Argon Electronics (UK) Ltd. has been awarded a two-year contract with an optional third year to provide in-service support for a wide range of CBRN training equipment previously provided to [UK MoD](https://www.gov.uk/government/organisations/ministry-of-defence).

Encompassing a wide range of activities including repairs, equipment use training, spares provision and obsolescence management Argon will play a vital role in ensuring the in-service CBRN training equipment provides the training capability desired by the end users. Smiths Detection, a global leader in threat detection and security screening technologies, has today been announced as a sponsor and supplier of X-ray screening and detection equipment for the Birmingham 2022 Commonwealth Games, helping to create a secure environment for all attendees.

The Games will attract over one million visitors between 28 July and 8 August 2022, highlighting the importance of implementing the highest levels of security screening capabilities to ensure the safety of guests, athletes, volunteers, and fans.

The X-ray systems supplied by Smiths Detection will be used to screen sporting equipment, incoming goods, and the belongings of attendees to the Games – including visitors, athletes, and their support teams. In preparation for the Games, Smiths Detection will deliver thorough training for over 400 security operators.

Smiths Detection will also supply both the IONSCAN 600, for trace detection of explosives and narcotics, and the BioFlash, a biological aerosol identifier capable of detecting SARS CoV-2 from air samples, to help further enhance the security and safety of staff and attendees.

In line with the Games’ carbon neutral legacy and circular economy ambitions, the equipment supplied by Smiths Detection for the Birmingham 2022 Commonwealth Games will come from its rental service, drastically reducing emissions that would have been created from the manufacture of new equipment, and any emissions resulting from Smiths Detection equipment during the games will be offset through a Midlands-based environmental organisation.

On July 21 2022 the GAO publicly released the findings of a review it had conducted into the Nuclear Regularoty Comission's license verification system for high-risk radioactive materials.

In essesnce, what the GAO found was;

"The Nuclear Regulatory Commission's (NRC) current system for verifying licenses does not adequately protect against the purchase of high-risk radioactive materials using a fraudulent license. Licenses control the type and quantity of radioactive material allowed to be possessed. Quantities of radioactive materials are defined as category 1 through 5, with 1 being the most dangerous. Using shell companies with fraudulent licenses, GAO successfully purchased a category 3 quantity of radioactive material of concern from two different vendors in the U.S. Specifically, GAO provided a copy of a license that GAO forged to two vendors, subsequently obtained invoices, and paid the vendors. GAO refused to accept shipment at the point of delivery, ensuring that the material was safely and securely returned to the sender.

As GAO has previously reported, a category 3 quantity of radioactive material can, on its own, result in billions of dollars of socioeconomic costs if dispersed using a dirty bomb. By purchasing more than one shipment of a category 3 quantity of radioactive material, GAO also demonstrated that a bad actor might be able to obtain a category 2 quantity by purchasing and aggregating more than one category 3 quantity from multiple vendors. NRC officials told GAO that NRC plans to proceed with existing initiatives to implement new verification regulations by late 2023 but does not plan to take immediate corrective actions to address the issues that GAO found."

[908 Devices Inc.](https://908devices.com/) announced the US Army selected its [MX908 handheld mass spec device](https://908devices.com/products/mx908/) to develop an augmented reality training program for chemical identification.

“We are honored that the MX908 has been selected by the U.S. Army as part of its augmented reality investment,” said John Kenneweg, Vice President of Government at 908 Devices. “Through this program, soldiers are able to train via augmented reality on the MX908 to optimize its use and ensure their safety when coming into contact with unidentified substances. This technology is critical to protect soldiers and provide them with the knowledge and assets they need to increase overall readiness. Further, this program makes it easier and faster to train a large number of soldiers efficiently.”

The MX908 is utilized around the world by elite responders conducting chemical, explosive, priority drug and HazMat operations, and detects compounds at trace levels with a high level of sensitivity and unparalleled selectivity, giving users actionable intelligence. The MX908 was selected as one of the first chemical detectors for the augmented reality training and will provide chemical detection information ranging from chemical warfare agents and explosives to drugs, including fentanyl. As part of the program, 908 Devices has provided operator training on the MX908 to equip soldiers with the knowledge they need to identify substances quickly and safely including device familiarization, sampling, and maintenance.

908 Devices has developed this capability for the U.S. Army in conjunction with MRIGlobal and ForgeFX Simulations. “ForgeFX Simulations is thrilled to partner with 908 Devices to create this augmented reality training simulator for their MX908 mass spectrometer,” said Greg Meyers, CEO and co-founder of ForgeFX Simulations. “Delivering a holographically projected, interactive virtual version of their product that includes training lessons designed by subject-matter experts ensures that responders receive the highest level of training available. In addition, the application supports networked multiuser connectivity, allowing trainers and trainees to collaborate in real-time, regardless of their individual physical locations—a real game-changer when it comes to providing mission critical training.”

SERB will leverage its unique broad spectrum polyclonal antibody platform, gained in its acquisition of BTG Specialty Pharmaceuticals. They have signed a worldwide exclusive license to use an antigen from [Soligenix ](https://www.soligenix.com/)\[NSDQ: SNGX\] to develop a novel therapeutic treatment for ricin poisoning. There is an unmet need for protection against this highly potent toxin for which there is no vaccine or therapeutic intervention available.

This specialized manufacturing process generates binding fragments from antibodies that are specific to a given antigen, helping to ensure potency and purity. This platform is currently used to manufacture two of the company’s currently marketed products, [CroFab](https://crofab.com/) and [DigiFab](https://digifab.health/en-us/). The antibodies will be generated using a modified form of the ricin toxin, developed by Soligenix. The modifications have removed the biological activity of the protein so that it is not toxic, while still retaining its shape to trigger an effective antibody response.

“With no current therapeutic options, the threat of ricin represents a significant unmet need in the field of biodefense and medical countermeasures,” said Anthony Higham, CEO of SERB Pharmaceuticals. “Our expertise in antibody development and the commercial scale manufacturing capabilities acquired with BTG together with SERB’s track record of reliably providing a portfolio of high quality CBRN antidotes, uniquely position us to successfully deliver a solution.”

SERB is an expert and leader in the field of medical countermeasures to protect the public and military forces. Their current portfolio includes 14 critical care medicines that counter Chemical, Biological, Radiological, and Nuclear (CBRN) risks. SERB has been a long-standing partner of health authorities, militaries, and other governmental and non-governmental agencies in the US, Europe, Latin America, the Middle East, and North Africa. SERB will conduct studies to assess the efficacy and safety of the product with initial results expected by the end of 2022. The company is scheduled to discuss the development pathway with the FDA and EMA in the coming months, which will determine the overall development timeline.

Teledyne FLIR Defense, part of Teledyne Technologies Incorporated (NYSE:TDY), announced that it has received new orders worth $62.1 million from the U.S. Armed Services for its advanced, multi-mission robots. The U.S. Army, Navy, and other command centers placed orders for nearly 500 more Centaur unmanned ground systems, including additional spares, antennas, and payload mounting kits. This latest award raises the ceiling value of the original Man Transportable Robot System Increment II (MTRS Inc. II) contract from roughly $190 million to more than $250 million.

Explosive Ordnance Disposal (EOD) teams use the [Teledyne FLIR Centaur](https://www.flir.com/products/centaur/) ground robot to disable unexploded ordnance (UXO), improvised explosive devices, landmines, and to perform similar dangerous tasks. Operators can quickly attach different sensors and payloads to the robot to address other missions, including chemical, biological, radiological and nuclear (CBRN) threats. In 2017, the Army chose Centaur as its MTRS Inc. II solution for a multi-year program of record. Since then, other U.S. military branches have opted to deploy Centaur to their EOD units as a new or replacement ground robot system. Since 2020, Teledyne FLIR has announced orders totaling more than 1,800 Centaurs from the Army, Navy, Air Force, and Marine Corps.

“Our Centaur platform continues to prove itself as one of the most versatile and sought after tactical UGVs to support America’s military,” said Dr. David Cullin, vice president and general manager of Unmanned and Integrated Solutions at Teledyne FLIR Defense. “Our team is honored to play a role in providing technology U.S. warfighters depend on for risky and sometimes deadly missions. “Centaur also can be used effectively for UXO clearance in hotspots such as Ukraine, and with global security threats on the rise, allied nations can leverage this multi-purpose robot to support a wide array of manned/unmanned operations,” Cullin added.

The Teledyne FLIR Centaur is a medium-sized UGV that provides a standoff capability to detect, confirm, identify, and dispose of hazards. Weighing roughly 160 pounds, the IOP-compliant robot features an advanced EO/IR camera suite, a manipulator arm that reaches over six feet, and the ability to climb stairs. Modular payloads can be used for CBRN detection and other missions.

Teledyne FLIR Defense also recently launched two newly upgraded ground robot systems – the [PackBot 525](https://www.flir.com/products/packbot-525/) man-transportable UGV and the [Kobra 725](https://www.flir.com/products/kobra-725/) heavy payload UGV.

Deliveries are expected to begin in the first quarter of 2023

The EPA are holding a free webinar on Pre-incident Planning for CBRN Waste Management on July 13, 2022 at 2:00 – 3:00 PM ET.

Past experience has shown that communities with comprehensive and well-coordinated waste management plans recover more quickly and at a lower cost from natural and man-made disasters, making these communities more resilient. Unfortunately, planning for waste management generated as a result of chemical, biological, radiological, and nuclear incidents has been identified as a major capability gap in overall homeland security response and recovery preparedness.

EPA has developed a step-by-step online tool to help emergency planners and responders develop pre-incident waste management plans. This tool provides a framework to help managers, planners, and responders initiate plan development, providing variable degrees of assistance from simple outlines of plan contents, to providing scenario-specific waste quantity value estimates to use in developing a plan. It also includes detailed information on waste management facilities and information on transportation options. This webinar will provide an overview of the tool and provide examples of how emergency response personnel could use the tool to start pre-incident planning today.

The Department of Homeland Security (DHS) [Science and Technology Directorate](https://www.dhs.gov/science-and-technology) (S&amp;T) awarded a total of $4,479,195.95 in competitive research contracts to 30 small businesses across the United States to participate in Phase I of the DHS [Small Business Innovation Research](https://www.dhs.gov/science-and-technology/sbir) (SBIR) program. The topics for the DHS SBIR 22.1 Solicitation, released in December 2021, were developed in collaboration with program managers and stakeholders across DHS to address homeland security research and development needs.

“Small businesses continue to be a source of ingenuity and an agile tool for DHS to develop innovative technologies that have a lasting impact for our components, end users and society at large,” said Kathryn Coulter Mitchell, DHS S&amp;T Senior Official Performing the Duties of the Under Secretary for Science and Technology. “I congratulate these 30 small businesses as they begin their journey with the SBIR program and work to provide solutions for homeland security challenges.”

In this first phase, each project will receive up to $150,000 from the DHS SBIR program to conduct proof-of-concept research over a five-month period to address specific homeland security technology needs. The 30 contracts were awarded in the following topics:

Following a request from the Government of Ukraine for medical equipment, protective gear, and specialised equipment for public health risks such as chemical, biological, radiological and nuclear (CBRN) threats, the European Commission has mobilised its new [rescEU](https://civil-protection-humanitarian-aid.ec.europa.eu/what/civil-protection/resceu_en) emergency reserves.

EU provided equipment includes 300,000 specialised protection suits, 5,600 litres of decontaminants, and 850 pieces of equipment for decontamination operations.

As hospitals in Ukraine are in urgent need of medical equipment, the EU is also donating patient monitors, infusion pumps and ventilators, together with protective equipment for the medical staff, like masks and gowns.

With total financial value of €11.3 million, this assistance will be delivered to Ukraine from the EU’s emergency stockpiles hosted by Romania, Hungary, Sweden, Germany, Greece and Denmark.

Commissioner for Crisis Management, Janez Lenarčič said: *“Russia’s unjustified war and constant attacks on healthcare facilities have put Ukraine’s health systems under severe pressure. For the past 4 months we have worked around the clock to ensure the EU’s swift reaction to Ukraine’s requests for specific equipment and humanitarian supplies. Already 30 countries have donated goods to Ukraine via the EU Civil Protection Mechanism, but given the immense medical needs caused by the ongoing war, we have mobilised the rescEU strategic reserves. Medical equipment, and equipment tailored to chemical, biological or nuclear emergencies are on the way to Ukraine. Hospitals and medical workers in Ukraine are working under fire, and we must do everything in our power to provide them the necessary tools to save lives.”*

The [EU’s Emergency Response Coordination Centre](https://civil-protection-humanitarian-aid.ec.europa.eu/what/civil-protection/emergency-response-coordination-centre-ercc_en) is in constant contact with the Ukrainian authorities to provide further assistance based on the specific needs indicated by Ukraine.
