JPEO-CBRND delivers integrated CBRN defense capabilities across all-domain operations, enabling the Joint Force to operate, fight, and win in contested environments. Under these awards, BryceTech will deploy about 50 full-time professionals with acquisition, scientific, technical, and programmatic expertise. The team will accelerate medical countermeasure development, strengthen enterprise decision-support systems, and enhance operational coordination across research, logistics, quality assurance, and program execution. The contracts support three key offices:

- **JPL Enabling Biotechnologies (JPL-EB):** Advances development, manufacturing, testing, and deployment of lifesaving medical countermeasures.
- **JPM CBRN Integration:** Delivers enterprise CBRN threat warning, hazard prediction, and decision-support systems to safeguard the Joint Force.
- **JPM CBRN Medical:** Fields FDA-approved diagnostics, therapeutics, and vaccines against evolving CBRN threats.

The work, awarded under the General Services Administration's OASIS+ contract vehicle, ensures continuity of services for critical national security missions.

When warfighters are in the field, a multitude of factors impact their physical and cognitive abilities – threats in the environment, weather, how much food and water they’ve consumed – the list goes on. These factors can present additional obstacles that can hinder warfighters’ ability to maintain lethality and complete the mission.

Critical support from commanders or their teams can help the warfighter navigate their current state and identify mitigations to ensure that they maintain readiness and retain lethality. The challenge is that both warfighters and their support elements know only a fraction of the full operational view. For example, in the height of operations, they may not be aware of the impact the environment is having on their blood pressure or hydration levels.

The Defense Department (DOD) is developing and will deliver a game-changing product in delivering vital information directly from the warfighter to their commands in near-real time. Through a program called the Wearable All-hazard Remote-monitoring Program (WARP) led by the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense’s (JPEO-CBRND) Joint Project Manager for CBRN Special Operations Forces (JPM CBRN SOF), the JPEO-CBRND will field the LifeLens Wearable Platform, developed by LifeLens Technologies Inc. The platform is a unique wearable system that delivers real-time, clinical-grade vitals, including heart rate, respiration rate, and core temperature directly from the warfighter to their command posts. This durable platform also performs contextual and environmental monitoring, tracking more than 400 metrics covering performance, fitness, recovery, sleep, and injury risk.

LifeLens’ Wearable Platform will be the first DOD-led physiological monitoring device to be fielded to the joint force. JPEO-CBRND leads the effort in partnership with interagency, industry, and academia, leveraging years of wearables research and assessments. The Deputy Assistant Secretary of Defense for Chemical, Biological, Radiological and Nuclear Defense Programs (DASD(CBRND)) led several studies and programs, including the Office of the Secretary of Defense Physiological Monitoring Pilot, to understand how wearable technology could enhance warfighter defense. These projects culminated with the first validated DOD requirement to field a wearable technology. Mr. Dave Williamson, assistant program manager, remarked that it was “a combination of research and studies from previous DOD programs, strong partnerships, and ability to be bold and make decisions that drove the program forward to get to this spot.”

Williamson said market research and program data from the DASD(CBRND) studies enabled JPEO-CBRND to accelerate the fielding timeline. Williamson recounts a meeting where they told senior JPEO-CBRND leadership that they believed accelerated delivery of this commitment to the joint force could be achieved in two years. “We knew it was optimistic, but we also knew that we had a lot of resources to give us a strong start,” said Williamson.

The team received authority to execute as a Rapid Acquisition Effort in January 2024. The subcontract with LifeLens Technologies, Inc., through MRI Global, was in place six months later, the first operational test occurred in November 2024, and the program is on track to begin fielding later this calendar year.

Achieving the accelerated timeline meant taking advantage of every minute. After understanding research and assessments that evaluated various commercial wearable technologies, the team conducted their own market research to down select from nearly 400 different devices to find one that would work well for the CBRND requirement. After a few user and prototype assessments, the team focused on finding technology that would obtain the right metrics and be comfortable enough to be worn by warfighters in potentially austere environments.

“We were aggressive in determining what worked, and didn’t shy away from moving on from impractical solutions. We crossed off ring technologies because they aren’t practical in tactical environments, we eliminated watch technologies because they would be buried underneath personal protective equipment, and many of the other standard wearable devices just didn’t work - chest pucks, arm bands, you name it. Then we came across LifeLens which was a great fit,” said Williamson.

LifeLens Technologies, Inc. initially partnered with the DOD through a Defense Health Agency (DHA) program in 2019. Though the DHA program has since ended, JPEO-CBRND re-engaged with LifeLens to tailor its wearable platform to meet the current DOD requirements.

The LifeLens Wearable Platform has two main components: the on-body “hub,” a small electronic node packed with over 25 different sensors and attached to the skin by a transparent patch; and a “gateway,” a key-fob sized device. The gateway captures and shares the information taken from both the hub and from other sensors. Typically worn on the chest, the hub’s low profile remains comfortable and non-intrusive even under full operational gear.

Another advantage, LifeLens’ Wearable Platform works in Global Positioning System (GPS)-denied environments including inside buildings or underground, which means commands can keep track of warfighters’ locations and trace certain physiological data back to specific users. These data points are delivered in real time and are critical to warfighter survivability, as well as understanding the long-term impacts of CBRN exposure, blast injuries, and heat strain.

“Chemical warfare agent sensors, multi-gas sensors, radiological sensors, and Self-Contained Breathing Apparatus pressure sensors are all connected to the wearable platform and fed into the radio network, allowing us to display everything into a common visualization software application. Commands receive all that raw unfiltered data, not just what the app or company allows us access to,” Williamson said.

The data pulled from the wearable platform is critical in the CBRN defense space. When a warfighter is first exposed to a CBRN agent, the signs can be subtle. Symptoms such as changes in breathing, sweat, or increased fatigue, could go unnoticed, but a wearable monitor can detect these changes, track the symptoms over time, and use that data to understand the effects of various CBRN materials on the human body. That understanding can help researchers make decisions on medicine and other protections that ensure the warfighter retain and remain lethal. In fact, access to the warfighters’ physiological data has already saved lives during training exercises.

Recently, at the 2025 Army Best Ranger Squad Competition, participants wore the LifeLens Wearable Platform so leaders could track their vitals in the grueling heat. One commander saw the vitals of a warfighter continuing to rise after he was at rest and sent him to be evaluated by medical support. He was diagnosed with early-stage rhabdomyolysis, a muscular condition that can lead to kidney failure, and was evacuated by ambulance for immediate medical attention. This serious condition could have ended the warfighter’s career if left undetected and untreated.

In another training exercise, a participant wearing a LifeLens Wearable Platform was being treated for an asthma attack when a LifeLens team member supporting the exercise observed severe cardiac arrhythmia and informed the medics. The medics credited the LifeLens team with saving the warfighter’s life. Noticing these symptoms, making the correct diagnosis, and addressing physical changes in real time is crucial to keeping warfighters safe and ready.

Delivering on its commitments to the joint force is one of the pillars of JPEO-CBRND's [P.A.I.D. Slated to begin fielding in the beginning of fiscal year 2026, JPEO-CBRND’s delivery of the LifeLens Wearable Platform to the warfighter demonstrates its pledge to accelerate acquisition timelines and provide safe and effective CBRN defense capabilities at speed and scale.

Tetramer Technologies is proud to announce the receipt of a 5-year Other Transaction Authority (OTA) program through the [Countering Weapons of Mass Destruction (CWMD) Consortium](https://www.cwmdconsortium.org/) managed by [Advanced Technology International (ATI)](http://ati.org/) and on behalf of Defense Threat Reduction Agency (DTRA). This funding supports the integration of Tetramer’s advanced Metal-Organic Framework (MOF) bead technology into protective fabrics designed to safeguard soldiers operating in chemical, biological, radiological, and nuclear
(CBRN) environments.

Tetramer’s proprietary MOF bead technology provides dual functionality in protective fabrics, enabling both adsorption and on-contact decontamination of chemical warfare agents (CWAs) and toxic industrial chemicals (TICs). This innovative material is designed to provide advanced protection for soldiers in CBRN scenarios, reducing exposure risks and enhancing operational safety.

“This project represents a significant step forward in integrating cutting-edge materials into protective gear,” said [Heather Lange](https://www.linkedin.com/in/heather-lange-360a85107/), Principal Investigator at Tetramer. “Our MOF beads are capable of adsorbing and neutralizing CWAs and TICs on contact, offering a new level of defense for those operating in high-stakes environments. The project benefits from Tetramer’s partnership with [Kappler, Inc.](https://www.kappler.com/), a leader in protective suit manufacturing. Kappler’s extensive experience in developing and manufacturing specialized protective apparel ensures that Tetramer’s MOF bead technology will be incorporated into low-burden, high-performance PPE that meet the rigorous demands of soldiers operating in CBRN environments.

In addition to Kappler, several key collaborators are contributing to the success of this project. [Advanced Functional Fabrics of America (AFFOA)](https://affoa.org/) will provide guidance for fabric materials best suited for integration of Tetramer’s MOF bead technology. [Dr. Chris Cole, Clemson University Professor Emerita in Materials Science and Engineering and Clemson Textiles Lead](https://www.clemson.edu/cecas/research/centers-institutes.html), will lend expertise in textile evaluation and fabric design. [Battelle](https://www.battelle.org/) will conduct agent testing to validate the performance of the protective fabrics under realistic threat conditions. Together, these partners strengthen the program’s foundation and ensure the transition of high-performance materials from laboratory innovation to field-ready protection.

A Food and Drug Administration official is getting his job back as the agency’s top vaccine regulator, less than two weeks after he was pressured to step down at the urging of biotech executives, patient groups and conservative allies of President Donald Trump.

Dr. Vinay Prasad is resuming leadership of the FDA center that regulates vaccines and biotech therapies, a spokesperson for the Department of Health and Human Services said in a statement Monday.

Prasad [left the agency](https://apnews.com/article/vinay-prasad-fda-vaccines-laura-loomer-83030ad6eb7651095e3c40444dd69f12) late last month after drawing ire of right-wing activists, including Laura Loomer, because of his past statements criticizing Trump.

A longtime a critic of FDA’s standards for approving medicines, Prasad briefly ordered the maker of a gene therapy for Duchenne’s muscular dystrophy to halt shipments after two patient deaths. But that action triggered pushback from the families of boys with the fatal condition and libertarian supporters of increased access to experimental medicines.

Prasad’s decision to pause the therapy was criticized by The Wall Street Journal editorial board, former Republican Sen. Rick Santorum and others. The FDA swiftly reversed its decision suspending the therapy’s use.

[Loomer](https://apnews.com/article/laura-loomer-trump-influence-appointees-fired-83ab8898477427da4dc1824c6ff3b560) posted online that Prasad was “a progressive leftist saboteur,” noting his history of praising liberal independent Sen. Bernie Sanders.

But [Prasad](https://apnews.com/article/vinay-prasad-fda-vaccines-kennedy-8bbdc172215a9ba1cd587733b1732bbf) has had the backing of FDA Commissioner Marty Makary and health secretary Robert F. Kennedy Jr., who have both called for scrutinizing the use of COVID-19 vaccines. Under Prasad, the FDA restricted the approval of two new COVID-19 shots from vaccine makers Novavax and Moderna and set stricter testing requirements for future approvals.

Booz Allen Hamilton announced today that it was awarded a five-year, single-award task order with a $1.58 billion ceiling to provide intelligence analysis related to countering weapons of mass destruction (CWMD). Under the Weapons of Mass Destruction Analysis, Exploitation, and Data Science Support (WAEDS) task order, awarded in September 2024, Booz Allen will apply advanced technology and tradecraft to transform CWMD missions globally.

WAEDS supports the Defense Intelligence Agency's (DIA) Defense Counterproliferation Office and the Defense Threat Reduction Agency (DTRA) to provide CWMD intelligence analysis, including production and dissemination, visualization, web development, business analytics, intelligence business operations, and compartmented programs support to the analytic workforce. This task order will provide the bulk of the intelligence community and the Department of Defense’s (DOD) WMD and CWMD intelligence analysis and intelligence support to critical operations through highly technical and scientific skillsets.

“As America faces the most challenging national security environment in half a century, WAEDS seeks to advance the CWMD mission with an accelerated trajectory the nation hasn’t experienced since the early 2000s,” said Lisa Bishop, a senior vice president in Booz Allen’s national security business. “The work is both foundational to the DIA mission and transformational at the same time through the technical support and expertise that we will add to this mission across multiple agencies and commands. This win is the latest example of how Booz Allen is applying advanced technology to solve the nation’s most complicated challenges and make America safer.”

Booz Allen brings highly technical skillsets to WAEDS, including intelligence analysis across all functional disciplines, WMD expertise, data science, and language-enabled analysis. The company will also apply expertise spanning cybersecurity, physics, missile systems, and other advanced technologies to strengthen U.S. national security. Work on the contract will take place primarily in Reston and Fort Belvoir, Virginia, with additional locations across the United States and globally.

Kromek a global detection company delivering best-in-class solutions for the advanced imaging and CBRN detection markets, is pleased to announce that it has received a new biosecurity award from the UK Ministry of Defence (“UK MoD”) as well as other orders in the CBRN Detection segment worth a total of c. £860k, with the majority to be delivered during the first half of the Group’s current financial year to 30 April 2026.

The Group has received a contract from the UK MoD’s Defence Science and Technology Laboratory, one of the principal government organisations dedicated to science and technology in the defence and security field, to develop novel methods of enhancing the detection of biological agents and incidents. The Group has been awarded £250k for the 18-month project, which is being funded through the UK Government’s Defence and Security Accelerator. This complements Kromek’s existing multi-year contracts for the development of biological-threat detection systems with a UK Government department and with the US Department of Homeland Security, and reflects the Group’s strategy of undertaking customer-funded R&amp;D in this area of activity.

Additionally, the Group has received several orders from global customers in the nuclear security segment as outlined below:

- The Group has received an order of $470k for its D5 detectors under a pre-existing Indefinite Delivery, Indefinite Quantity (IDIQ) contract, as announced on 25 April 2024, with a US federal entity for the provision of nuclear security products. To date, the Group has received orders of $1.9m under this IDIQ with up to $1.0m remaining to be ordered before the programme’s expiry. This latest order is due to be delivered in the first half of the Group’s current financial year.
- The Group has received three orders, totalling £252k, for the Group’s D3M detectors from distributors for end customers in Japan, Canada and Bulgaria. The orders are for use by first responders and homeland security and are due to be delivered in the first half of the Group’s current financial year.

Kaléo, a global leader in drug-delivery device technology and auto-injector innovation, today announced it received the Prototype Innovation award by the Medical CBRN Defense Consortium (MCDC) in recognition of its successful prototype development of the Rapid Opioid Countermeasure System (ROCS) (Naloxone HCl Injection, USP) antidote for ultra-potent weaponized opioids. This is the first time the MCDC has awarded a stand-out prototype innovation completed under the Joint Program Executive Office for Chemical, Biological, Radiological, and Nuclear Defense’s (JPEO-CBRND) Other Transaction Agreement (OTA) contracting vehicle.

The award recognizes groundbreaking innovation and early-stage development efforts that address urgent national security and public health needs through advanced medical countermeasures. The ROCS was initially funded under a prototype development contract awarded in 2019 by the Joint Project Manager for Chemical, Biological, Radiological, and Nuclear Medical (JPM CBRN Medical), part of the U.S. Department of Defense’s JPEO-CBRND in collaboration with the Chemical and Biological Defense Program (CBDP).

“We are honored to receive this recognition for the ROCS antidote, a prototype innovation with the potential to strengthen our nation’s medical countermeasure arsenal,” said Mark Herzog, Kaléo’s Senior Vice President, Global Health Security. “With growing threats from ultra-potent weaponized opioids, the development of the ROCS antidote is important to our nation’s health security. This award affirms the importance of accelerating technologies that can help enhance national preparedness and protect military personnel and chemical incident responders.”

In 2022, the ROCS antidote received U.S. Food and Drug Administration approval and became the subject of the first U.S. Department of Defense supply contract for naloxone specifically designed to address operational exposure to high-potency opioids. As a result of the successful prototype project, this follow-on production agreement was executed for the manufacture and delivery of up to 788,000 auto-injectors.

“The ROCS antidote is an auto-injector designed for use in austere environments, allowing warfighters to treat opioid exposure in non-opioid dependent casualties,” said Kathy Zolman, Advanced Technology International (ATI) Director, Medical Threat and Countermeasures Division. “We are honored to recognize Kaléo and its ROCS antidote as the first Prototype Innovation Award recipient. This recognition underscores the antidote’s important role in enhancing readiness and protecting non-opioid-dependent warfighters against the rising threat of weaponized opioids.”

This is not the first prestigious award bestowed on the ROCS program. In 2022, the ROCS product team also received the Military Health System Research Symposium (MHSRS) award for Outstanding Program Management. MHSRS is the premier military health conference for the U.S. Department of Defense.

**About the Rapid Opioid Countermeasure System (ROCS) (Naloxone HCl Injection, USP)**

Approved by the U.S. Food and Drug Administration (FDA) on February 28, 2022, the ROCS is a 10 mg Naloxone Auto-injector (Naloxone HCl Injection, USP) indicated for the emergency treatment of people 12 years of age and older where use of high-potency opioids such as fentanyl analogues as a chemical weapon is suspected. CSX is investing $1.5 million in a hazardous materials training facility to be built at the Fire Academy of the South, part of Florida State College at Jacksonville.

Groundbreaking was held Monday, Aug. 4, for what the company says will be the nation’s first railroad-operated hazardous materials training institute. CSX posted [a short video from the event here](https://www.facebook.com/OfficialCSX/videos/1174462371376487). The [Jacksonville *Daily Record* reports](https://www.jaxdailyrecord.com/news/2025/aug/04/csx-fscj-partner-for-new-firefighter-education-facility/) it will be built on 3.64 acres of college-owned land at 2700 Fire Fighter Memorial Drive. Construction is expected to be completed in time for training programs to begin early in 2026.

“This facility will be an invaluable resource for training first responders to handle hazardous materials incidents effectively,” CSX CEO Joe Hinrichs said in [a press release](https://www.csx.com/index.cfm/about-us/media/press-releases/csx-and-florida-state-college-at-jacksonville-to-build-nations-first-railroad-operated-hazardous-materials-training-institute-for-emergency-responders/). “Our partnership with FSCJ reflects our broader commitment to delivering safe and reliable operations while creating value and opportunity in the communities in which we live and work.”

The new CSX Hazardous Materials Training Institute will offer classroom and live-exercise training to first responders, emergency managers, and industry professionals on addressing rail-related hazmat incidents. It will include tank cars, highway tank trucks, a locomotive, simulators, and an augmented reality program.

“FSCJ is proud to strengthen our ongoing partnership with CSX through the development of this state-of-the-art facility dedicated to railroad emergency response training,” said College President John Avendano.

The *Daily Record* reports the city of Jacksonville issued a permit on July 29 for construction of three 400-foot railroad tracks on the site, to be built to CSX standards, along with another 120-foot segment of track at the northeast entrance of a roundabout.

Bruker Corporation today announced the signing of multiple new contracts and framework agreements for its explosives and chemical trace detection solutions, accessories, consumables, and service offerings. Finalized throughout 2025, these agreements represent a total order volume of over $27 million year-to-date in 2025, supporting customers in the aviation security and defense industry to enhance threat detection capabilities.

The contracts include deployments of Bruker’s explosive trace detection (ETD) solutions at major international airports and air cargo facilities, as well as chemical reconnaissance solutions for homeland security and defense agencies. Confirmed customers include Brussels Airport Company NV, which awarded Bruker a seven-year framework agreement for the delivery and third-line maintenance of 80 ETD units, along with training, consumables, spare parts, and a centralized management software platform. Additional confirmed deployments include more than 200 ETD units across Scandinavian airports, 74 units at Saudi Arabian airports, and 17 units to Incheon International Airport in South Korea. Further earlier deployments at key European hubs in Frankfurt, Geneva, and Zürich strengthen Bruker’s footprint in critical aviation security infrastructure. In the defense sector, Bruker has received confirmed orders for over 500 chemical reconnaissance systems from a Central European country’s Ministry of Defense.

Bruker’s DE-tector flex systems are designed for high-throughput screening of passengers and cargo, offering industry-leading low false alarm rates, intuitive operation, and minimal maintenance. **Second Quarter 2025 Financial Results**

In light of the divestiture of the bioprocessing product portfolio in March 2025, all financial results discussed in this release for current and prior periods are for continuing operations only.

Revenue was $13.0 million for the three months ended June 30, 2025, a 14% increase over the prior year period, largely driven by an increase in handheld product and service revenue. OEM and funded partnership revenue was $0.5 million, compared to $0.4 million in the prior year period. The installed base grew 27% year-over-year to 3,336 devices, with 164 devices placed during the second quarter. Recurring revenue represented 36% of total revenues in the quarter.

Gross profit was $6.4 million for the second quarter of 2025, compared to $6.2 million for the corresponding period in the prior year. GAAP gross margin was 49% as compared to 54% for the corresponding prior year period. Adjusted gross profit was $7.3 million for the second quarter of 2025, compared to $6.7 million for the corresponding period in the prior year. Adjusted gross margin was 56%, a decrease of approximately 220 basis points compared to the corresponding prior year period. The decrease in adjusted gross margin percentage was driven by an increase in warranty costs compared to the prior year related to the increasing installed base and specific costs incurred in the second quarter of 2025.

Operating expenses were $21.5 million for the second quarter of 2025, compared to $14.7 million for the corresponding prior year period. This increase was driven by a $6.8 million non-cash charge for the change in fair value of the contingent consideration liability, $1.0 million in facility shutdown and restructuring costs, and the inclusion of operating expenses related to our RedWave Technology acquisition, offset by a decrease in acquisition costs of $2.0 million.

Net loss from continuing operations was $12.9 million for the second quarter of 2025, compared to a net loss from continuing operations of $7.6 million for the corresponding prior year period. Adjusted EBITDA was a loss of $3.9 million for the second quarter of 2025, compared to $3.6 million for the corresponding period in the prior year.

Net loss attributable to common stockholders was $13.3 million for the second quarter of 2025, compared to a net loss of $12.5 million for the corresponding prior year period.

Cash, cash equivalents and marketable securities were $118.6 million as of June 30, 2025, with no debt outstanding.

908 Devices Inc. announces that it has appointed Dr. Brandi Vann to serve on its Board of Directors. During more than 15 years at the U.S. Department of Defense (DoD), Dr. Vann held several leadership positions overseeing nuclear, chemical, and biological defense programs. The company also announces that Jeff George, a veteran biopharma leader, has stepped down from its Board of Directors due to the company’s strategic refocus on public health, safety and defense tech. These changes are effective immediately.

Previously, Dr. Vann was Performing the Duties of the Assistant Secretary of Defense for Nuclear, Chemical, and Biological Defense Programs and was Principal Deputy Assistant Secretary for Nuclear, Chemical, and Biological Defense at the DoD. In this capacity she was the principal advisor on nuclear weapons, nuclear energy, chemical and biological defense programs, chemical demilitarization, and treaty management. From September 2019 through January 2022, she served as Deputy Assistant Secretary of Defense for Chemical and Biological Defense.

Dr. Vann also held positions at the Defense Threat Reduction Agency (DTRA), part of the DoD, including Chief of the Advanced and Emerging Threats Division from 2017 to 2019, where she led efforts for the characterization of advanced and emerging chemical and biological threats. She also served in other capacities at DTRA including Chief of the Detection and Diagnostics Systems Development Branch and Chief of the Assays and Biomarkers Branch.
