The Health and Safety Executive (HSE) is seeking scientific and technical experts in chemical risk assessment and socioeconomic analysis to join its new multidisciplinary REACH Independent Scientific Expert Pool (RISEP).

The EU REACH Regulation has been brought into UK law under the European Union (Withdrawal) Act 2018. REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals), and related legislation, has been replicated in the UK with the necessary changes to make it operable in a domestic context.

The key principles of the EU REACH Regulation have been retained and this regime is now in operation and is known as UK REACH. HSE is responsible for operating the Agency function under UK REACH.

RISEP is being established to provide the Agency with independent scientific expert advice and scrutiny regarding the safety of chemicals and possible regulatory action under UK REACH.

RISEP experts will help to ensure that the regulation of chemicals under UK REACH continues to be informed by the best independent scientific advice.

Dr Richard Daniels, Director of Chemicals Regulation Division at HSE, said: “This is an exciting opportunity to be actively involved in the provision of scientific advice and expertise in the regulation and management of chemicals under UK REACH.

“RISEP is not a Scientific Advisory Committee but is being established as a pool of individual experts to support the Agency in developing its scientific opinions by providing independent challenge, as well as supplementary experience, knowledge and skills.

“We are now seeking experts to provide scientific advice in the assessment of human health and environmental risk, the assessment of socioeconomic impacts, as well as the technical and economic feasibility of alternatives.

“Together with scientific experts from the Health and Safety Executive and other government agencies, experts from RISEP will help to prepare and review the scientific opinions of the Agency, primarily for UK REACH restrictions and applications for authorisation. Please get in touch and apply for the role if this is something you would like to be part of.”

Experts are required from the following scientific fields:

- Environmental risk assessment;
- Human health toxicology;
- Human health exposure and control;
- Chemistry/regulatory science;
- Economics/impact assessment.

FLIR Systems, Inc. has announced the launch of the upgraded FLIR identiFINDER® R440, the next-generation of its field-trusted premium handheld radiation detection system. The new identiFINDER R440 delivers dramatically improved resolution and sensitivity, so operators can identify and respond to radiological threats faster and with greater accuracy.

The R440 now includes two powerful detector options. A high-resolution Lanthanum Bromide (LaBr) variant delivers up to two-and-a-half times the resolution of the earlier R400 model, while an exotic, new material called ‘CLLBC’ enables up to six times the neutron sensitivity and higher gamma performance than standard Sodium Iodide (NaI). A new spectroscopic algorithm, flexible power management, and industry-leading communication options on the R440 will enable operators to safely locate and measure radioactive sources with confidence.

“The newly advanced identiFINDER R440 provides uniquely accurate radiological performance for customers’ most demanding missions,” said Dr. David Cullin, vice president in the Sensor Systems business at FLIR. “The rugged R440 builds on the R400’s legacy. Combined with new power upgrades, the system will allow users from the military, homeland security, public safety agencies, and commercial entities to operate in harsh environments for longer periods.

“With more than 40,000 devices deployed worldwide, users have come to trust the precision and reliability of FLIR identiFINDER handheld devices as a powerful tool in combating deadly threats,” Cullin added.

When threat detection occurs, rapidly communicating results is critical. Remote data viewing, operation, and reach-back is made possible on the R440 through communication features including the FLIR RAD Mobile App, the company’s trusted web interface, and a universal API that enables integration with user-deployed networks such as the Mobile Field Kit, ATAC, Sigma Edge, Safe Environment Gateway, and more. The identiFINDER R440 also has built-in Wi-Fi, Bluetooth, and GPS technology. Single-hand operation via three-button control is a familiar interface for existing identiFINDER users, simplifying deployment and training requirements.

The R440 features improved ruggedization, including enhanced drop protection in accordance with ANSI 42.34 standards, as well as dust and water ingress protection at the IP-67 level. With hot-swappable 7-hour lithium-ion batteries and AA-battery power option, the system can operate continuously for even the longest missions.

The phase-out of substances of concern from new materials would entail billions of Euros in business opportunities. We need to recycle more, but have to consider chemical safety alongside increased recycling rates. And the presence of hazardous chemicals in recycled materials prevents the upscaling of circular economy.

These are some of the key findings in the report “[What goes around](https://publish.ne.cision.com/l/iebedofie/chemsec.org/app/uploads/2021/02/What-goes-around_210223.pdf)”, addressing the importance of a circular economy free from substances of concern, made by non-profit NGO [ChemSec](https://publish.ne.cision.com/l/iebedofie/chemsec.org).

Key findings of the report are:

- Increased use of virgin materials and low recycling levels show that a circular economy is far from being realized.
- The presence of chemicals of concern in materials is an important reason for this.
- Mechanical recycling will remain the main recycling technology for the foreseeable future, which makes establishing non-toxic waste streams the key to scaling up the circular economy.
- Chemicals of concern must therefore be designed out of new products.
- Along with this decreased use of chemicals of concern, a substantial market opportunity can be realized through the increased usability of recycled materials.

**Defense Minister, Benny Gantz**: "Along with the development of vital offensive capabilities, the defense establishment is constantly working to defend Israel's skies against ballistic threats through the ongoing development of its multi-layered \[missile defense\] array. The development of Arrow-4 together with our American partners will result in a technological and operational leap forward, preparing us for the future battle field and the ever-evolving threats in the Middle East and beyond. I congratulate the Israel Missile Defense Organization, which is currently marking its 30th anniversary, as well as the U.S. Missile Defense Agency and Israel Aerospace Industries, thanks to which we are able to defend Israel's home front."

The Israel Missile Defense Organization (IMDO), in the Directorate of Defense R&amp;D (MAFAT) of the Israel Ministry of Defense, and the U.S. Missile Defense Agency (MDA), have commenced the development of the Arrow-4 system. Arrow-4 will be the next generation of endo-exoatmospheric interceptors in the Arrow weapon system, which today consists of Arrow-2 and Arrow-3 interceptors.

Arrow-4 will be an advanced, innovative interceptor missile with enhanced capabilities. It will address a wide range of evolving threats in the region and will replace the Arrow-2 interceptors over the next decades. Its development is led by the IMDO and the U.S. MDA, with IAI as the prime contractor for the development and production of the system and its interceptors.

**MDA Director, Vice Adm. John Hill**: "Arrow-4 is a cooperative program between the MDA and IMDO that illustrates U.S. commitment to assisting the government of Israel in upgrading its national missile defense capability to defend the State of Israel from emerging threats."

**Head of the Israel Missile Defense Organization, Moshe Patel**: "We are starting the development of the Arrow-4 system at a symbolic time- 30 years after the gulf war, which led to the establishment of the IMDO and the joint missile defense program with our American partners. Over the last three decades, we have developed one of the most advanced missile defense arrays in the world, built of four layers with demonstrated capabilities. These capabilities are being constantly improved against emerging threats. Arrow-4 will have unprecedented flight and interception capabilities, ensuring the security of the State of Israel."

**Israel Aerospace Industries - Jacob Galifat, GM of the IAI/MLM Division**: "The Arrow weapon system, which was one of the first in the world to intercept ballistic missiles, will be upgraded with a significant capability, produced by IAI, in the form of the Arrow-4 interceptor. The interceptor will be the most advanced of its kind in the world and will provide a new layer of defense to the State of Israel and its citizens."

The Arrow Weapon System is a major element of Israel's multilayered missile defense array. It includes advanced radar systems, developed and produced by IAI subsidiary, Elta. It also includes a BMC system developed by Elbit Systems, and a Launch Array including interceptors produced by MLM (a subsidiary of IAI). Arrow-2 is operational since the year 2000, providing endo-exoatmospheric defense. Arrow-3, an exoatmospheric missile defense system, was delivered for operational use in 2017. It serves as the upper layer of Israel's multi-tier missile defense array. Over the past few years, both of the interceptors were upgraded, and demonstrated excellent capabilities during successful tests held in Israel and in Alaska, U.S.

Smiths Detection, a global leader in threat detection and security screening technologies, today reports that its [BioFlash® Biological Identifier](https://www.smithsdetection.com/products/bioflash-biological-identifier/) is capable of detecting SARS-CoV-2 in the air following tests conducted by the United States Army Medical Research Institute of Infectious Diseases (USAMRIID).

The tests were performed using live SARS-CoV-2 virus in a Biosafety Level 3 containment area at Fort Detrick, Maryland. The SARS-CoV-2 CANARY biosensor used in the BioFlash device demonstrated that it can quickly detect and identify the presence of low levels of aerosolized SARS-CoV-2.

The BioFlash® Biological Identifier is powered by [CANARY® technology](https://www.smithsdetection.com/technology/canary-biological-detection-technology/) (a cell-based biosensor) and is combined with proprietary aerosol-collection techniques to provide rapid, sensitive and specific identification of biological-threat agents including viruses, toxins and bacteria.

“We are working incredibly hard to provide a tool that will support the ongoing fight against the coronavirus,” said Roland Carter, President, Smiths Detection. “BioFlash is an effective and trusted environmental monitoring tool. These test results provide valuable data in understanding the spread of COVID-19 and help protect people in indoor environments such as hospitals, schools and commercial buildings.”

USAMRIID confirmed that Smiths Detection’s BioFlash can detect down to an estimated 6,000 airborne infectious particles of the SARS-CoV-2 virus within a controlled environment. This compares to as many as one million particles emitted in a single sneeze by a person infected with SARS-CoV-2. The test results also indicate no cross-reactivity with influenza and Middle East Respiratory Syndrome (MERS), an important consideration for environmental monitoring of the SARS-CoV-2 virus.

Further testing and research is underway at a number of US universities to collect more data on how the detection technology can help prevent outbreaks and guide both public and private organizations in COVID-19 mitigation strategies.

Michael Wentler, a chemical expert managing Combi Lift's Beirut operation, has said Lebanon only escaped a second chemical inferno by chance. He commented that thousands of litres of dangerous substances stored in decaying containers for more than a decade at the port had turned the area into a minefield of chemical hazards.

"We found substances that, if mixed together, would lead to an explosion," he told AFP on Wednesday, recounting an assignment he said compared to no other. "The port is lucky, because the containers have a distance" between them, he added.

Heavy lift transport company Combi Lift in November signed a contract with Lebanese authorities to deal with the hazardous substances at the blast site. This month, Wentler and his team finished treating 52 containers, in a process he said revealed the lethal chaos that has long prevailed at Beirut harbour.

"I have never seen a situation like this before in my life," Wentler said, describing festering chemical mixtures so corrosive they burned gaping holes right through massive shipping containers. "You have like a sea or a river of yellow and green substances that came out" of some containers, he added. "These chemicals were bubbling".
