 [AeroVironment, Inc.](https://www.avinc.com/), a global leader in intelligent, multi-domain robotic systems, today announced that its wholly owned subsidiary, Telerob Gesellschaft für Fernhantierungstechnik mbH (Telerob), received a multi-million dollar firm-fixed-price order from the Latvian Ministry of Defense (MoD). The order, received on July 8, 2021, encompasses the procurement of [telemax™ EVO HYBRID](https://www.avinc.com/images/uploads/50th_anniversary/Telemax_Evo_Hybrid_FutureState_Datasheet_04142021.pdf) and [tEODor™ EVO](https://www.avinc.com/images/uploads/50th_anniversary/tEODor_Evo_FutureState_Datasheet_04142022.pdf) unmanned ground vehicles (UGVs) and engineering support to the Latvian National Armed Forces. Delivery is scheduled to be completed in late 2021.

“Every year, Latvian Explosive Ordnance Disposal forces neutralize ammunitions of various caliber rifles, artillery shells, minesweepers, aviation bombs and other explosive objects by the thousands,” said Brian Young, AeroVironment vice president and product line general manager of unmanned ground vehicles. “With the deployment of Telerob’s telemax EVO HYBRID and tEODor EVO UGVs, Latvian Explosive Ordnance Disposal units can continue to detect, identify, disarm and render safe explosive devices found throughout the territory of Latvia, as well as in international peacekeeping operations, and they can do so safely and efficiently from a greater standoff distance.”

The tEODor EVO is purpose-built for explosive ordnance disposal and disarming improvised explosive devices. The UGV features a 6-axis manipulator with telescopic reach, is heavy-lift capable (220 pounds/100 kilograms) and can precisely handle hazardous materials with a 12-inch (300 millimeter) gripper that features an integrated laser rangefinder, video input and data interface. Its dual-track drive system with independent high-torque motors allows it to traverse multiple gradients, high obstacles, or steep inclines.

The telemax EVO HYBRID is a versatile UGV with compact dimensions and a strong lift capacity up to 82 pounds (37 kilograms). It features a 6-axis precision manipulator with Tool Center Point Control to give operators humanlike control and a 4-track drive system with auto-leveling to easily handle multiple gradients, gaps and terrains. The telemax EVO HYBIRD is also equipped with HD Pan/Tilt/Zoom cameras that produce razor-sharp images with four simultaneous video feeds.

Noblis, Inc., a leading provider of science, technology and strategy services to the federal government, today announced it has received a five-year, $263 million prime contract from the [U.S. Department of Defense’s Defense Threat Reduction Agency](https://www.dtra.mil/) (DTRA) to advance implementation of the [Cooperative Threat Reduction (CTR) Program](https://www.dtra.mil/Mission/Mission-Directorates/Cooperative-Threat-Reduction/).

The Youtube news channel NTD ran a report on their channel in February of 2020 where they called and spoke to funeral directors in Wuhan about the numbers of deaths they were seeing.

 [LexaGene Holdings, Inc.](https://lexagene.com/) a molecular diagnostics company developing automated rapid polymerase chain reaction (PCR) testing solutions for veterinary diagnostics and biopharmaceutical manufacturing, today announced it has entered into a Cooperative Research and Development Agreement (CRADA) with the U.S. Army’s [Combat Capabilities Development Command](https://www.cbc.devcom.army.mil/) (DEVCOM).

This CRADA aims to foster innovative biothreat defense capability development, which is part of DEVCOM’s current technology priorities. LexaGene will work with the United States Army to demonstrate the capabilities of the MiQLabTM, LexaGene’s flagship pathogen detection system.

Dr. Manoj Nair, Director Applications &amp; Assay Development at LexaGene comments, “This CRADA enables our team to work with biothreat specialists within DEVCOM who have access to unique biothreat samples and secure government laboratory facilities. This working arrangement is critical for us to advance our goal of providing technology for biothreat detection to the United States government.”

Under this agreement, LexaGene will deliver a MiQLab system to DEVCOM for the purpose of determining the system’s ability to detect *Bacillus anthracis* and *Yersinia pestis*, which cause anthrax and plague, respectively. DEVCOM will determine the system’s sensitivity (e.g., limit-of-detection) for these two pathogens as well as evaluate the system’s quantitative detection capability.

Dr. Jack Regan, LexaGene’s CEO and Founder states, “Early in my career, I helped develop the [Autonomous Pathogen Detection System (APDS)](https://pubmed.ncbi.nlm.nih.gov/18763806/), which was selected by the U.S. Department of Homeland Security to be the first autonomous detector component of their BioWatch antiterrorism program. Through this work, I was inspired to improve the APDS technology, so I invented the technology that LexaGene is now commercializing. LexaGene’s MiQLab is open-access, making it much more nimble for quickly responding to a novel threat. I am very pleased to be working again with the U.S. government and look forward to demonstrating to the Army the benefits of the MiQLab’s open-access technology for the rapid detection of bio-threat agents.”

This work will be conducted at both LexaGene and DEVCOM Chemical Biological Center at Aberdeen Proving Grounds, MD.

Sedgefield-based Kromek Group plc has announced a contract worth up to $1.6m to provide its world-leading radiation detection equipment to a US federal entity.

Kromek’s D3S-ID wearable nuclear radiation detector is designed to enable first responders, armed forces, border security and other chemical, biological, radiological and nuclear (CBRN) experts to detect threats.

The order will be delivered over two years commencing immediately.

The D3S-ID is a wearable gamma neutron RIID (radioisotope identification device) that scans continuously to identify radioisotopes and detect neutrons in real time. It is one of the fastest and most accurate isotope identification devices on the market and is also a fraction of the size and cost of similar products. It is designed to detect radiological threats like [dirty bombs](https://en.wikipedia.org/wiki/Dirty_bomb), radioactive contamination, [smuggling of radioactive substances](https://en.wikipedia.org/wiki/Crimes_involving_radioactive_substances) and radiation at the scene of an accident or terrorist attack. Kromek’s D3S platform – comprising the Group’s range of D3S products – is widely deployed as a networked solution to protect cities, buildings or critical infrastructure.

Physician-Scientist Steven Quay and a group of international scientists have published a paper, available [here](https://arxiv.org/ftp/arxiv/papers/2109/2109.09112.pdf), regarding the contamination of Covid-19 patient samples at the Wuhan Institute of Virology (WIV) with a variety of unexpected substances, including an undisclosed H7N9 influenza vaccine and the BSL-4 pathogen Nipah.

The [paper](https://arxiv.org/ftp/arxiv/papers/2109/2109.09112.pdf) makes for a fascinating read, the highlights of which are:

- Five patient specimens were sequenced by the WIV in December 2019 and were part of an early report on SARS-CoV-2 published by Dr. Zhengli Shi and colleagues (Nature 579, 270–273 (2020). This paper has been viewed over one million times, making it one of the most highly read papers on the pandemic virus.
- The most abundant contaminant is an undisclosed H7N9 influenza vaccine, which in one specimen is over six-times as abundant as SARS-CoV-2.
- The Nipah virus gene sequences were found in infectious cloning vectors of the type used for genetic manipulation.
- Nineteen other contaminants, including Japanese Encephalitis virus, HIV, human T-cell leukemia virus, and hepatitis delta virus were found.

***RFIs open for Advanced Sensor Redesign and UV-LIF Trigger Redesign***

The Department of Homeland Security CWMD Research &amp; Development division is seeking information from contractors capable of supporting its requirements for the development of more affordable aerosol biosensors that operate and alert in real time and are capable of detecting and characterizing or identifying biological agents in operational environments.

The Biodefense for the 21st Century (BD21) program is working to design, develop, and deploy networked detection systems that continuously monitor the air, collect real-time data, and employ data analytics to detect anomalies. The faster anomalies are detected, the faster first responders can address potential threats.

The BD21 Program Management Office has identified the need for further research and development of commercially available biological detection and presumptive identification technologies to enable timely detection and characterization of airborne bio-threats.

The DHS CWMD office intends to deploy biosensors in both indoor and outdoor urban environments to conduct real-time monitoring of biological threats and seeks industry to continue research and development efforts in order to meet characterization and cost goals. The redesign of the commercially available biosensors is being proposed to occur over 15 months and will take place in 2 phases, to include: the design of at least 2 prototypes that will be tested by the performer followed by an opportunity for a prototype redesign before delivering the final prototypes to the government for an independent operational background test and chamber test.

Minimum requirements for the sensors include:

- Capable of accurately detecting and classifying Category A and B biological agents in environmental aerosols with varying levels of background particles.
- Capable of continuous monitoring of aerosols.
- Capable of sending alerts to an operator after detection, characterization and/or preliminary identification within a maximum time of 30 minutes.
- Ability to differentiate between biological and non-biological particles while rejecting benign particles that are common interferents such as brake dust and diesel smoke.
- Sensors must be capable of classification of biological particles to a Kingdom level at minimum (bacteria, virus, toxin, spore).
- Sensor differentiation of particles should reduce false alarms in urban operational environments to a level of &lt; 3 alarms/day.
- Sensors must be capable of detecting down to a 1um particle size at concentrations relevant to a 3kg (threshold), 0.5kg (objective) times aerosolized release based on biological particle type.

Contractors shall deliver two instruments of the same version for each of the of development prototype phases. The government anticipates the sensors per unit cost will be between $125K (threshold) and $65K (objective).

Rheinmetall has been awarded a Bundeswehr contract to modernize the tried-and-tested Fuchs/Fox armoured NBC reconnaissance vehicle. A total of five A6A1 versions of the vehicle will be upgraded to the new highly protected A8A7 configuration. The Bundeswehr will thus have at its disposal an NBC reconnaissance and analysis capability that is a match for modern operational threats. Work begins in September 2021 and is expected to be complete by July 2024. The first vehicles are due to be transferred to the German military starting in 2023.

The order has special significance for Rheinmetall’s Kassel plant for two reasons. It strengthens the Group’s centre of excellence for NBC systems technology, and thus safeguards valuable jobs in the north Hessian metropolis, which also happens to be the birthplace of the battle-tested 6x6 fighting vehicle. Potentially, the order could also lead to the Bundeswehr’s remaining 22 Fuchs/Fox armoured NBC reconnaissance vehicles being upgraded to the new A8A7 configuration, as well as proposals to modernize systems operated by international customers.

The Bundeswehr has fielded numerous versions of the Fuchs/Fox armoured transport vehicle ever since 1979, deploying over a hundred of them in Afghanistan. Owing to its versatile operational possibilities and high reliability, the Fuchs/Fox has always been popular with the troops. After over forty years in service, it is still undergoing continuous improvement.

The latest version of the Fuchs/Fox, the 1A8, offers substantially greater protection against mines and improvised explosive devices than earlier models, together with enhanced resistance to ballistic threats. Among the principal modifications featured in the Fuchs/Fox 1A8 are structural alterations of the hull; new seats and seat suspensions in the fighting compartment decoupled from the floor of the hull; reinforcement of the wheel wells, doors and window mounts; as well as additional storage bins and reinforcement of the vehicle exterior. The Bundeswehr now has over 940 Fuchs/Fox vehicles in its inventory, 267 of which are the latest 1A8 design.

A derivative of the Fuchs/Fox 1, the vehicle’s export variant, the Fuchs/Fox 2, has undergone a separate process of continued development, and now boasts a more spacious fighting compartment, a more powerful engine, modernized running gear, enhanced state-of-the-art protection and a digitized electrical system.

To date, around 1,600 Fuchs/Fox vehicles have been built. The armed forces of numerous nations operate a wide array of different variants, including armoured personnel carriers, mobile command posts, field ambulances and NBC reconnaissance vehicles.

Kromek received the award in April 2020 for its contribution to international trade, the company now exports expanded to more than 40 countries. Due to the coronavirus pandemic, the award presentation and celebration event was postponed to September 2021, when Her Majesty’s personal representative in County Durham visited the company’s NetPark headquarters to bestow the honour.

If you are outside the United States and want to travel to Convergence there are many countries where this is currently very difficult. The Biden declaration on travel is still in force (<https://www.cdc.gov/coronavirus/2019-ncov/travelers/from-other-countries.html>**)** and if you are resident in one of these countries then you will need a National Interest Exemption (NIE).

More information on it can be found here ([](https://www.chavinimmigration.com/news/nie-in-london)<https://www.chavinimmigration.com/news/nie-in-london>) but basically if you are involved in keeping America safe then you can apply for an NIE. You need to do this by applying for an NIE via the American Embassy in the country that you are resident in. When you get to the choices, choose the last one, if you already have an approved ESTA or non-immigrant visitor visa: “My inquiry concerns nonimmigrant visas and is not covered by your website.” This will connect you with the public inquiry form. In the initial contact form, state the purpose of your travel, but make sure to include this exact wording in the first part of the form: Request “National Interest consideration,” and I have a valid ESTA, or I have a valid visa. (whichever applies).”

Once you have filled in your details on that form you will receive an email from the relevant Embassy containing 26 questions, most of these require only short, or yes or no answers. The questions you need to answer thoroughly for a successful application are 10, 11, 12 and 21.

c. If your work is related to COVID-19, the letter should identify the specific COVID-19 project and your role in that project.

d. If you believe that your travel is in the national interest for reasons relating to a business that you own or direct, please provide the business's operating status, annual revenue, and numbers of U.S. employees.

Think of the NIE as your job application, it needs to catch the attention. We would advise the following:

- Do not lie! The decision to enter the US will still be down to Customs and Border officials on the day, anything you can’t justify face to face should not be in print!
- An important element of the NIE is ‘Why now?!’ Rather than baldly state that there is a conference you wish to attend, I would suggest that you focus on the strategic environment. We have currently a wave of Afghan immigrants about to be unleashed on the world, and as the Paris attacks showed there will be a small element that will wish the West harm – this needs to be prepared for immediately. The economic hardship of Covid has resulted in an increase in illegal narcotic activity at the same time that fentanyl is killing more people – this has to be prepared for immediately. Industrial chemical accidents are on the rise thanks to Covid staff shortages and shut downs – this has to be prepared for immediately. Covid best practice has to be shared thanks to the coming winter and spring increase in cases as we retreat indoors – this has to be prepared for immediately.
- I would suggest key words are: best practice, face to face training, urgent need, international expertise in XXX.
- CBRN falls under two activities that are US mission critical – military and law enforcement/first responder. Make sure that you combine the key words above with how they impact on these two sectors.
- Reach out to your customers/contacts in these sectors for #21. Ask them to provide a letter that explains why they need to see you for training against the threats mentioned above.
- ‘Conference’ has long been a dirty word in the US Federal government, we recommend that you try and avoid this and choose other words like ‘sharing lessons learned’ ‘training event’ or ‘educational workshop’

Following on from the detection In 2015 and 2020 of two novel orthopox cases in the Fairbanks area of Alaska, the Alaska Department of Health and Social Services has recently reported that two additional infections were detected in July and August, of this year.

The orthopox, named Alaskapox virus, isn't related to any other known orthopox viruses but causes similar symptoms, such as swelling, lesions, fever, and fatigue. The two new cases have been found in a young girl who had a lesion on the inside of her elbow, and the other in a middle-aged woman who had a lesion on her inner thigh.

An investigation found that neither of the patients had traveled outside of Fairbanks area in the 4 weeks prior to symptom onset. Both households had dogs and cats, and the cats were known to hunt small mammals. No specific source of the virus was found, but both patients had spent time outdoors in the summer, and the woman had spent significant time doing yardwork the week before her symptoms began.

Health officials note that all four patients who have experienced Alaskapox live in low-density housing areas in forested regions where small mammals are widespread. Three live in households with cats, a species known to be intermediate hosts for other orthopox viruses. Small-animal trapping in the Fairbanks area has also yielded Alaskapox virus.

Though the infections may be more common than initially thought, no human-to-human spread has been reported and all cases were identified in outpatient settings. So far the public health impact is limited, the report said.

Police in northeastern France have arrested a student accused of building homemade bombs using uranium oxide allegedly purchased from auction site eBay, media reports said Wednesday.

According to French humor magazine Canard, the 26-year-old man who suffers from psychiatric disorders was arrested and indicted after the discovery of homemade bombs containing uranium in the northeastern French city of Rouffach.

Police became aware of the suspect after receiving a phone call from a school the young man attends. Canard said that police were informed the man had bragged to his classmates about making bombs and shown them videos of him preparing explosives.

During the raid on Aug. 26, police discovered "four homemade bombs," three of which were "in working order." According to Canard, experts specializing in nuclear risk also found "uranium oxide in different forms." These doses of uranium could have made it possible to construct an explosive device with radioactive capabilities. The report said that the 26-year-old pyromaniac explained that he made his purchases on eBay.

In the studio he rented near his parents' home, "the police also discovered Nazi badges and a complete Ku Klux Klan outfit in sight on a mannequin." The man is believed to be a member of the far-right group that calls itself the National Socialist Knights of the Ku Klux Klan Deutschland. The group's members are suspected of glorifying Nazism and, in some cases, of harboring "violent fantasies." The young man was indicted for manufacturing explosive devices and remanded in custody.
