U.S. Sen. Tammy Baldwin (D-WI) introduced legislation last week that would allocate $2 billion to the Biomedical Advanced Research and Development Authority (BARDA).

The Disease X Act would provide $2 billion over the next four years — $500 million per year, beginning in 2022 — for BARDA to create a Disease X Medical Countermeasures Program. This program would be dedicated to making and improving responses for as of yet unknown viral threats through efforts like developing a medical countermeasures program, collaboration with other agencies, channeling administration of various federal investment strategies through a single source, improving equity, and funding specifically American companies.

“Infectious disease outbreaks now occur three times more often than they did 40 years ago,” Baldwin said. “The next pandemic, driven by an unknown Disease X, will come. We should not be waiting for the next viral threat to emerge. We must invest in the development of novel antivirals, vaccines, and diagnostics for unknown threats now so that we are better prepared to control the spread than we were at the start of the COVID-19 pandemic.”

Part of the lingering issue, Baldwin said, is that despite the dangers shown by COVID-19, no sustained funding, program, or strategy is in place to hasten the development of medical countermeasures for previously unidentified infectious diseases. This means that the threat of being hit unexpectedly by a new disease remains high, even if it’s impossible to say what virus could one day cause another pandemic.

“The profound effects of this pandemic should galvanize members of Congress to do everything in their power to prevent a global pandemic like COVID-19, or worse, from happening again and to be better prepared if it does,” Anita Cicero, Deputy Director of the Johns Hopkins Center for Health Security, said. “Senator Baldwin’s legislation to establish a dedicated ‘Disease X’ medical countermeasure program will enable the U.S. to rapidly develop drugs, diagnostics, and vaccines against unknown viral threats in order to save lives and safeguard the economy in future events.”

In addition to Baldwin’s proposal, the Biden Administration has also offered a $3.2 billion plan to spur antiviral research, specifically for developing new drugs and tests showing whether existing drugs will be useful against SARS-CoV-2.

The Disease X Act has garnered the support of numerous organizations, including Johns Hopkins, the International Society for Antiviral Research, FluGen Inc., the Infectious Diseases Society of America, and Attwill Medical Solutions.

The European leading robotics and autonomous systems developer Milrem Robotics exhibited their Intelligent Functions off-road capabilities at the first demonstration of iMUGS, the project to develop the European standard unmanned ground vehicle.

The autonomy demonstration was performed using two THeMIS unmanned ground vehicles. First, one THeMIS UGV followed a human operator walking along a path with various obstacles. Second, the operator took control of the first UGV using Line of Sight (LoS) control and set the second THeMIS to follow the first one from waypoint A to B.

After a successful performance, the second THeMIS was commanded to return home via Milrem’s Intelligent Functions Integration Kit’s (MIFIK) Mission Planner.

While en route, the operator stepped in front of the UGVs path to trigger its obstacle detection and auto-stop feature. After the operator had passed through the UGVs path, the vehicle continued its way to its home point.

“Intelligent functions are a crucial part of unmanned systems as they allow soldiers to concentrate on their mission rather than focusing on operating the system. Unmanned ground systems with follow-me, return home, and point-to-point navigation functionalities considerably enhance the fighting capability of units,” said (reserve Captain) Jüri Pajuste, Defence R&amp;D Director at Milrem Robotics.

Kuldar Väärsi, CEO of Milrem Robotics added: “MIFIK will be delivered to several THeMIS users around the world already this year. Starting from 2022, certified autonomous and intelligent functions will be part of THeMIS’ basic configuration. THeMIS + MIFIK users will receive annual updates with new capabilities and enhancements.”

The autonomy demo was performed with the first demonstration of the iMUGS project that aims to develop the European standard unmanned ground system.

During the iMUGS demonstration, the projects consortium partners showcased how the THeMIS can be deployed onto the battlefield using common Armoured Personnel Carriers (APC) and teamed with unmanned aerial systems. The specific technology used was the Boxer APC by Krauss-Maffei Wegmann (KMW) and a tethered drone by Acecore Technologies. A multirotor drone by Atlas Dynamics was also part of the scenario.

Altogether two scenarios were played out in cooperation with the Estonian Defence Forces.

In the first scenario, the THeMIS integrated with Acecore’s tethered drone was operated Beyond the Line of Sight (BLOS) by the soldiers and used to detect and target an enemy position. After determining the target indirect fire was ordered and an after-action review was performed using the drone footage.

The purpose of the second scenario was to retrieve a casualty from a crashed vehicle and afterwards retrieve the vehicle. Both actions were performed with the THeMIS UGV while the Boxer towed the UGV into the mission area and Atlas’ drone provided overwatch and situational awareness.

The requirements for the standardized UGS have been set by seven EU member states Estonia, the leader of the project, and Belgium, Finland, France, Germany, Latvia, and Spain.

A recently queried case of Marburg virus in Guinea has now been confirmed. This is the first time the virus, a highly infectious disease that casuse hemorrhagic fever, had been detected in Guinea, and West Africa.

The patient sought treatment at a local clinic in Koundou, where a medical investigation team was brought in to investigate his worsening symptoms. The confirmation of Marburg Virus was made by The Institut Pasteur in Senegal. The patient has since died from the virus.

The area where this virus has been detected is the same region where cases of the 2021 Ebola outbreak in Guinea, and the 2014–2016 West Africa outbreak were initially detected.

Marburg is transmitted to people from fruit bats and spreads among humans through direct contact with the bodily fluids of infected people, surfaces and materials. Symptoms begin abruptly, with high fever, severe headache and malaise. Many patients develop severe haemorrhagic signs within seven days. Case fatality rates have varied from 24% to 88% in past outbreaks depending on virus strain and case management.

Although there are no vaccines or antiviral treatments approved to treat the virus, supportive care – rehydration with oral or intravenous fluids – and treatment of specific symptoms, improves survival.

[Paratek Pharmaceuticals, Inc.](https://www.biospace.com/employer/551842/paratek-pharmaceuticals-inc-/) today announced that the Company’s novel, once-daily oral and intravenous antibiotic NUZYRA (omadacycline) has recently been added to the Center for Disease Control and Prevention’s (CDC) updated report, “Antimicrobial Treatment and Prophylaxis of Plague: Recommendations for Naturally Acquired Infections and Bioterrorism Response”. NUZYRA was added as an alternative agent for the treatment, pre-exposure prophylaxis, and postexposure prophylaxis of primary bubonic and pharyngeal plague infections in adults 18 years of age and over.

According to the CDC, Yersinia pestis (Y. pestis), the bacterium that causes plague, leads to naturally occurring disease in the United States and other regions worldwide, and is recognized as a potential bioterrorism weapon. A bioweapon attack with Y. pestis could potentially infect thousands, requiring rapid and informed decision making by clinicians and public health agencies.

“We believe the inclusion of NUZYRA in the updated CDC recommendations provides additional validation of the potential clinical utility of this modernized tetracycline antibiotic to help address these types of public health emergencies including protecting our civilian and military personnel as a medical countermeasure,” said Randy Brenner, Chief Development and Regulatory Officer. “The development of new antibiotics that are effective against possible biosecurity threats is vital to ensuring our national security particularly at a time when antimicrobial resistance is growing.”

The CDC conducted a series of systematic literature reviews on human treatment of plague and other relevant topics to collect a broad evidence base to assist in the development of a comprehensive set of updated recommendations. In 2016 Paratek, through a cooperative effort with the U.S. Army Medical Research Institute of Infectious Diseases (USAMRIID), conducted a research study of NUZYRA against pathogenic agents, including Y. pestis, that have the potential to cause infectious diseases of public health and biodefense importance. **Novel Antibiotic for Pandemic Preparedness and a Bioterrorism MCM**

As of this week, Milrem Robotics' Chief Financial Officer is Mikk Mägi, a long-time financial specialist and former partner in Grant Thornton Baltic.

Before joining Milrem Robotics, Mikk Mägi was the CFO and partner in charge of financial advisory services in Grant Thornton Baltic, one of the leading pan-Baltic providers of audit, outsourcing, business risk, tax, legal, financial, and business advisory services.

Mägi has long-term experience in corporate finance and has advised both local and international clients. He has prepared business plans and studies for financing purposes, conducted M&amp;A, due diligence, and business valuation projects, helped to implement budgeting and management accounting processes, provided outsourced CFO services, and has also extensive experience in auditing.

Engineers from BAE Systems’ Submarines business, along with local company Lancastle and staff from University Hospitals of Morecambe Bay NHS Foundation Trust (UHMBT), have developed pioneering new Personal Protective Equipment (PPE) for staff on COVID-19 wards.

In just 11 months the project has gone from concept to the Morecambe Bay Hood gaining Health and Safety Executive (HSE) approval for use during the pandemic. BAE Systems and Lancastle have designed the hood free of charge, with the hoods being rolled out to hospital wards in Lancashire and South Cumbria over the next few weeks.

Developed to replace current PPE hoods, which were created for an industrial rather than a clinical environment, the Morecambe Bay Hood is less expensive, is fully cleanable, reusable and offers greater protection and comfort to healthcare workers as the hood is suitable for all face shapes and sizes.

The design - a full-face protective hood delivering a continuous stream of clean filtered air - significantly reduces ‘fogging’ and aids improved communication and empathy between healthcare staff and patients because facial expressions can be seen more clearly and lip-reading is easier.

Stuart Hosking-Durn, Head of Resilience and Patient Flow for UHMBT, said: “The dedication of our frontline workers has been instrumental in fighting COVID-19, but the Morecambe Bay Hood will be an absolute game-changer for us as we continue to care for patients, significantly improving comfort, durability and communication.

“It’s a UK success story, with our thriving tech sector supporting our frontline workers as they help our country to emerge from the pandemic. The hoods could be rolled out more widely across the UK and could enable the NHS to treat patients with infectious diseases more safely.”

The BAE Systems Human Factors team conducted trials at the Royal Lancaster Infirmary (RLI), where NHS personnel undertook a simulation of critical activities. Their feedback on the concept and design was used to refine the final product which has been approved by the HSE and British Standards Institution (BSI) for use during the pandemic.

The project began after Stuart and the UHMBT team approached BAE Systems with a request to help design an air-fed mask, following the company’s successful deployment of 3D printed face shields and curtain hooks for the NHS Trust at the start of the pandemic.

Working with the Innovation Agency - the Academic Science Network for the North West Coast - a collaboration was formed to develop the upgraded PPE, which is equipped with an innovative air manifold system with special noise reducing features, a large visor and a protective sheath which extends over the chest and back. State-of-the-art 3D printing technologies were used throughout the prototyping process to accelerate its development and reduce costs, and will continue to be used for production of the complex air manifold system.

Dr Sarah Price, Consultant in Palliative Medicine at UHMBT, said: “One of the main things about the pandemic has been the coming together of people in an almost super-human effort to create something that makes a difference - the Morecambe Bay Hood is a brilliant example of that!

“That human ingenuity, the willpower to make something happen, the belief that you can do it and to have that on our doorstep where it makes a real impact for people who work in the local health service, is fantastic. It feels safe to wear the Morecambe Bay Hood. It’s comfortable, easily cleanable and it means that the whole of your face is on show for those interactions that really matter. These things are real game-changers.”

Steve Timms, Managing Director of BAE Systems’ Submarines business, said: “We’re proud that we’ve been able to donate some of our technical expertise and more than 2,000 hours of voluntary work to help our community and society overcome this technical challenge at a time of real need. The project began after Stuart and the UHMBT team approached BAE Systems with a request to help design an air-fed mask, following the company’s successful deployment of 3D printed face shields and curtain hooks for the NHS Trust at the start of the pandemic.

Working with the Innovation Agency - the Academic Science Network for the North West Coast - a collaboration was formed to develop the upgraded PPE, which is equipped with an innovative air manifold system with special noise reducing features, a large visor and a protective sheath which extends over the chest and back. State-of-the-art 3D printing technologies were used throughout the prototyping process to accelerate its development and reduce costs, and will continue to be used for production of the complex air manifold system.

Dr Sarah Price, Consultant in Palliative Medicine at UHMBT, said: “One of the main things about the pandemic has been the coming together of people in an almost super-human effort to create something that makes a difference - the Morecambe Bay Hood is a brilliant example of that!

“That human ingenuity, the willpower to make something happen, the belief that you can do it and to have that on our doorstep where it makes a real impact for people who work in the local health service, is fantastic. It feels safe to wear the Morecambe Bay Hood. It’s comfortable, easily cleanable and it means that the whole of your face is on show for those interactions that really matter. These things are real game-changers.”

Steve Timms, Managing Director of BAE Systems’ Submarines business, said: “We’re proud that we’ve been able to donate some of our technical expertise and more than 2,000 hours of voluntary work to help our community and society overcome this technical challenge at a time of real need. Throughout the pandemic our employees have worked hard to help support a wide range of organisations and we’ll continue to play our part in helping where we can.”

My wife is a former nurse and both of our children were born at the Royal Lancaster Infirmary so it has been great to be part of this. Not a CBRN classic, a greater Slater/Travolta/Woo combo and the high water mark for Travolta’s 90’s renaissance. A great reveal for Travolta’s character in about the first third – anyone that reckons they saw that coming is not being honest with themselves! Cristian Slater nails it with ‘I don't know what's scarier, losing nuclear weapons, or that it happens so often there's actually a term for it’. (JR)

Depicts the fear pandemics create in a great way, and shows the lengths people will go to to not contract it, or hide it if they have. Two, disinfect anything they've touched in the last 24 hours. Three, the sick are already dead, they can't be saved. You break the rules, you die. You follow them, you live. Maybe.” Good twists and communicable horror. (ZR)

It’s so quotable! Pretty much every time people introduce themselves in my head I hear Peter Sellers “If that really is your name…” That aside, it remains a film for our time, mis/disinformation, feckless politicians, soldiers doing their best despite poor leadership and a big board. It also manages to be an older film that is unlikely to be cancelled and asks relevant questions about deterrence. (GW)

The only person that doesn’t like zombies are zombies themselves, and Last Train to Busan is a cracker. The first to ask, “What is zombies were really fast?” and it manages to bring the fate of the passengers on the train to the fore, rather than the ‘extras’ that proliferated World War Z. If there is going to be one zombie film in here it has to be this one, and if you disagree, then ask yourself ‘why is your ring tone is so tacky.’ (GW)

It also has a dramatic solution to Baltimore’s traffic problems! (JR)

The only film since my childhood to make me look away from the screen. Shows both the physical effects of radiation, and the psychological impact of nuclear war in gripping, and sometimes gruesome ways. A favourite of mine purely for the VX being in an ‘elegant string-of-pearls configuration.’ It’s also weird that Nicholas Cage is not more attractive to partners due to him being a massive CBRN nerd! Perhaps not the most accurate film but it’s nice to have a film that makes CBRN cool. Who can forget Connery/Mason’s average day \[Shurley shum mishtake! Ed\]! (JR)

It’s hard to pick one nuclear film from 1980s UK, and Thread’s might be someone’s top pick… but Raymond Brigg’s book ruled my childhood, and the film managed to do the near impossible of being better than the book. A lovingly mundane but effecting story of an old couple that are doing their best to follow government advice in the face of the impossible. Like Studio Ghibli’s Grave of the Fireflies, it is perhaps not a film for the young, but what a powerful story. (GW)

Kromek, the radiation detection specialists based in Sedgefield, County Durham, participated in the annual National CBRN Centre’s CBRN Tac-Ads Conference held in person in Cheshire between 7th and 8th July 2021.

Attendees included Tactical Advisors from First Responders nationwide, including police, fire and ambulance purchasing agencies such as Bureau Veritas for the Fire Service, and Government Agencies and Departments, including the National CBRN Centre, Defence CBRN Centre, the Army’s 28th Engineer Regiment (C-CBRN), DSTL, Cranfield University (Shrivenham) and the wider Ministry of Defence such as HQ.

The annual conference is a forum for Tactical Commanders across the civil and military community to discuss current and future trends and transforming the CBRN response. An extensive CBRN capability is now an essential element of the Tactical Command tool-kit.

Of the eleven invited exhibitors, Kromek was the only company in attendance which was demonstrating radiation detection capabilities. Of particular interest to the wider audience was the D5 RIID, Kromek’s recently-released handheld Radioisotope Identification Device.

Four aspects of the design and development of the D5 RIID attracted the most interest: the device’s small size and light weight were a surprise to many who tested it; its endurance, with a lengthy battery life and no need for an external charge station with easily replaceable AA-sized batteries providing over 24 hours of use was particularly welcome; the lack of need for internal sources of radioactivity make the D5 RIID easily transportable – including by air – and storable; and the obviously-intuitive design making the D5 RIID particularly user-friendly.

John Atkins, Kromek’s Head of Product Design, described the conference as “invaluable”. He said “it was an opportunity for us to demonstrate our latest D5 RIID to a wide variety of potential UK users and get their invaluable feedback to aid development of future products.”
