (UGVs) from Milrem Robotics. Milrem Robotics will deliver four THeMIS vehicles acquired by the Royal Netherlands Army in the coming months and the Estonian Defence Forces (EDF) will receive their three vehicles this month.

According to the contract, Milrem Robotics is the system integrator who, in addition to the supplying the vehicles, also performs all the integration of third-party technologies, including weapons systems, onto the delivered UGVs. Notably these unmanned weapons systems will remain under human control.

“We are pleased that the unmanned ground vehicles developed by an Estonian company in the course of a defence research and development project supported by the Estonian Ministry of Defence can now be used by our armed forces,” said Ivar Janson, Strategic Category Manager for Armoured Vehicles at the ECDI. “We are especially pleased, that we found a common ground with our Dutch partners to conduct the Joint R&amp;D project and procurement,” he added.

“We are delighted to enhance our cooperation with Milrem Robotics by increasing our fleet to six THeMIS vehicles in joint efforts with the Estonian Ministry of Defence. So far, the THeMIS has successfully been used for research and experiments by operational units of the 13 Light Brigade in Scotland, Germany, The Netherlands and during a live fire exercise in Austria. The addition of four extra THeMIS vehicles with a Remote Controlled Weapon System that is operated by a soldier provides us the opportunity to continue to develop concepts to enhance the combat power and decrease the risk for our soldiers,” said LtCol Martijn Hadicke, Commander of the Robot and Autonomous Systems (RAS) unit.

Milrem Robotics already delivered two THeMIS UGVs to the RAS Unit of the 13th Light Brigade of the Royal Netherlands in 2019.

The Estonian Defence Forces used the THeMIS for 12 months in Mali during Operation Barkhane. Various EDF units have first-hand experience with the UGV from several military exercises.

Kromek announced the launch of the D3 PRD, the new all-in-one, high-accuracy personal radiation detector for first responders, armed forces, border security and CBRNE experts. The D3 PRD continuously monitors gamma radiation levels, equipping security forces to protect against the threat of nuclear terrorism and the illicit movement of nuclear materials. Built to meet the requirements of the PRD market, it expands Kromek’s existing range of wearable radiation detectors. It is an all-in-one device, with replaceable batteries and measures and notifies users of gamma dose while also storing spectral information that can be downloaded and analysed offline by a trained user if required.

The new product is pocket-sized with a detector substantially larger than that of competitors. It allows users to detect radiation at twice the speed, from twice the distance and with greater sensitivity (detecting material at half the strength) than the current state-of-the-art detectors. The built-in screen notifies users of radiation with a high dose accuracy of ±10% and it has an industry-leading ultra-low false alarm rate that is more than six times better than the ANSI standard determined by the US government.

In addition, Kromek’s CIRIS configuration software allows users to tailor the device settings for specific applications, including adjusting the threshold for alarms. The E-Learning platform allows users to benefit from on-the-go interactive training to ensure all frontline workers can be easily equipped with the device.

Thorbjorn MacBain, 38 of St. Paul, was charged with 2nd degree attempted murder and 2nd degree assault for a domestic incident. Roseville Police responded to a female suffering a medical emergency at Central Park. Officers learned the victim and her children were at the park for a custody visit with MacBain. MacBain told officers that he and his children had been playing with water guns. He claimed the victim had a panic attack after he sprayed her with water. He also told responding officers she had other underlying health problems that may have contributed to her condition.
