The opioid crisis has devastated communities across the country, creating an unprecedented public health crisis. The Centers for Disease Control and Prevention (CDC) just released a [new report](https://www.cdc.gov/nchs/data/nvsr/nvsr67/nvsr67_09-508.pdf), indicating that the third wave of the epidemic is underway and overdoses from fentanyl are spiking. The Department of Homeland Security (DHS) [Science and Technology Directorate ](https://www.dhs.gov/science-and-technology)(S&amp;T) is prioritizing swift interventions to help address the opioid crisis, and using open innovation to expediently source new tools to counter the supply side of the crisis.

[In February](https://www.dhs.gov/science-and-technology/news/2019/02/27/news-release-155m-multi-agency-opioid-challenge-launched), S&amp;T launched the [Opioid Detection Challenge](http://www.opioiddetectionchallenge.com/), a $1.55million prize competition calling upon innovators to submit novel plans for rapid, nonintrusive detection tools that will help find illicit opioids in international mail. The competition is in collaboration with U.S. Customs and Border Protection (CBP), the Office of National Drug Control Policy (ONDCP), and the U.S. Postal Inspection Service (USPIS).

“The opioid crisis is one of the greatest challenges facing our nation, and S&amp;T is committed to working with the top innovators to help fight this epidemic,” said William N. Bryan, Senior Official Performing the Duties of the Under Secretary for Science and Technology. “We know that international mail is a major route for illicit opioids entering the country, and new detection tools will be critical for cutting off the flow of these dangerous drugs.”

The Challenge is open to international and domestic participants, as detailed in the[ rules, terms, and conditions](https://www.opioiddetectionchallenge.com/rules-terms-conditions/).

**About the Challenge: What types of solutions DHS is seeking**

The Challenge calls on innovators in a wide range of fields, from chemical detection to security screening to artificial intelligence, to help disrupt the flow of opioids into the United States. Submissions should be well-developed plans for automated, user-friendly tools and technologies that have the potential to quickly and accurately detect opioids in parcels, without disrupting the flow of mail.

On March 11, the Challenge hosted an [informational webinar ](https://www.opioiddetectionchallenge.com/what-a-good-solution-looks-like-dhs-and-the-challenge-judges-explain-in-the-webinar/)to provide an in-depth overview of the competition and share more detail on what DHS is looking for in detection solutions. Mr. Manuel Garza, Director for the Manifest &amp; Conveyance Security Division at CBP, emphasized the importance of speed in new detection methods, given the large amount of international mail processed on a daily basis. Mr. Garza also stressed that entrants consider the adaptability of their potential solution to changing threats in the future. **AI/ML solutions and the Challenge: What entrants needs to know**

In addition to chemical analysis or other anomaly detection methods, entrants can also submit a purely data-driven solution. A data solution does not need to develop hardware technology, as long as it can be paired with an existing hardware technology and successfully detect anomalies.

Innovators exploring data-driven solutions, such as those applying artificial intelligence or machine learning, have access to [CBP x-ray scans](https://www.opioiddetectionchallenge.com/additional-resources/) of international mail parcels that contain opioids. Selected finalists that advance to Stage 2 will gain access to larger and more comprehensive training datasets, along with associated metadata.

**What comes next: The accelerator and DHS’ plans for after the Challenge**

Those interested in participating in the Challenge [should submit their plans ](https://www.luminarylightbox.com/opioiddetectionchallenge/)by 4:59 PM ET, April 24, 2019. The judges will evaluate the submissions and select up to eight finalists to advance to Stage 2 of the competition. Each finalist is expected to be awarded an equal share of the $800,000 Stage 1 prize pool.

In Stage 2, finalists will participate in a 14-week prototyping accelerator, where they will develop their plans into testable prototypes and compete for an additional $750,000 in cash prizes. During this time, finalists will receive additional support, including access to mentors, guidance from government experts, educational webinars, access to additional datasets and/or information on current processes. Stage 2 will culminate in a mandatory live test event, where finalists will convene at a government-selected facility for on-site testing of their prototypes. One grand prize winner is expected to be awarded $500,000 and one runner-up is expected to be awarded $250,000.

Following the conclusion of the Challenge, S&amp;T and its government partners plan to continue working with the providers of the most promising solutions to further develop prototypes and establish follow-on production agreements. The government plans to deploy these tools in international mail, express consignment facilities, and other environments across the country that call for rapid, accurate detection of opioids and related substances.

The Defense Logistics Agency (DLA) announced on March 22, 2019 that Federal Resources has been named one of six awardees under a re-compete contract to supply fire and emergency services equipment to U.S. service branches. The Fire and Emergency Services Equipment (FESE) contract is a firm-fixed price, Indefinite Delivery/Indefinite Quantity (IDIQ) contract that contains two base years and three one-year options with a ceiling amount of $985 million dollars.

Federal Resources held a spot as an awardee on the previous FESE contract and was named a SILVER Superior Supplier by the DLA in 2015. Similar to its predecessor, this contract will cover fire and emergency equipment, incidental services and related supplies including, but not limited to: hoses, hose fittings, nozzles, tools, fire extinguishers and other extinguishing agents, rescue equipment, respiratory protective devices, regulators, uniforms, turn out gear, first response and search and rescue supplies, decontamination equipment, detection equipment, hazardous material (HAZMAT), communication equipment, training equipment, compressors, emergency egress and protective systems, pumps, and generators.

[Battelle](http://www.battelle.org/) is bringing its expertise to bear in a project that is one step closer to helping protect people during incidents of chemical and biological threats.

The Common Analytical Laboratory System (CALS) is being developed to meet the needs of the Department of Defense’s military branches. Currently, all branches have different equipment, analytical protocols and training regimens when responding to threat incidences involving chemical, biological or radiological threats.

CALS is essentially three variants of mobile laboratories that provide on-site analytical capabilities to any incident location and do so in a standardized way that helps increase operational efficiency and reduce costs. The latest variant under test is based on the Battelle CALS design and modified as an update for the existing Analytical Laboratory Systems.

In January, these units, designed by Battelle and delivered to the government in 2018, were set up at the Edgewood Chemical Biological Center (ECBC) in Aberdeen, MD for a three-week training event that was the first-time end-users obtained detailed, hands-on experience with the new system. The next step will be a government-led Battelle-supported field test to evaluate operational suitability with the military members who will use the system.

“We are proud to reach this important milestone alongside the Joint Product Manager CBRNE Analytics and Response Systems team,” said Rodney Black, deputy program manager for the project. “It’s a fairly complex challenge to meet the individual mission needs of the end-users for each of the CALS variants. But, we were able to bring our long and deep history of using technology to solve complex challenges involving chemical and biological threats.”

Part of the challenge also included integrating laboratory analytical equipment into a mobile, truck-mounted laboratory safely and reliably while balancing different aspects of utility, space and weight.

Battelle is about to complete the fourth year of the $34.8 million contract which is for the Joint Product Manager CBRNE Analytics and Response Systems.

NAGOYA, Japan, March 29, 2019 /PRNewswire/ -- Smiths Detection today announced that it has been awarded a contract with Central Japan International Airport Co. Ltd to deploy security inspection equipment and smart lanes to boost Chubu Centrair International Airport's security standards and passenger throughput rate.

The deployment includes a series of automated lanes and X-ray scanners that aim to improve the airports' screening efficiencies and effectiveness. In addition, CT scanners will be introduced, enabling automatic detection of explosives while allowing passengers to keep liquids and electronics in their hand luggage during screening. [Smiths Detection](https://www.smithsdetection.com/) recently won a potential $96.8M contract to supply computed tomography screening systems for the Transportation Security Administration.

The company will produce 300 CT scanners and ancillary equipment to help agency personnel detect potential threats in travelers’ carry-on luggage, TSA said they plans to begin deploying the machines at U.S. airports in the summer and continue deployment efforts through 2020 as part of the *Advanced Technology X-ray* program.

The agency launched a pilot program to implement CT technology in 2017 and is implementing other CT platforms as part of efforts to update operational and automated detection algorithms.

US Nuclear Corp. is preparing to ship a fleet of DroneRAD systems to the Saudi Arabia Civil Defense. In addition to detecting radiation, such as radioactive gamma hot-spots or airborne particulates, US Nuclear is happy to announce these unique DroneRAD systems can also be outfitted with chemical detectors and bacterial/viral collection filters. A proprietary quick-release gimbal connector on the DroneRAD allows the operator to quickly change between sensor packages in emergency scenarios, and a special air sampling system allows the chemicals, particulates, and microbes to be collected in-flight without being disrupted by the flight turbulence.

Chemical Detection: The DroneRAD can support multiple chemical sensors at once, and includes the following list: VOC, Carbon Dioxide, Ammonia, Carbon Monoxide, Chlorine, Formaldehyde, Hydrogen, Hydrogen Sulfide, Hydrogen Cyanide, Nitric Oxide, Nitrogen Dioxide, Oxygen, Sulfur Dioxide, Methane, and more.

Biological/Viral Collection: Utilizing special viral and bacterial filters, the DroneRAD can collect these microbes and other matter at 99.99% efficiency. Postflight, the filters can be sent to a laboratory for in-depth analysis. Microbes of interest may be anthrax, botulism, plague, staph, e-Coli, cholera, salmonella, listeria, typhus, and others.

GPS and Mapping: All measurable data, such as chemical or radioactive concentration, is GPS tagged and logged/wirelessly sent back to the operator for real-time display. Postflight, the data is overlaid on Google Earth Maps, so the operator can see a color-coded visual map of where and when the drone flew, and what the concentration was at each point.

AntoXa Corporation has been awarded a contract with the Government of Canada to continue work on production of plant-made butyrylcholinesterase (BuChE), a protein that provides protection against toxic nerve agents such as sarin and soman.

The one-year contract, worth up to $329,395, with a possible extension for two more years, advances earlier collaboration between Defence Research and Development Canada (DRDC) and AntoXa’s parent company, PlantForm Corporation, and Drs. Warren Wakarchuk of Ryerson University and Alisdair Boraston of the University of Victoria.

The project will focus on evaluating multiple BuChE drug candidates and continue to develop and optimize the manufacturing process using PlantForm’s rapid, low-cost tobacco-plant-based *vivo*XPRESS® technology, said Ashley Meyers, AntoXa’s President and Chief Operating Officer.

“We’re pleased to continue our longstanding collaboration on BuChE with DRDC. The funding validates our medical countermeasures and highlights the growing need for an antidote to nerve agent exposure,” Meyers said.

“Events like the attempted assassination in Salisbury, England in 2018 and the repeated use of nerve agents in Syria underline the importance of our work to develop new approaches to protect against chemical terrorism agents.”

The contract brings the total value of contracts for the creation of stable glyco-modified *Nicotiana benthamiana* plant lines for the production of pharmaceutical proteins, and continued supply of recombinant butyrylcholinesterase (BuChE) to DRDC, to nearly $1.3 million.

The Federal Resources CounterDrug Training Team leverages Federal Resources’ arsenal of the latest, innovative equipment and training solutions to support federal, state and local law enforcement efforts against the war on illegal drugs.

The U.S Department of Defense has awarded Avon Protection Systems a contract worth $245m for the production of the M53A1 respirator.

The M53A1 was developed by Avon to counter military unique and domestic threats encountered on the modern battlefield, the global war on terrorism, and peacekeeping operations around the world.

According to Avon Protection, the M53A1 gas mask provides protection against traditional chemical and biological agents, select toxic industrial chemicals (TICs), and particulate matter including radioactive dust.

The M53A1 can function as a conventional negative pressure or air purifying respirator (APR), powered-air purifying respirator (PAPR), self-contained breathing apparatus (SCBA), closed-circuit breathing apparatus (CCBA) and combination SCBA and PAPR systems.

Work locations and funding will be determined with each order, with an estimated completion date of March 24, 2024.

The Henry M. Jackson Foundation for the Advancement of Military Medicine, Inc. (HJF), along with Uniformed Services University of the Health Sciences (USU), Profectus Biosciences, Inc., the Vanderbilt University Medical Center, Mapp Biopharmaceutical, Inc., and the University of Texas Medical Branch (UTMB) have been awarded up to $24.5 million to advance treatments for two lethal henipaviruses. The award was made to Dr. Christopher Broder, professor, and Chair of the Department of Microbiology at USU. The award is a collaborative Center of Excellence for Translational Research (CETR) grant supported by the National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health (NIH).

The grant funds will be distributed over five years to further the development of countermeasures used for the prevention and treatment of Nipah and Hendra infections in humans. Recently, Nipah was selected by the World Health Organization as an epidemic threat needing urgent research and development action. The deadly virus was included in the WHO R&amp;D Blueprint list of priority pathogens with epidemic potential and are considered agents with the highest risk of being deliberately misused by bioterrorists to cause mass casualties and produce devastating effects to the economy, critical infrastructure, and public confidence.

A major focus of the CETR will be on preclinical products that have shown an ability to provide complete pre- and post-exposure protection of animals against Nipah and Hendra infection. There are currently no vaccines or treatments approved for human use against Nipah and Hendra, and infection causes high mortality rates in people that range between 50 and 100 percent.
