Italy’s largest airport, Rome’s Fiumicino International Airport ‘Leonardo da Vinci’, is seeing passengers speed through security screening following the deployment of the [HI-SCAN 6040 CTiX](https://cts.businesswire.com/ct/CT?id=smartlink&url=https%3A%2F%2Fwww.smithsdetection.com%2Fproducts%2Fhi-scan-6040-ctix%2F&esheet=53379520&newsitemid=20230411005730&lan=en-US&anchor=HI-SCAN+6040+CTiX&index=1&md5=d7f71c29be9be513c4461e92891e2e29) carry-on baggage screening technology from Smiths Detection, a global leader in threat detection and security screening technologies. Fiumicino International Airport was recently awarded 5-Star by Skytrax and has been awarded ACI Europe Best Airport four times in the last five years. The airport is well known in the industry for its high level of automation in processes and for persistently setting new standards of service excellence.

The use of Computed Tomography (CT) technology allows passengers to leave electronics and liquids in bags rather than removing them for screening, which further improves the customer experience and improves security effectiveness and waiting times.

**(Stockholm, 4 April 2023) There is an urgent need to understand how a range of emerging ecological challenges could trigger catastrophic instability and insecurity, argues a new report published today by SIPRI.**

*Five Urgent Questions on Ecological Security* is co-authored by Dan Smith, SIPRI Director, and Rod Schoonover, CEO of the Ecological Futures Group and the former Director of Environment and Natural Resources at the US National Intelligence Council.

The report highlights the major knowledge gaps surrounding five categories of ecological disruption and their implications for security:

1. The accelerated spread of antimicrobial resistant pathogens due to pollution, rising temperatures and other factors
2. The physiological and behavioural consequences of pollution
3. The weakening and loss of natural systems that enable life and support human well-being
4. Local and regional ecological ‘tipping points’
5. The proliferation of harmful organisms and invasive species

‘We urgently need to understand more about how these ecological phenomena—which are themselves poorly understood—could impact society,’ said report co-author Dan Smith.

Each of these could have profound effects on public health. For example, antimicrobial resistance is already leading to the emergence of untreatable ‘superbugs’ and could ultimately make life-saving antibiotics ineffective. This could expose societies to new health crises and roll medical science back to the pre-antibiotic era. As the Covid-19 pandemic demonstrated, challenges in the realm of public health can have far-reaching and even destabilizing social, economic and political repercussions.

‘The security of people and nations is inextricably tied to the biosphere, which ecologists tell us is in dire shape,’ said Rod Schoonover. ‘It is crucial for the scientific and security communities to work together to understand the ramifications of ecological disruption, including—and well beyond—climate change.’

The authors stress that uncertainty and knowledge gaps should galvanize rather than delay both research and action to prevent, mitigate or adapt to consequences that could be catastrophic.

‘If we identify a potential risk, is it really a good idea to wait until we have proof when disaster strikes before we take action?’ said Dan Smith.

The Pentagon has said that a picture that featured in a report by the Federation of American Scientists (FAS) on Monday about apparent damage to a US nuclear bomb at a Dutch airbase was a dummy weapon used for training emergency response teams.

FAS published a photograph of a B61 bomb being inspected for damage by US soldiers, including two from an explosive ordnance disposal unit, and a civilian. The rear of the bomb appears to have been twisted by an impact and one of the tail fins is missing. There is pink sticky tape covering an apparent hole.

The picture was included in a 2022 presentation for student job applicants by Los Alamos National Laboratory (LANL) in New Mexico, one of the country’s nuclear weapons facilities, and it geolocated the image to the Volkel air force base in the Netherlands, one of six bases in five European countries where a total of 100 B61 nuclear gravity bombs are being stored as part of a nuclear-sharing agreement with the US.

A FAS blog by Hans Kristensen, the director of the FAS nuclear information project, said it was unclear whether it was a real bomb or a training model. The US air force in [Europe](https://www.theguardian.com/world/europe-news) and LANL would not comment on the photograph, but on Monday, after publication of Kristensen’s blog, the Pentagon said it was a dummy weapon being used as part of a training drill.

“At every military facility, we have a response team that has to train together, and that is what this was, and the photo was put in a recruitment manual,” Oscar Seára, a Pentagon spokesperson, said.

A spokesperson for the US air force in Europe would not comment directly on the photograph, but said: “The US maintains the highest level of standards for personnel and equipment supporting the strategic arsenal, which includes routine training, maintenance and security activities, to safeguard America’s critical capabilities.

“It is US policy \[that\] we can neither confirm nor deny the presence or absence of nuclear weapons at any general or specific location, including specific exercise or real-world operations.

The Los Alamos National Laboratory said in an emailed statement: “No additional information is available for that photo.”

The B61 bomb is the only tactical nuclear weapon left in the US arsenal, and 100 of them are stored in the Netherlands, Belgium, Germany, Italy and Turkey. The bombs remain US property, but aircrews from six other Nato allies (the five hosts plus Greece) are trained to put them on planes and fly them. In the event of hostilities, it would require the agreement of the US, the Nato nuclear planning group and, by dint of the history of the arrangement, the UK prime minister, for the weapons to be transferred to allied planes. Such nuclear-sharing operations are practised each year in Nato’s Steadfast Noon exercise, most recently in November, and since Russia’s full-scale invasion of Ukraine, Poland has asked to be part of the arrangement.

On Thursday (30 March 2023), NATO Deputy Secretary General Mircea Geoană and UK Minister for Defence Procurement Alex Chalk opened the first regional office of NATO’s Defence Innovation Accelerator for the North Atlantic (DIANA) at the Imperial College London Innovation Hub.

Located in the White City Innovation District, the European office of DIANA, an independent NATO body, is hosted in the United Kingdom in partnership with Estonia and will be supported by a regional hub in Tallinn. A North America regional office will also open in Canada and complement the DIANA structure.

**“**I am delighted that Imperial College’s White City Campus will host the first of DIANA’s regional offices, said Mr Geoană at the opening ceremony. “Imperial’s Innovation Hub already co-locates major defence contractors, innovators and researchers alongside UK and US government defence innovation accelerators, making it the ideal place to start this exciting new initiative,” he added.

During the event, NATO’s Assistant Secretary General for Emerging Security Challenges and DIANA’s interim Managing Director David Van Weel symbolically passed the baton on to the incoming Managing Director, Professor Deeph Chana (hyperlink to the biographical notes and photo below).

DIANA was launched at the NATO Brussels Summit in 2021. It aims to harness dual-use commercial technologies for defence and security purposes. It will focus on the nine emerging and disruptive technologies of priority to NATO: artificial intelligence, data, autonomy, quantum-enabled technologies, biotechnology, hypersonics, space, novel materials and manufacturing, and energy and propulsion. The first DIANA pilot activities will start in the autumn of 2023.

DIANA’s network brings together over 100 deep-tech test centres and start-up accelerators from across the Alliance. It will be complemented by NATO’s Innovation Fund, the world’s first multi-sovereign venture capital fund, which will invest 1 billion euros over 15 years in start-ups developing or adapting technologies to defence and security.

LIFT, a US Department of Defense (DoD) national manufacturing innovation institute based in Detroit, Michigan, has announced that it has taken delivery of a Massbox from Exum Instruments, Denver, Colorado. The Massbox, a mass spectrometer designed for easy use on solid materials, will be situated in LIFT’s metrology laboratory within its advanced manufacturing facility.

The Massbox is reputedly the industry’s first Laser Ablation Laser Ionisation Time-of-Flight Mass Spectrometer capable of trace level detection for the entire periodic table. To strengthen LIFT’s work in designing, building and testing new materials for future components for the DoD and industry, the Massbox determines the chemical composition of any solid material, from a pressed powder to a solid part. Previously, such testing could be cumbersome, inefficient, with limited scope of elemental results, and generally requiring subcontracting with testing houses. The Massbox provides quantitative chemical analysis of metallic, trace, and low-mass (e.g., carbon, oxygen) elements in a single analytical session.

A desktop platform, the Massbox combines Exum’s patented laser-ablation ionisation (LALI) source with industry-leading time-of flight (TOF) mass analyser. LALI utilises one laser to remove material from a solid sample and a second laser to subsequently ionise neutrals. This process removes many of the elemental fractionation, spectral interferences, and matrix effects that plague other techniques. Its interface is said to be intuitive and allows a user without chemistry expertise to obtain impactful results with just a few hours of training.

“The Massbox brings mass spectrometry out of the traditional laboratory environment, combining high performance with intuitive operations in a compact package,” stated Jeff Williams, CEO/CTO and co-founder of Exum Instruments. “Addressing the challenges associated with conventional instruments, this versatile technology is an ideal tool for quality control, failure analysis, material development, and more.”

Director Christopher Wray has named Susan Ferensic as the assistant director of the Weapons of Mass Destruction Directorate (WMDD) at FBI Headquarters. Ms. Ferensic most recently served as the special agent in charge of the Columbia Field Office in South Carolina.

The WMDD leads the FBI’s efforts to mitigate threats from chemical, biological, radiological, nuclear, and explosive weapons.

Ms. Ferensic joined the FBI in 1997 as a computer forensic examiner in the Laboratory Division and was selected for new agent training in 2000. As a new agent, she was assigned to investigate criminal and national security computer intrusion matters in the Washington Field Office.

In 2007, Ms. Ferensic was promoted to supervisory special agent in the Cyber Division at FBI Headquarters, where she was a program manager for criminal computer intrusion investigations. She transferred to the Albuquerque Field Office in New Mexico in 2009 to lead the cyber and technically trained agent squad, which included oversight of WMD coordinators and bomb technicians. She also served and supervised Albuquerque’s Joint Terrorism Task Force.

Ms. Ferensic was promoted in 2014 to special assistant to the executive assistant director of the Science and Technology Branch at FBI Headquarters, providing advice on broad program management and administrative matters. In 2016, she was promoted to assistant special agent in charge of the Criminal Branch of the Sacramento Field Office in California.

In 2018, Ms. Ferensic became section chief of the Digital Forensics and Analytics Section in the Operational Technology Division at FBI Headquarters. The next year, she was promoted to chief of staff of the Criminal, Cyber, Response, and Services Branch at FBI Headquarters. She was named special agent in charge of the Columbia Field Office in 2020.

Ms. Ferensic earned a bachelor’s degree in mathematics from the University of Maryland. Prior to working at the FBI, she was a computer scientist at the Department of Defense.

The budget includes funding that will enhance the National Disaster Medical System, advance the development of medical products, strengthen the public health supply chain, bolster manufacturing capacity in the United States, and sustain the Strategic National Stockpile." - Dawn O'Connell, Assistant Secretary for Preparedness and Response.

ASPR’s mission is to help the country prepare for, respond to, and recover from public health emergencies and disasters. Increased funding is necessary to ensure that ASPR is able to perform its mission across an increasingly complex threat landscape. This funding supports the systems and programs needed to provide communities the tools they need when they need them to keep them safe and resilient against whatever comes next.

Building on the funding received in the FY 2023 Omnibus, the Administration for Strategic Preparedness and Response’s (ASPR’s) FY 2024 President’s Budget request includes a total of $4.3 billion in discretionary funding, which is an increase of +$642 million. This increase in funding will support ASPR’s ability to prepare for, respond to, and recover from public health emergencies and disasters whether intentional or naturally occurring.

ASPR plays a lead role, in partnership with CDC and others, in the development, procurement and distribution of vaccines, therapeutics, and tests. The President’s FY 2024 budget request recognizes ASPR’s growing preparedness and response responsibilities, supports ASPR’s transition to an HHS operating division and provides the resources needed to implement the [ASPR Strategic Plan.](https://aspr.hhs.gov/stratplan/Pages/default.aspx)

Block MEMS, LLC (Block) has been awarded a $2.2 million contract by Naval Surface Warfare Center Indian Head Division (NSWC IHD) to further develop and supply an advanced spectrometer using Block's proprietary Quantum Cascade Lasers (QCLs).

The program will build on Block's recently concluded contract "Standoff Illuminator for Measuring Absorbance and Reflectance Infrared Light Signatures" (SILMARILS) program funded by the Intelligence Advanced Research Projects Activity. The instrument incorporates the most advanced infrared detectors and lasers to help NSWC IHD accomplish its mission.

Dan Cavicchio, Block's CEO, stated that, "We are grateful for the opportunity to partner with NSWC IHD to supply this next generation spectrometer for threat detection. This rugged portable instrument will be much more sensitive and provide improved resolution compared to the state-of-the-art."

Below is the full satement made by H.E. Ambassador Maksym Kononenko, Permanent Representative of Ukraine to the OPCW at the 102nd session of the Executive Council

Mr Chairperson, Director-General, Excellencies, Ladies and gentlemen,

I am honored to be a part of today’s discussion on the threat of chemical weapons usage. The Russian Federation is now conducting a new blatant disinformation campaign targeting States Parties to the Chemical Weapons Convention and spreading completely false information about Ukraine and other countries planning to use chemical weapons.

We emphasize that Ukraine is fully committed to abiding by the provisions of the Convention. We reject absolutely all assertions by the Russian Federation, including those made on 28 February by the Chief of Nuclear, Biological, and Chemical Protection Troops of Russian Armed Forces Lieutenant General, Igor Kirillov, that we plan to stage a chemical weapons attack or that we are working with any other state on chemical provocations.

Russia is using the same old narrative to try and blame others for its unprovoked aggression. In the face of a Russian military onslaught and in light of Russia’s previous use of chemical weapons we must take steps to protect ourselves. We are grateful for all offers of protective equipment including personal protective gear, respirators, individual gas casualty first-aid kits, antidotes, anti-seizure medications and detoxification kit.

Considering the previously confirmed use of chemical weapons by the Russian Federation in Salisbury and on Russian territory against Alexey Navalny, we must take steps, in accordance with the Convention, to protect our people against chemical weapons use. I would like to express my gratitude to the Technical Secretariat of the OPCW and other States Parties for your continued readiness to provide technical assistance and financial support to Ukraine, especially in the field of chemical safety and security in line with the Chemical Weapons Convention.

The substantial voluntary contributions that have been made is another demonstration of the commitment to supporting the full implementation of the Convention and to upholding the global norm against chemical weapons. As Russia becomes more desperate, we remain very concerned that they may resort to desperate measures. There is no doubt that the Putin regime is determined to destroy the Ukrainian people by any means, including quite possibly chemical weapons.

Let me express my appreciation for all the statements of support from OPCW Member States about the situation in Ukraine. We are very grateful for the strong international support. MediciNova, Inc.,has announced a modification to its contract with the Biomedical Advanced Research and Development Authority (BARDA), a part of the Administration for Strategic Preparedness and Response (ASPR) in the U.S. Department of Health and Human Services, to repurpose MN-166 (ibudilast) as a potential medical countermeasure (MCM) against chlorine gas-induced lung damage such as acute respiratory distress syndrome (ARDS) and acute lung injury (ALI). The contract was amended to extend the period of performance until May 31, 2023.

This project has been funded in whole or in part with federal funds from the Department of Health and Human Services; Administration for Strategic Preparedness and Response; Biomedical Advanced Research and Development Authority, under contract number 75A50121C00022.

**About MN-166 (ibudilast)**

MN-166 (ibudilast) is a small molecule compound that inhibits phosphodiesterase type-4 (PDE4) and inflammatory cytokines, including macrophage migration inhibitory factor (MIF). It is in late-stage clinical development for the treatment of neurodegenerative diseases such as ALS (amyotrophic lateral sclerosis), progressive MS (multiple sclerosis), and DCM (degenerative cervical myelopathy); and is also in development for glioblastoma, CIPN (chemotherapy-induced peripheral neuropathy), and substance use disorder. In addition, MN-166 (ibudilast) was evaluated in patients that are at risk for developing acute respiratory distress syndrome (ARDS).
