Kromek, the County Durham-based developer of radiation detectors, won the National CBRN Centre Certificate of Merit 2023 at the recent TAC-ADS conference.

The award was made in recognition of Kromek’s ongoing service and support to the National CBRN Centre and other security partners, strengthening the UK’s response to potential counter-terror threats.

The TAC-ADS annual event brought together emergency service response teams from across the country. These included police, fire and ambulance purchasing agencies, and Government agencies and departments, including the National CBRN Centre, Defence CBRN Centre, the Army’s 28 Engineer Regiment (C-CBRN), DSTL, Cranfield University (Shrivenham) and the wider Ministry of Defence.

The annual conference is a forum for Tactical Commanders across the civil and military community to discuss current and future trends in, and transforming the response to, CBRN. An extensive CBRN capability is now an essential element of the Tactical Command tool-kit, Civil Contingencies Responses and part of both Counter Terrorist and Criminal Incident Response.

Georgia's counterterrorism police have arrested a man who carried around uranium in a tiny glass bottle. Ilia Belkania, a 52-year-old living off social benefits, was planning to sell the little batch of nuclear material for $2 million, the State Security Service said on May 1.

State security officials released a video of a little bottle with a bright, greenish-yellow substance being checked with a radiation detector. The video also showed officials in balaclavas arresting Belkania at an unspecified wooded location and retrieving the vial from him. The seized material "contains the radioactive substance uranium and belongs to the category of nuclear materials," said Davit Kutateladze, spokesperson for the State Security Service.

The unemployed Belkania lived in a rural home in the western region of Samegrelo and was detained in the vicinity of the Black Sea port town of Poti. His elderly parents told news media that police raided their house shortly after the arrest. "I don't think my boy could have done such a thing," Belkania's ailing mother told reporters.

Officials have not elaborated on the provenance of the uranium or its prospective buyers, but the nation has long grappled with the smuggling of radioactive materials. Three men were arrested last year for storing unspecified radioactive substances at two different locations. The year before, police interdicted an attempt to sell americium 241, a radioactive isotope, for 300,000 euros.

Georgia uncovered a spate of radioactive smuggling cases in 2015 and 2016, including two attempts to sell uranium and one attempt to offload cesium-137, a by-product of nuclear fission. In none of these cases were the sources of radioactive materials ever publically disclosed. The region's only nuclear power plant, an aging Soviet-era facility, operates in next-door Armenia.

Following the collapse of the Soviet Union, branches of Soviet research institutions folded in Georgia, and the nation became strewn with orphaned radioactive leftovers. This offered rich picking grounds for smugglers. At that time all across the post-Soviet space "potatoes were guarded better" than nuclear fuel, to quote one Russian military prosecutor.

With funding from the United States, Georgia recovered hundreds of radioactive materials from abandoned research facilities in the 1990s. Late in the decade, the US removed uranium fuel of Soviet origin from a research reactor in Mtskheta, just outside capital Tbilisi. The US Defense Department has been equipping Georgia's main transportation nodes with radioactive detection equipment and providing training for the police forces.

Yet Georgia's borders remained porous to smugglers, not least because of the unstable situation around the boundaries of breakaway Abkhazia and South Ossetia. Smuggling continued through the 2010s, with petty peddlers hustling around bits of expensive and dangerous materials in whatever packaging they found handy. For the most part, substances carried were small in quantity but huge in potential consequences. In 2006, a Russian smuggler was famously arrested for carrying 100 grams of bomb-grade uranium in a sandwich bag.

With international, primarily American help, Georgia's defenses against nuclear materials peddling have improved significantly, but cases of smuggling persist suggesting that the nation is still part of a radioactive route.

Allen-Vanguard, a global leader in providing customized solutions for defeating Radio Frequency (RF) based terrorist and extremist threats, has recently secured MoD funding from a focussed call for innovation proposals administered by the Defence &amp; Security Accelerator (DASA). The funding is to develop novel technologies and techniques to counter improvised explosive devices (IEDs), addressing specifically Challenge 3 – “new or novel hardware and ancillaries”.

Allen-Vanguard have been at the forefront of developing advanced technology to counter RF based terrorist and extremist threats globally and have been developing the concept of Remote Radio Heads (RRH) to maximise the efficiency, and hence increase the inhibition range, delivered by their electronic counter measure (ECM) systems, whilst minimising their size, weight and power consumption (SWaP). The funding will lead to the development of a RRH demonstrator to de-risk several key areas associated with its development and use in the Land based Cyber Electromagnetic environment. There are multiple technical challenges to be overcome, especially concerning thermal management (when reducing size and weight) and specialist techniques to maintain signal fidelity and synchronisation. In addition, the demonstrator will use RF over Fibre to distribute multiple wideband RF signals between a software defined radio and the high-power multi-band RRH.

To deliver such a novel project, Allen-Vanguard have partnered with two respected British companies; Plextek Services who will use Artificial Intelligence (AI) generative design to derive a SWaP-efficient cooling scheme to minimise the thermal impact of an RRH, and Pulse Power and Measurement (PPM) who will optimise the application of RF over Fibre (RFoF) technology using their industry-leading expertise. This combination of experience and knowledge will deliver a RRH demonstrator that will have the following key benefits:

- Improved mission success - more efficient delivery of ECM RF effect
- Increased inhibition range and maximum range of RF apertures
- RFoF eliminates cable losses between power amplifier and antenna
- RFoF offers unparalleled bandwidth and isolation performance
- Optical Wavelength Division Multiplexing based switching to provide dynamic reconfigurability

In addition to above, the RRH delivers significant reductions in overall size, weight and power consumption of the fitted system which benefits the end user in relation to the reduced space, heat and electromagnetic interference caused inside the vehicle.

On April 18, 2023, around 12:00 in Poznań, exercises in the field of responding to terrorist threats related to the use of the CBRN agent pk "Wolf-Ram-23" began.
Counter-terrorist exercises were organized by the National Police Headquarters in cooperation with the Federal Bureau of Investigation of the United States Department of Justice (FBI). They take place from 17 to 19 April this year. across the country. They were attended by the Police, State Medical Rescue Service, State Fire Service, Volunteer Fire Service, as well as other services and institutions.
The exercises were aimed at improving the cooperation of services in the field of terrorist, chemical, biological, radiation and explosive threats.
A total of 40 units of the State and Volunteer Fire Brigades in the strength of nearly 110 firefighters participated in the exercises, including the Specialist Chemical and Ecological Rescue Groups from the Wielkopolskie Voivodeship and the operational group of the Municipal and Provincial Commander of the State Fire Service in Poznań.
Firefighters practiced the following elements: accepting the notification, notifying the relevant services, getting to the scene of the incident, checking and neutralizing the dangerous substance, evacuating the injured, decontaminating the injured and cooperation with other services and institutions. The exercises were held in conditions close to real, and in the city center. Thanks to this, it was possible to develop the principles of cooperation with other entities participating in the activities and to practically test the knowledge already possessed by the officers in crisis activities.
The following took part in the activities: Deputy of the Wielkopolska Provincial Commander of the State Fire Service - senior brig. Jarosław Zamelczyk (KDR at the strategic level), as well as the Deputy Commander of the Municipal SFS in Poznań - brig. Radoslaw Hurnik (KDR at the tactical level). On the other hand, the support for KDR and the Staff was the City Commander of the State Fire Service in Poznań, senior brig. Jacek Michalak and the Deputy Commandant of Senior Brig. Damian Jankowiak.
The conducted exercises are an excellent opportunity to exchange experiences between the participants of the activities. Conclusions and comments from the exercises will be valuable training material.

A pioneer in scholarly, open access publishing, MDPI has published the follwing - Review of Possible Therapies in Treatment of Novichoks Poisoning and HAZMAT/CBRNE Approaches: State of the Art.

Abstract: Novichoks-organophosphorus compounds belong to the nerve agents group, constituting the fourth generation of chemical warfare agents. The tremendous toxicity of Novichoks is assumed to be several times greater than that of VX, whereas no published experimental research supports this. They were surreptitiously created during the Cold War by the Soviet Union. Novichok’s toxic action mechanism consists of the inhibition of acetylcholinesterase activity. The review includes data on treating poisoning caused by OPs which could be used as guidelines for the therapy in case of Novichok exposure and HAZMAT/CBRNE approaches. Novichoks pose a severe threat due to their toxicity; however, there is insufficient information about the identity of A-series nerve agents. Filling in the missing data gaps will accelerate progress in improving protection against Novichoks and developing optimal therapy for treating poisoning casualties. Furthermore, introducing solutions to protect medical personnel in contact with a hazardous substance increases the chances of saving casualties of HAZMAT/CBRNE incidents.

There is a "high risk of biological hazard" in the Sudanese capital Khartoum after one of the warring parties seized a laboratory holding measles and cholera pathogens and other hazardous materials, the World Health Organization has said.

Speaking to reporters in Geneva via video link from Sudan, the WHO's Nima Saeed Abid said technicians were unable to access the National Public Health Laboratory to secure the materials.

"This is the main concern: no accessibility to the lab technicians to go to the lab and safely contain the biological material and substances available," he said, declining to specify which side had seized the facility.

Fighting erupted between the Sudanese armed forces and Rapid Support Forces (RSF) paramilitaries on April 15 and has killed at least 459 people and injured 4,072, according to the WHO's latest figures.

On April 17, 2023, the U.S. Government Accountability Office (GAO) published a “Science &amp; Tech Spotlight” on synthetic biology.

The GAO defines synthetic biology as “a multidisciplinary field of biotechnology that involves engineering the genetic material of organisms, such as viruses, bacteria, yeast, plants, or animals, to have new characteristics.” According to the GAO, scientists are currently exploring the use of synthetic biology to address environmental challenges by engineering organisms to use carbon dioxide, produce biofuels for vehicles, and transform methane into biodegradable plastics. GAO notes that the synthetic biology market could grow from about $10 billion in 2021 to between $37 billion and $100 billion dollars by 2030.

Remotely operated rescue robots capable of withstanding hazardous environments will make emergency jobs across UK nuclear plants significantly safer and more cost effective.

 Pioneering engineering firm Forth has designed and manufactured the Rescue Robot which can be sent into disaster zones in the event of an incident and be operated from a command and control centre a safe distance away, removing the risk to human life.

The robot has been successfully trialled at Sellafield Ltd nuclear site in Cumbria, and the team at Forth is now looking to roll it out at other plants the length and breadth of the UK.

Mark Telford, Forth’s managing director, said: “The Rescue Robot is a pioneering development which has already been successfully tested in hazardous environments, and it has been manufactured to offer a safe, remotely operated alternative to sending humans into disaster zones.

“By working with Sellafield Ltd, we were able to prove the machine is able to withstand some particularly dangerous conditions, and its various adaptations and capabilities mean that this will be a real asset to the UK’s nuclear industry.

“There are endless amounts of modifications and end effectors which can be included on the robot, and we are excited to be able to provide a product which will make working in nuclear plants across the country much safer, while also saving industry a substantial amount of money.”

The Rescue Robot has been built on a 1.6 tonne JCB compactor excavator platform and fitted with high tech robotics systems and wireless technology, in addition to specialist, robust cameras and lights which won’t be destroyed in hazardous conditions.

Functions of the robot include: a specialist 700bar rescue tool fitted to cut through any hazards in its way; a grapple hook to move any obstruction; an ability to tow a trailer with a fitted hopper to disperse a bund of sand to contain spillages; an affixative spraying system to contain a nuclear spillage.

The robot is also tetherless and can be controlled from a safe space in the control centre up to 150 metres away.

Mark said: “The Rescue Robot has been designed so it can easily be adapted to fit whatever requirements are needed, and the opportunities for the machine to be used are limitless.

“Sellafield Ltd required the development of a 1.6 tonne robot, but we are able to adapt the product to any size and also fit it with any type of tools or end effectors to fit the nature of the project.

“What is extremely exciting to us is that it can also be adapted to work in any industry, and it is a real game changer in reaching some of the most dangerous environments found in sites across the UK.”

A Rescue Robot is now permanently situated in Sellafield Ltd and is on standby to safely carry out any emergency work in the most hazardous zones of the site.

Gus Harding, Sellafield Ltd Security and Resilience Operations Manager, said: “The introduction of the Rescue Robot provides huge benefits in helping to keep humans out of harm’s way if we ever need to respond to an emergency situation.

“The Sellafield site is the perfect testing ground for this sort of innovative technology and having a machine like this so readily available gives everybody peace of mind.”

The UK and US are working on technology that could be used to provide early warning protection for cities and major events

The Defence Science and Technology Laboratory (Dstl) has led a unique trial on behalf of the UK Home Office and the Department for Transport. The trial took place at a number of sites across London testing a range of state-of-the-art chemical and biological sensors. The trial contributes towards the US Defense Advanced Research Projects Agency (DARPA) [](https://www.darpa.mil/program/sigma-plus)<https://www.darpa.mil/program/sigma-plus> led SIGMA+ programme.

The SIGMA+ programme aims to see if the sensors can detect chemical, biological, radiological, nuclear and explosive (CBRNE) threats in a city environment. Vapours and tiny particles are detected that can alert authorities to the presence of materials of concern that are in the sensor library. Alarm systems for the sensors are being developed that could provide early warning protection for UK cities and major events.

SIGMA+ uses a cloud-based system to host, fuse and visualise sensor data. This system, named DTECT, provides an interface to receive sensor data, store it, and then present sensor locations, outputs and alarms to users on a map based interface.

Dstl’s project lead said:

“It's been great to collaborate with our American colleagues and our US and UK technology providers. After two years of not being able to meet or carry out joint research, it’s been a great achievement to finally get this trial out in the field and I have no doubt we have gathered valuable data.”

“The trial has enabled us to understand the maturity of the sensors as they are developed, and assess how they perform in a UK city. The results have shown the sensors worked well in London, and the experience gained operating them has shown us where development should focus in the future.”

The collaboration with DARPA and their project partners is incredibly valuable as it provides the UK with access to emerging technology developments. Dstl has been able to share its technical expertise to help shape the development of the system and provide an independent assessment of its readiness through testing. This provides the UK with key information that could help to shape future policy and next steps in development and exploitation.

As well as detection of Chemical, Biological, Radiological, Nuclear and Explosives (CBRNE) threats in a city environment, the system could be used to provide protection for events, such as major games, and other high value locations.

**New single-gas wearable receives international accolades for excellence in design, innovation, and industrial hygiene**

[Blackline Safety Corp](https://www.blacklinesafety.com/) a global leader in connected safety technology, today announced its recently launched G6 single-gas detector has been recognized for innovative product design by [Red Dot](https://www.red-dot.org/award), and for outstanding product development in the area of industrial hygiene by [Occupational Health &amp; Safety (OH&amp;S)](https://ohsonline.com/pages/industrial-hygiene-awards.aspx).

Based in Germany, the Red Dot Award, is a globally recognized symbol of product design excellence. The company previously won a Red Dot Award in 2017 for its G7 product.

In addition to product design, G6 has been honored for outstanding product development in the Gas and Vapor Monitoring category by OH&amp;S through its 2023 Industrial Hygiene Awards. Now in its third year, the program honors outstanding product development achievements of health and safety manufacturers whose products or services are considered particularly noteworthy in their ability to improve industrial hygiene. This is the ninth time in 10 years Blackline Safety has been awarded for its new product innovations by OH&amp;S.

Unveiled in late 2022, G6 is a fully connected and intuitive connected single-gas detector that leverages instant cloud connectivity and integrated location technology to help organizations quickly respond to incidents.
