Med-Eng, LLC, a company of The Safariland Group, has announced it has been awarded a four-year Indefinite Delivery Indefinite Quantity (IDIQ) contract to supply the United States Army with its 2nd generation Advanced Bomb Suit (ABS II) to protect the lives of front line soldiers conducting Explosive Ordnance Disposal (EOD) operations. Program Executive Office (PEO) Soldier selected Med-Eng following a comprehensive and competitive process that evaluated protection levels, operational capabilities, human factors considerations, and other requirements. Under the contract, which has a maximum value of $47 million, the Army may procure up to 1,641 Med-Eng® bomb suits during the four-year term.

“We are honored and very excited that the Army has re-affirmed its trust in Med-Eng to develop and provide proven solutions against blast threats, including Improvised Explosive Devices (IEDs),” said Rob Reynolds, vice president and general manager, Med-Eng. “Selecting Med-Eng demonstrates PEO Soldier’s continued confidence in our ability to develop an integrated suit and helmet ensemble that will provide the protection, mobility, situational awareness and technical capabilities best enabling US Army EOD operators to successfully complete their missions on the battlefield.”

Med-Eng has been providing the Army with its current fleet of ABS bomb suits since 2002. The ABS II ensemble takes advantage of new protective materials and technologies that will directly benefit EOD teams, including significant weight reduction; improved protection against blast overpressure, fragmentation, impact and heat; voice-activation of all helmet features to keep the operator’s hands free; improved ventilation to mitigate heat stress; and a user-centric design to improve ergonomics and physical flexibility.

Fulfillment of the contract will support highly skilled manufacturing operations in Ogdensburg, New York, where Med-Eng currently produces bomb suits for all four branches of the U.S. Armed Forces, as well as for state and local law enforcement bomb squads, and are used across the United States and abroad.

NIOSH has reopened the comment period for its invitation to manufacturers to take part in an expansion of the [PPE-Info database](https://wwwn.cdc.gov/PPEinfo) by adding products that protect against fentanyl exposure. Materials related to the expansion and the NIOSH notice are available at [https://www.regulations.gov](https://www.regulations.gov/) at docket number CDC-2018-0085.

The commenting period has now been extended to April 1st 2019 and NIOSH is accepting electronic or written comments expressing a willingness to participate. The agency published a statement saying the comment period had been repoened at the request of interested parties.

The PPE-Info database is a collection of national PPE information. The database provides PPE standards-setting organizations, manufacturers, suppliers, purchasers, and end users with the ability to conduct searches of relevant standards, associated product types, target occupational groups, basic conformity assessment specifications, and additional pertinent information.

NIOSH is expanding the PPE-Info Database as a tool to connect existing protection standards with relevant PPE information for protection against fentanyl and its analogues. This new aspect of the NIOSH PPE-Info Database will allow end users to find products that are compliant (as confirmed by manufacturer) with the protection standards outlined by the [CDC Fentanyl PPE Guidance](https://www.cdc.gov/niosh/topics/fentanyl/risk.html); the objective is to include information about all PPE types associated with the CDC Fentanyl PPE Guidance as the information becomes available. NIOSH will develop individual Memoranda of Understanding with PPE manufacturers to facilitate the sharing of product information. The primary focus of the collaboration with an individual manufacturer will be to obtain manufacturer product information to be collected and displayed in the NIOSH PPE-Info Database and the verification, by the manufacturer, or product information displayed in the NIOSH PPE-Info Database.

Senop, a part of Patria Group, will launch a new hyperspectral camera Senop HSC-2 at the Photonics West 2019 exhibition in San Francisco on February 5-7. Senop HSC-2 is the new reference in the evolution of Hyperspectral imaging.

The new HSC-2 is a result of long experience from 1st generation Rikola hyperspectral camera and based on state of the art Fabry Perot Interferometer technology. FPI technology provides unrivalled benefits when fast global shutter type of true pixel images are in question.

The HSC-2 can take up to 149 spectral frames per second and up to 1000 freely selectable narrow bands in true pixels without any interpolation.

Small businesses now have until February 12, 2019 to submit proposals to address homeland security technology needs as part of the Department of Homeland Security (DHS) [Small Business Innovation Research](https://www.dhs.gov/science-and-technology/sbir) (SBIR) 19.1 [Solicitation](https://www.fbo.gov/index?s=opportunity&mode=form&id=27305c812221b0f4fb4f45a17f008052&tab=core&_cview=1%22>). The recent solicitation contains 10 topic descriptions from two DHS organizations, eight from the [Science and Technology Directorate](https://www.dhs.gov/science-and-technology) (S&amp;T) and two from the Countering Weapons of Mass Destruction (CWMD) Office.

“The SBIR program allows DHS to engage small business innovators in developing solutions for homeland security challenges,” said William N. Bryan, DHS Senior Official Performing the Duties of the Under Secretary for Science and Technology. “We look forward to seeing innovative concepts and solutions, and encourage all eligible U.S. small businesses to submit proposals to address the nation’s homeland security technology needs.”

During the solicitation period, DHS will accept proposals for topic areas until 12:00 noon ET February 12, 2019. On February 3rd DroneShield released an ASX announcement with regards to the assigning of a NATO Stock Number for the DroneGun Tactical™.

DroneGun Tactical™ product has been assigned a NATO Stock Number (NSN). The DroneGun Tactical™ NSN is 5865661650137. An NSN is a 13-digit numeric code, identifying all the “standardised material items of supply” as they have been recognised by all NATO countries including United States Department of Defense, and allows for any of the 29 NATO militaries to purchase DroneGun Tactical™ on a “military catalogue” basis, significantly simplifying the procurement process.

The assignment of an NSN is also relevant to non-NATO customers in that it is considered to signify that the product has achieved a certain level of acceptance by the world’s most discerning defence customers, the members of NATO and NATO’s allies.

In 2018, DroneShield obtained an NSN for DroneGun MKII™, the prior generation of the Company’s DroneGun™ product. That receipt of the NSN was followed, within several months, by the Company’s first substantial order for that product (for use by a Middle Eastern Ministry of Defence, in the amount of $3.2 million). The Company expects that the receipt of the NSN for DroneGun Tactical™ will assist its sales efforts in both NATO and non-NATO countries.

FLIR Systems, Inc. has announced it has received a delivery order for 24 U.S. Army Chemical, Biological, Radiological, and Nuclear Dismounted Reconnaissance Sets, Kits, and Outfits (CBRN DR-SKO) systems.

The CBRN DR-SKO system is a set of mission-specific kits that characterize and provide full spectrum CBRN dismounted reconnaissance capability utilized by the U.S. Military Joint Services, including units within the Army, Navy, Air Force, Marines, and National Guard Weapons of Mass Destruction-Civil Support Teams. The program initiated development in 2008 with FLIR Systems, Inc. as the prime contractor.

The delivery order is under a five-year indefinite delivery, indefinite quantity (IDIQ) contract from the U.S. Department of Defense, in support of the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND) DR-SKO Program of Record. The order is valued at $27.9 million, with deliveries extending through the third quarter of 2019.

On Friday January 25th a total of nine companies in Japan received blackmail letters containing a white powder substance which was later confirmed to be Cyanide.

The letters were sent to various companies including pharmaceutical manufacturers and a newspaper publisher. The letters were sent under the names of the executed members of the Aum Shinrikyo cult, including Shoko Asahara, the cult's leader. The letters demanded 35 million won (S$42,350) in bitcoins, a police spokesman told Agence France-Presse, the letters also stated "I will make fake medicine containing potassium cyanide and distribute it," and warned "a tragedy will happen" if the money was not transferred by Feb 22.

At present no one has been arrested for sending the letters but investigations continue into their origin.

\*UPDATE\* as of January 29th it has been reported that the number of companies targeted has risen to 19.

Bagira Systems, a leader in training and simulation solutions for mission readiness, and Van Halteren Defence **(**VHD), the well-established Dutch innovative products and services provider, won the Netherlands’ Ministry of Defense tender to supply the simulator for their National Chemical, Biological, Radiological and Nuclear (CBRN) training center, and to maintain and operate it for a period of 15 years. The center provides education, training and support in the CBRN domain for military personnel and first responders. The system will simulate, teach and train for various CBRN scenarios, ensuring mission readiness of all trainees’ levels and responsibilities.

The new simulator is based on Bagira’s unique highly realistic B-ONE 3D imagery software, which is the engine and at the core of Bagira’s simulators. It includes various elements which together enable interactive training in a highly realistic and dynamic environment. With a special standardized skeleton and interchangeable animation, B-ONE flexibly, rapidly and accurately enables the creation and presentation of many different types of scenarios. By empowering the realistic nature of the simulated environment, B-ONE optimizes the training experience.

Using B-ONE the Bagira CBRN simulator realistically and dynamically simulates changing CBRN events, exercising all levels of command and all relevant functions involved to operate under changing conditions and environmentally effected situations.

Bagira’s simulation accurately monitors the positions of each trainee at their physical location within the training area, and follows up on the individual’s performance while identifying hazardous substances and reacting to changes at the scene and to threat evolvement. It allows after action review, feedback and lesson-learned assurance, and makes use of the latest versions of smart devices and applications for ease of operation.

“Awarded this project is yet another link in the Bagira’s strong chain of unique training and simulation capabilities, and is a testimony to our precise adaptation of solutions to customer's needs”, says Yaron Mizrachi, Bagira’s General Manager. “This is the second system we shall supply to The Netherland’s Ministry of Defense, following the Joint Fires Training and Exercise System (JFTES) to be supplied in 2019. This further strengthens our bonds with a NATO member state”, he says. “Another bond reinforced by this project is the one between us and

the country of The Netherlands, through the cooperation between Bagira Systems and the Dutch company Van Halteren Defence”.

It was announced on January 24th that the US Army have awarded FLIR Systems, Inc. a $39.6 Million order to deliver FLIR Black Hornet Personal Reconnaissance Systems (PRS).

The Black Hornet nano-unmanned aerial vehicle (UAV) systems will support platoon and small unit level surveillance and reconnaissance capabilities as part of the Soldier Borne Sensor (SBS) Program. This new contract expands the use of FLIR’s Black Hornet PRS for Army surveillance and reconnaissance programs. To date, FLIR has delivered over 8,000 Black Hornet nano-UAVs around the world.

“We are proud to be selected by the U.S. Army for the SBS Program of Record. This contract represents a significant milestone with the operational large-scale deployment of nano-UAVs into the world’s most powerful Army,” said Jim Cannon, President and CEO of FLIR Systems. “This contract is a major win for the newly established Unmanned Systems &amp; Integrated Solutions business division at FLIR and demonstrates the strong and urgent demand for nano-UAV technology offered by FLIR. Protecting U.S. warfighters with our unmanned solutions is a key objective for FLIR.”
