The Organisation for the Prohibition of Chemical Weapons (OPCW) Investigation and Identification Team (IIT)’s [fourth report](https://organisationfortheprohibitionofchemicalweaponsopcw.cmail20.com/t/d-l-eohrg-ihuhjikyti-y/) concludes that there are reasonable grounds to believe that units of the Islamic State in Iraq and the Levant (ISIL) were the perpetrators of the chemical weapons attack on 1 September 2015 in Marea, Syria. The IIT’s comprehensive investigation was conducted from January 2023 to February 2024.

## Key findings

### **1. Sulfur mustard attack by ISIL:**

- The IIT concludes that there are **reasonable grounds to believe**that on 1 September 2015, between 09:00 and 12:00 (UTC+3), during sustained attacks aimed at capturing the town of Marea, units of the **Islamic State in Iraq and the Levant (ISIL)** deployed sulfur mustard.
- The chemical agent was delivered using one or more **artillery guns**.

### **2. Impact locations and remnants:**

- The IIT identified several **impact locations**across Marea, with no discernible targeting pattern.
- All remnants and munitions observed at these sites were **conventional artillery projectiles**, specifically of a 122-mm calibre, modified to **disperse a liquid payload**.
- Upon impact, at least six projectiles leaked a **black, viscous substance**with a distinct **“pungent”** and **“garlic-like” smell**.
- **Eleven named individuals**who came into contact with the liquid substance experienced symptoms consistent with **exposure to sulfur mustard**.

### **3. ISIL’s exclusive and dedicated capability in this incident:**

- The IIT established that the chemical payload was **deployed by artillery from areas under ISIL control**.
- No other entity possessed the **means, motives, and capabilities**to deploy sulfur mustard as part of an attack in Marea on 1 September, 2015.
- The IIT was able to **reconstruct** the**organisational structure** and **chain of command** that led to the use of chemical weapons by the Islamic State in Marea on 1 September 2015.
- Strategic military operations such as the attack carried out in Marea, involving the large-scale deployment of chemical weapons, would only have occurred **pursuant to direct orders from ISIL’s Executive Branch**, i.e., Delegated Committee, operating directly under ISIL’s so-called “Caliph”, according to IIT conclusions.
- In the course of its investigation, the IIT was able to link additional organisational structures and individuals to the use and deployment of chemical weapons by the Islamic State, including ISIL’s *Diwan Al-Jund*(Department of Soldiery) and the Committee for Military Development and Manufacturing, identifying a total of **four named individuals as perpetrators**. Two further ISIL members were **identified as the primary drivers of ISIL’s chemical weapons programme**.

### **4. Degree of certainty:**

- The IIT reached its conclusions based on the standard of proof known as “**reasonable grounds**”, consistently adopted by international fact-finding bodies and commissions of inquiry.
- The assessment included information from the **Fact-Finding Mission (FFM)**, States Parties, interviews conducted by the IIT, and analyses of samples, computer modelling, satellite imagery, front-line maps, authenticated videos and photos, and other relevant data.

Upon releasing the report, OPCW Director-General Ambassador Fernando Arias said: “With the fourth report by the Investigation and Identification Team (IIT), the Secretariat of the OPCW has once again delivered on the mandate it has received to identify perpetrators of chemical weapon use in Syria. In this report, the IIT concluded that ISIL used sulfur mustard in Marea on 1 September 2015. This independent investigation has been conducted based on a sound scientific methodology and on the combination, consistency, and corroboration of all of the information gathered and analysed, in line with the highest international standards.

Once again, the OPCW Secretariat has demonstrated that it is able to identify perpetrators of the use of chemical weapons, States and non-State actors alike. This is a stark reminder to the international community that non-State actors like ISIL have developed the capacity and the will to use chemical weapons. This emphasises the OPCW’s pivotal role and expertise in addressing such threats. The facts are now known – it is up to the international community to take action, at the OPCW and beyond.”

The Fact-Finding Mission (FFM) of the Organisation for the Prohibition of Chemical Weapons (OPCW) concluded that there are no reasonable grounds to determine that toxic chemicals were used as a weapon in the reported incident in Al-Yarmouk, Syrian Arab Republic, on 22 October 2017.

On 1 November 2017, the Government of the Syrian Arab Republic informed the OPCW Technical Secretariat about an incident in Al-Yarmouk district of Damascus, on 22 October 2017, and reported “use of toxic chemicals in an attack by the terrorist organisation ISIS against another terrorist group called Aknaf Beit Almaqdis in the south area of Al-Yarmouk camp” resulting in several “cases of dyspnoea and loss of consciousness in the ranks of Aknaf terrorist group”.

The FFM obtained information regarding the incident from diverse sources, including chemical sample analysis, interviews with witnesses, photographs and videos recordings gathered during the field visit to locations relevant to the reported incident, and documents and correspondence exchanged with the Syrian Arab Republic.

The samples analysis results provided no indication that chemicals were used as a weapon. There was no detection of the presence of scheduled chemicals, their precursors and/or their degradation products, nor of riot control agents, chlorinated organic chemicals or compounds containing chemically reactive chlorine. The FFM actively pursued further information from all available sources, yet it faced challenges in corroborating the information gathered regarding the reported incident. Furthermore, the FFM actively pursued gathering further testimonies and documentation from witnesses who were present in areas of interest at the time of the reported incident. To date, these attempts have remained unsuccessful as several potential witnesses died during the conflict or are missing, while several other individuals who initially agreed to provide testimony ultimately declined to provide their account of the events to the FFM.

The information obtained and analysed as a whole was not sufficient to provide reasonable grounds for the FFM to determine that toxic chemicals were used as a weapon in the reported incident that occurred in Al-Yarmouk, Syrian Arab Republic, on 22 October 2017.

The FFM report was shared with all States Parties to the Chemical Weapons Convention as well as transmitted to the United Nations Security Council through the UN Secretary-General.

Background

With repeated allegations of the use of toxic chemicals for hostile purposes at a number of locations in the Syrian Arab Republic, on 29 April 2014, the OPCW Director-General announced the formation of the OPCW Fact Finding Mission (FFM). The establishment of the FFM was based on the general authority of the OPCW Director-General to seek to uphold at all times the object and purpose of the Chemical Weapons Convention. This authority is reinforced by the relevant decisions of the OPCW Executive Council and the United Nations Security Council resolution (UNSCR) 2118 (2013); and its acceptance by the Syrian Arab Republic. Its creation is also based on terms of reference agreed between the Secretariat and the Syrian National Authority.

The FFM is responsible for determining whether toxic chemicals have been used as weapons in the Syrian Arab Republic. The mandate does not include identifying who is responsible for any alleged attacks. On the basis of the FFM’s findings, the [OPCW Investigation and Identification Team (IIT)](https://organisationfortheprohibitionofchemicalweaponsopcw.cmail19.com/t/d-l-ebduut-ihuhjikyti-j/) (as the OPCW-UN Joint Investigative Mechanism (JIM) did previously), collects and analyses evidence that may help to identify the perpetrators of chemical weapons attacks in Syria.

To date, the FFM has issued 21 reports covering 74 instances of alleged chemical weapons use. The FFM concluded that chemical weapons were used or likely used in 20 instances: in 14 cases the chemical used was chlorine, in three cases the chemical used was Sarin, and in three cases the chemical used was mustard agent. These reports were submitted to the [States Parties of the Chemical Weapons Convention](https://organisationfortheprohibitionofchemicalweaponsopcw.cmail19.com/t/d-l-ebduut-ihuhjikyti-t/) and the [UN Security Council](https://organisationfortheprohibitionofchemicalweaponsopcw.cmail19.com/t/d-l-ebduut-ihuhjikyti-i/). All FFM reports are published on the [OPCW website](https://organisationfortheprohibitionofchemicalweaponsopcw.cmail19.com/t/d-l-ebduut-ihuhjikyti-d/).

As the implementing body for the Chemical Weapons Convention, the OPCW, with its 193 Member States, oversees the global endeavour to permanently eliminate chemical weapons. Since the Convention’s entry into force in 1997, it is the most successful disarmament treaty eliminating an entire class of weapons of mass destruction.

In 2023, the OPCW verified that all chemical weapons stockpiles declared by the 193 States Parties to the Chemical Weapons Convention since 1997 — totalling 72,304 metric tonnes of chemical agents — have been irreversibly destroyed under the OPCW’s strict verification regime.

For its extensive efforts in eliminating chemical weapons, the OPCW received the 2013 Nobel Peace Prize.

The Philippines' fishing bureau has accused Chinese fishing vessels of using cyanide to destroy Scarborough Shoal, a fish-rich atoll in the South China Sea contested by both Manila and Beijing.

"These Chinese fishermen use cyanide," Nazario Briguera, a spokesperson for the Bureau of Fisheries and Aquatic Resources, said on Saturday, per a translation from Filipino by [The Philippine Star](https://www.philstar.com/headlines/2024/02/17/2334104/china-using-cyanide-destroy-scarborough-purpose-bfar).

[Cyanide fishing](https://wwf.panda.org/wwf_news/?5563/Cyanide-an-easy-but-deadly-way-to-catch-fish) is a controversial fishing method that typically involves dumping the highly toxic chemical near coral reefs or in fishing grounds to stun or kill fish so they can be easily captured.

But Brigeura accused the Chinese fishermen of using cyanide to also "intentionally destroy Bajo de Masinloc to prevent Filipino fishing boats to fish in the area," The Philippine Star noted. Bajo de Masinloc is the Spanish name for Scarborough Shoal.

The spokesperson estimated that the alleged use of cyanide would result in about $17,850,000 in damages to the region, the outlet reported.

Although EVs are less likely to ignite than fossil fuel-powered or hybrid vehicles, the intense heat, high-voltage cables, and hazardous materials make EV and ESS fires uniquely challenging for first responders. Currently no extinguishing agent is fully effective on these fires, and reignition is a threat for hours or even days after the initial event. These issues are compounded by the increasing prevalence of Lithium-Ion (Li-ion) batteries in EVs, micromobility devices and ESSs.

In October 2023, TEEX convened a summit of nationally recognized experts with experience in responding to Li-ion battery incidents. These senior stakeholders came from numerous agencies and organizations and shared current practices, identified knowledge gaps and made recommendations to address the evolving issues associated with these incidents. These discussions resulted in a set of current best practices for the first responder community.

“We are pleased to be working with industry partners, national laboratories, federal agencies, and EV manufacturers to conduct testing and develop training and practical solutions for lithium-ion battery fire response issues,” said TEEX Agency Director David Coatney. “This initiative is at the core of TEEX’s public safety mission to ensure that the first responder community can make sound decisions to manage these fires safely and effectively.”

The summit participants identified the following unique hazards presented by Li-ion battery fires:

- Thermal runaway: Thermal runaway can occur due to overcharging, overheating, physical damage (such as a vehicle crash), or manufacturing defects and could result in extremely high temperatures, fire and the venting of toxic gas and metals or explosive shrapnel.
- Electrical shock: EVs rely on high-voltage electrical systems which pose a risk of electrical shock to occupants and first responders in the event of a vehicle crash or other emergency.
- Fire: Li-ion battery fire risks increase due to damage or defects in the battery or during charging or discharging. They are often difficult to extinguish and can reignite multiple times.
- Chemical exposure: Li-ion batteries contain toxic chemicals and heavy metals that may harm first responders, the public and the environment.
- Structural failure: Li-ion batteries can burn at temperatures as high as 3,000 to 4,000 degrees Fahrenheit and could cause concrete and metal fatigue, which could lead to significant damage or failure to structures, such as underpasses or parking garages where a fire takes place.

“Because Li-ion battery technology is relatively new, many departments, first responders and policymakers have limited knowledge of and experience with this battery technology and the related incidents that can occur,” said Gordon Lohmeyer, division director of TEEX Fire and Emergency Services. “We have created a repository of information and training resources located on the TEEX website where first responders can obtain the latest information and learn about our agency’s training on preparing for and responding to an EV/ESS fire. We are also working on destructive battery testing with federal partners and research labs, and the results will quantify the types of contaminants first responders may encounter during EV/ESS emergencies.”

The news broke at 11:45am GMT that the Russian prison service had announced the death of Alexei Navalny.

According to reports a statement was released saying he had "felt unwell" after a walk on Friday and had "almost immediately lost consciousness". It added that an emergency medical team had immediately been called and tried to resuscitate him but without success.

"The emergency doctors declared the prisoner dead. Cause of death is being established."

Navalny's spokesperson, Kira Yarmysh, said that they don't have any confirmation of his death yet. In a post on X Kira wrote "The Federal Penitentiary Service in the Yamalo-Nenets District is disseminating news about the death of Alexei Navalny in IK-3. We don't have any confirmation of this yet." Navalny's lawyer is flying to Siberia and his team will report more information when they have it.

Avon Protection is pleased to announce that its strategic partner, Promoteq, has received a seven-year contract from the Swedish Police Authority for its C50 protective mask and MP-PAPR Multi-Position Powered Air Purifying Respirator.

The agreement includes a two-year initial contract plus five one-year options. Deliveries against the contract will begin this year with orders over the life of the contract expected to total 30,000 C50s, 900 MP-PAPRs and associated accessories.

The C50 protective mask provides protection against multiple threat scenarios, including CBRN agents, Toxic Industrial Chemicals (TICs) and toxic industrial materials (TIMs). The system includes a respirator mask with panoramic single lens visor that offers advanced field-of-vision; C50, filter; and carrier. The mask is designed for superior comfort and incorporates a front-mounted exhale valve for clear, direct communications.

The MP-PAPR is a flexible Powered Air Purifying Respirator. It delivers a compact and easily integrated PAPR unit providing cooling, lower user burden and reduced pulmonary stress; and is constructed to be worn in multiple ways to maximise integration while delivering higher protection levels and improved well-being.

Both the C50 system and MP-PAPR are manufactured from a chlorobutyl rubber and silicone blend that delivers superior comfort while maximising protection, keeping the wearer more comfortable for longer operational periods.

[Blackline Safety Corp. ](https://www.blacklinesafety.com/) a global leader in connected safety technology, today announced a four-year contract valued at $2.7 million with a major U.S. upstream energy company headquartered in Houston, Texas.

The company selected Blackline to provide over 800 G7c cloud-connected wearable safety devices, 40 EXO cloud-connected area monitors, and 75 G7 Docks. This new fleet marks a shift away from a competitor’s products, which the company had used for 30 years.

The decision to upgrade was driven by the company’s dedication to safety and need to better protect their workers — especially those working alone — by ensuring consistent, reliable cellular coverage across a vast geographic area. Ultimately, Blackline’s features such as SOS latch, fall and no motion detection, push-to-talk, and real-time connectivity sealed the deal.
