If you, or a colleague, have a paper you’d like to present to your peers, colleagues, responders then we have an open call. Any paper justifiably related to CBRNe or HazMat will be considered by our panel of experts.

**Deadline for submissions is Monday September 4th 2023**

 Previously organisations such as the National Consortium for the Study of Terrorism and Responses to Terrorism, United States Postal Inspection Service, 908 Devices, FEMA, The EPA CBRNe Consequence Management Advisory Team, The Netherlands Organisation for Applied Science Research, the University of Hertfordshire, and the United States Postal Inspection Service have presented their research at CBRNe Convergence. As opposed to scientific conferences this is a chance for you to talk to the people that will directly benefit from your research, it is a chance to explain what it will mean to them and to gain insight from your peers.

Successful individuals can be considered for a poster or a speaking slot in the ‘Call for Papers’ section. Speaking slots will be 20 minutes and if accepted also include a poster.

Those that are selected to speak will also receive the privilege of having their paper published in *CBRNe World*.

Speakers also will receive free entry for the duration of the conference and workshops. Poster submissions will receive a 20% discount off government delegate rates.

The abstract should be between 250-500 words and include the following: Background (purpose/objective/rationale of the research, relationship too other areas if any); Methods; Preliminary Results; Preliminary Conclusions; Potential impact to mission/warfighter (if known).

Submissions will be assessed by a panel drawn from scientists and first responders, so all papers will be judged to be both practical and understandable with equal weighting being given to both scientific merit and benefit to practitioners.

[BioFlyte](https://bioflyte.com/), a bioaerosol surveillance firm with a disruptive new class of fieldable biological threat collection, detection and identification solutions, today announced a comprehensive pilot program with Pittsburgh International Airport (PIT) to utilize its fieldable mass spectrometer to add a new layer of safety for the airport.

BioFlyte’s [BioTOF™ z200](https://www.bioflyte.com/products/) bioaerosol identifier automatically collects and analyzes aerosol samples for biological and chemical threats with its state-of-the-art Matrix Assisted Laser Desorption/Ionization (MALDI) time-of-flight mass spectrometer. This new class of diagnostic tool incorporates robotics and AI/ML algorithms to continuously screen for more than 1,100 toxins, viruses and bacteria that could impact critical infrastructure with up to 95% accuracy. Each test, from collection to identification, is completed within five minutes – allowing operators and security teams to respond to threats more quickly and confidently than with any other technology on the market.

PIT’s xBridge innovation center partners with early-stage startups to develop and test new technologies that can positively impact airport security, customer experience, sustainability, operations and more. As a part of this pilot program, one of BioFlyte’s modules is stationed within the airport’s HVAC system to provide continuous, autonomous surveillance of the air moving through the terminals. If the device detects a dangerous airborne agent, it directly alerts operations staff and sends details about the potential threat for expedited investigation.

“This is the first time a biothreat surveillance technology of this caliber has been operationally introduced into this type of complex critical infrastructure,” said Todd Sickles, CEO, BioFlyte. “We are passionate about our national security mission and are excited to work with the xBridge team to confirm the timeliness and accuracy of our technology in a real-life, operational setting. We are confident that this pilot will lead to other opportunities for BioFlyte in not only the aviation market, but in other settings with complex critical infrastructure.”

BioFlyte and xBridge plan to expand the program and install multiple sensors and triggers throughout the airport while integrating directly with the PIT emergency management system.

The Russian region of Voronezh has declared an emergency over a recent anthrax outbreak. One person has been diagnosed with anthrax, presumably cutaneous, as it was contracted from the carcass of an infected animal.

The governor of the region, Alexander Gusev, declared a local state of emergency and has banned unauthorized persons from entering the region’s Paninsky district until Nov. 16. The import, export, hunting and slaughter of susceptible animals, as well as the procurement and export of feed and milk is also banned.

Anthrax outbreaks are not uncommon in this region of the world. Most recently in July it was reported that four people infected with anthrax after contact with unvaccinated animals left hospital without authorisation in the country's Tuva region, and in March cases were reported in the republic of Chuvashia in connection to the illegal slaughter of unregistered livestock.

The main difference between these cases is the locale, the Voronezh region shares a border with Ukraine.

We have all heard the Russian accusations about US Biolabs built in Ukraine, and after some toing-and-froing between these nations about this very subject at the BTWC recently, we are expecting to see some accusations lobbed at Ukraine, and potentially the USA, about the origins of this particular outbreak.

.Health Security Systems Australia (HSSA) is working with experts at the University of Melbourne at the Peter Doherty Institute for Infection and Immunity (Doherty Institute), The University of Queensland’s National Biologics Facility, and industry partner Biointelect Pty Ltd to develop a novel therapeutic platform technology to combat multiple viral pathogens with pandemic potential.

Over the next three years, the collaboration will progress the development of potent monoclonal antibodies for the treatment and prevention of viral infections, including Orthopoxviruses such as monkeypox and smallpox, and Henipaviruses such as Nipah and Hendra. These pathogens are increasingly causing outbreaks in the Asia-Pacific region and currently have limited options for treatment, making them a threat to both public health and the health of military personnel or civilian first responders deployed in the region.

This project was identified from a HSSA national call for collaborative proposals in 2022, with funding support from Defence. One of the key themes of the call was the need for anti-infectives and platform technologies for infectious disease threats, which aligns with HSSA’s mission to develop medical countermeasures that protect military and civilian personnel against chemical, biological and radiological (CBR) threats, emerging infectious diseases and pandemics.

This technology involves the production of monoclonal antibody therapeutics that have activity against multiple pathogens of interest. To do this, the team of experts will obtain blood samples from patients recovering from infection, recruited through existing human ethics approval procedures. From these samples, the team will then isolate antibody-producing cells, and sequence these antibodies for their ability to target multiple pathogens. They will then generate the cross-reactive antibodies and test their ability to neutralise various pathogens. Successful candidates will then be tested for manufacturability at scale, for future potential commercial sales of this fielded product.

The development and engineering of monoclonal antibody products to prevent or treat multiple infectious disease threats provides a pathway to strengthen preparedness for future pandemics or outbreaks of viral diseases.

Project lead, University of Melbourne’s Dr Adam Wheatley, Laboratory Head at the Doherty Institute said: “A painfully important lesson from COVID-19 is that treatment and prevention options need to be developed in advance of widespread outbreaks to maximise impact. This demands the establishment of proven pipelines for rapidly translating novel targets into therapeutic candidates as a vital element of preventing, or fast-tracking our response to, a future pandemic outbreak.”

Health Security Systems Australia’s General Manager, Dr Felicia Pradera, said: “A broad spectrum therapeutic against viral pathogens with pandemic potential is a vital requirement to enhance sovereign health security. We look forward to working with the team to help develop this capability.

At the beginning of the year, Finland received substantial funding of EUR 242 million from the EU Commission for the establishment of a CBRN strategic reserve. Material will be stockpiled in the reserve in case of emergencies involving chemical, biological, radiological or nuclear (CBRN) threats, accidents and situations, especially in Northern and Eastern Europe, says Project Manager Tarja Rantala.

The protective equipment, measurement equipment, detectors, rapid tests and, for example, medicines and vaccines to be stockpiled are intended for use by both first responders and the civilian population. Pandemics are also being taken into account in the plans.

The project is being implemented by the Ministry of the Interior in cooperation with the Ministry of Social Affairs and Health, the Finnish Institute for Health and Welfare, the National Emergency Supply Agency and the Radiation and Nuclear Safety Authority. With the completion of the recruitment of almost 20 people in the spring, the project team took up preparations for the procurement of the material. The list of material to be stockpiled includes almost a hundred separate items, and detailed descriptions have been prepared for almost all of them for the competitive tendering of contracts.

While the first contract notices were published in the summer, some of the materials are expected to be in the stockpile in early 2024. The purchases are being coordinated by the Finnish Institute for Health and Welfare and the National Emergency Supply Agency, with the Ministry of Social Affairs and Health and the Radiation and Nuclear Safety Authority lending their expertise to the project.

## When domestic resources are not enough

The strategic reserves to be established are part of the EU Civil Protection Mechanism, the heart of which is the EU Emergency Response Coordination Centre (ERCC) in Brussels. The ERCC coordinates requests for assistance from around the world, although it prioritises the EU Member States and countries in the vicinity.

The CBRN reserves are the latest addition to the rescEU ‘family’, the other capacities of which include wildfire extinguishing equipment, medical stockpiles and patient evacuations. These joint EU capacities are intended for preparedness for accidents that no country can fully respond to on its own with domestic resources.

The CBRN reserve to be established in Finland will naturally be available to Finland in the event of a major accident on Finnish soil. However, as a rule, each country must also prepare for accidents of this nature. In addition to the reserve being close at hand in case of an emergency, the establishment of the reserve will expand the expertise and preparedness of Finnish authorities in CBRN issues in many ways.

While similar reserves are being established in France, Poland and Croatia, Finland’s project is the largest and covers both protective equipment and medical materials, whereas the other countries will only stockpile either protective equipment or medical materials.

## Ready to go within 12 hours

The large project has many dimensions, such as the preparation of purchases, agreeing on storage arrangements and arranging transportation to the target country. Since the material is intended for emergency assistance, which must be delivered quickly to wherever it is needed, the delivery process must also be carefully thought out in advance.

Once a request for assistance has been approved by the ERCC, Finland will activate measures leading to the collection of material from the stockpiles and making it ready for transport within 12 hours. To this end, the project is currently developing standardised procedures for different stages of the supply chain, the functionality of which will be tested several times in various exercises.

Establishing CBRN strategic reserves on this scale in Europe is, to a very large extent, a pilot project. Almost daily, the project team is faced with questions that have no ready answers. Answers and good practices are also sought through joint efforts between Member States and the European Commission.

The aim is to have preliminary guidelines in place by the end of 2023 on how the common EU strategic reserves will be managed, circulated and deployed after the end of the pilot phase in late 2026. The project to be carried out in Finland will provide groundbreaking knowledge and experience for the work.

On August 17 th DOD released the Biodefense Posture Review, outlining reforms aimed to posture the department to fight and win in the face of future biothreats.

"The Biodefense Posture Review was a whole of DOD effort," said Sasha Baker, Acting Under Secretary of Defense for Policy. "The biodefense enterprise came together during COVID-19 response efforts, and building on that collaboration, developed guidance to achieve National Defense Strategy priorities and address biological threats, especially those with strategic consequences for the U.S. military."

"We face an unprecedented number of complex biological threats," said Deborah Rosenblum, Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs. "The Biodefense Posture Review fully assesses the biological threat landscape through 2035. This review outlines significant reforms and lays the foundation for a resilient total force that deters the use of bioweapons, rapidly responds to natural outbreaks, and minimizes the global risk of laboratory accidents."

The Under Secretaries of Defense for Policy and Acquisition and Sustainment led the review, which brought together components of the office of the Secretary of Defense, combatant commands, and military services that have distinct roles and authorities for deterring, responding to, and protecting the force from bioincidents.

"We're increasing collaboration and synchronizing efforts across the DOD enterprise—everything from policies and authorities, to research, acquisition, and investments—to meet the department's biodefense requirements," said William LaPlante, Under Secretary of Defense for Acquisition and Sustainment. "One of the most important reforms in the Biodefense Posture Review that we have already institutionalized is the Biodefense Council."

The Biodefense Council will build on the intense collaboration of the DOD biodefense enterprise over the past several years and will synchronize and integrate authorities and responsibilities to provide a more empowered and collaborative approach to biodefense.

"The Biodefense Posture Review and the Biodefense Council will further enable the Department to deter biological weapons threats and, if needed, to operate in contaminated environments," said John Plumb, Assistant Secretary of Defense for Space Policy. He adds, "As biological threats become more common and more consequential, the BPR's reforms will advance our efforts not only to support the Joint Force, but also to strengthen collaboration with allies and partners."

The BPR emphasizes the need for the combatant commands and services to improve readiness through training and exercises to identify and report capability shortfalls, aiding in the prioritization of the department's modernization efforts.

Teledyne FLIR Defense announced the next generation of spectroscopic personal radiation detector (SPRD), the identiFINDER R225. The R225 is the latest radiation detection and identification in Teledyne FLIR’s long line of identiFINDER products. Building on the capabilities of its predecessor, the R200, the R225 comes with the familiar three-button design common to its handheld identiFINDER products. But the R225 brings several important new capabilities to Teledyne FLIR’s SPRD products and incorporates the voice of the customer in improving on the R200.

The identiFINDER R225 is a small electronic device worn by emergency responders. The R225 alerts the wearer to even slight changes in background radiation levels to detect radioactive material. It can be used as a safety measure or as an interdiction measure against the illicit movement of radioactive material. The identiFINDER R225 also identifies the specific radionuclide present to give responders as much information as possible while clipped on their person.

The R225 features a single 18mm cubic CsI detector with SiPM (G/GN) providing exceptional sensitivity and identification capability. There is also an option for an LaBr(Ce) spectroscopic detector (LG/LGN) for ≤3.5% resolution. And a number of design elements of the R225 were shaped by customer feedback on ways it could help them do their jobs even better.

The R225’s screen brightness has been upgraded and colour added to the display to boost visibility even in bright sunlight and through polarized sunglasses. A new holster design allows operators to see the screen without removing the unit. The holster clips on easily to belts or vests, and the identiFINDER R225 can slide in and out of the holster quickly while remaining securely in place. The R225 also features built-in Bluetooth, WiFi, and GPS and streams at 1Hz. Multiple languages will also be available with planned software updates. The battery comes with 30+ hours of life with a hot swappable back-up feature. This enables endless field operation on extended missions with commercially available batteries. Finally, the R225 provides ANSI N42.48 SPRD compliance, as well as MSLTD 810g Salt/Fog compliance.

“Our customers spoke, we listened. The identiFINDER R225 represents significant improvements over the previous generation in almost every area," said Clint Wichert, Director of Technologies for Integrated Detection Systems. "It demonstrates our continued commitment to building products our heroes can rely on to keep them safe and informed about the radiological threats around them.“

Limited information is available from [Tass](https://tass.com/defense/1660213), but the Russian military launched its bio detector this week at their annual defence expo.

"Russia’s Federal Medical-Biological Agency (FMBA) has presented a new independent automatic alert sensor for biological reconnaissance purposes, named MAAS-BR, at the Army-2023 military forum and exposition, a TASS correspondent reports." It went on to state that the sensor can discriminate between bacteria, viruses, rickettsia and toxins and is likely to be rolled out in 'public places.'

Indra Australia has delivered two deployable Weapons Technical Intelligence (WTI) laboratories equipped with advanced technology to the Australian Army to counter the use of improvised explosive devices (IEDs).

The WTI laboratory is designed to carry out the controlled exploitation of these improvised explosive devices, collect and analyse evidence, provide critical attack information and identify the supply chain. These devices are exploited through a series of activities that seek to technically, tactically and forensically determine the components involved and recover traces of material related to the manufacture and handling of the devices.

“The real value of this system lies in the fact that it provides state-of-the-art equipment and operating methods in a modular and scalable deployment configuration. The laboratory thus provides the operation’s commanders with actionable intelligence on the improvised explosive devices in situ, which could allow them to enter the attack cycle of their adversaries, explained Adam Taylor, the project manager. This laboratory can also be used for other events, e.g. natural disasters.

The two systems that have been delivered are based on a container solution. The containers consist of robust ISO 20 shelters certified for any standard mobile logistics platform currently in use by the Australian Defence Force and meet stringent environmental requirements for deployment anywhere in the world.

**Local collaboration**

In addition to providing the Australian Army with this cutting-edge capability, the project has focused on enhancing the participation of local industry. More than 90% of the project has been executed directly in Australia, working in close collaboration with local equipment manufacturers and distributors.

Thus, Indra Australia has continued to reinforce its cooperation with Daronmont Technologies and Zenith Custom Creations to manufacture the laboratories in Australia. In addition, Indra has leveraged global experience acquired in other programs further enhancing the collective capabilities in the country to provide deployable infrastructures to the Australian Armed Forces. This will guarantee exceptionally high levels of Australian industrial capability in the content of the program.

**Leading technology**

Indra is a pioneering company in the field of Improvised explosive device detection and CBRN security, with over 30 years’ experience. It has self-developed systems that cover all the phases of a threat, including detection and early warning, threat identification, critical infrastructure protection, decontamination and information management and processing (C2 systems) for both civilian and military customers.

Indra has the experience of operations in NATO countries, providing solutions such as CBRNe alert networks, reconnaissance and response vehicles, mobile and fixed laboratories and decontamination.

908 Devices, pioneer of purpose-built handheld and desktop devices for chemical and biochemical analysis, announced that several Tennessee drug task forces, law enforcement agencies and county sheriffs’ offices have chosen to implement their [MX908](https://cts.businesswire.com/ct/CT?id=smartlink&url=https%3A%2F%2F908devices.com%2Fproducts%2Fmx908%2F&esheet=53509477&newsitemid=20230807814207&lan=en-US&anchor=MX908&index=2&md5=7b6e3cd85a3a553ab3074e101984642b) handheld mass spectrometer to enhance the speed and efficiency of the drug identification processes.

The pilot program aims to introduce the MX908 to law enforcement agencies across the state. Its main objective is to decrease the quantity of controlled substance samples that are sent to labs for testing. This will be achieved by relocating the testing process to law enforcement locations, similar to how breath alcohol content is tested currently. Sadly another hazmat legend left us too early. Eugene Ngai, of Whitehouse Station, passed away peacefully on Monday, July 3rd after battling esophageal cancer. Eugene was born in Brooklyn to James and Hung Tai Ngai and grew up in Perth Amboy. Eugene lived in Whitehouse Station for over 40 years.

Eugene had an engineer’s love for tinkering at an early age and founded his high school’s rocket club. From there, he pursued chemical engineering in college. He worked for multiple companies, including Exxon (where he met his wife, Peggy), Solkatronics, and Air Products, before starting his personal consulting business, Chemically Speaking LLC. Eugene has been recognized worldwide for his contributions to safe procedures for working with hazardous gases, and received awards from the Compressed Gas Association, the American Chemical Society, and the New York Fire Department. Eugene got immense satisfaction from teaching and spoke fondly of the firefighters and specialists who he had the pleasure of working with over the years. Eugene felt strongly about ensuring that what he learned about safely handling hazardous gases be passed on to future generations, and his most recent work includes more than 50 articles sharing his insights that are freely available on multiple websites.

Community was very important to Eugene, and he dedicated many hours to serving Readington Township. He was part of the Community Emergency Response Team (CERT) and often volunteered for local parades, fairs, and other events. He enjoyed giving to others, and many backyards now have a birdhouse he made during COVID.

Eugene is survived by his wife, Peggy, and his two daughters, Courtney and Janine. He will be remembered for his devotion to food (especially hard-boiled eggs), his enthusiasm for happy hour, and his love for his family.

Seiichi Morimura, who wrote the book on the wartime Unit 731, that perpetuated the worst chem/bio atrocities on prisoner of war, died aged [90](https://www.nytimes.com/2023/08/03/world/asia/seiichi-morimura-dead.html).

Morimura's book, which came out in 1981, was the first serious expose of the warcrimes that included vivisection, freezing, transfusions with horse blood, prolonged x-ray exposure and pressure chambers. The release of biological agents against the Chinese killed anywhere between 10,000 &amp; 200,000 people, and balloon-bourne bioagents were planned to be launched against the American west coast.
