The U.S. Department of Health and Human Services (HHS) announced this week that they will be purchasing a smallpox vaccine, called ACAM2000, to build and replenish vaccine stored in the [Strategic National Stockpile](https://www.phe.gov/about/sns/Pages/default.aspx) (SNS) over the next decade.

Under the agreement the HHS Office of the Assistant Secretary for Preparedness and Response (ASPR), which oversees the SNS, will award approximately $170 million to Emergent BioSolutions of Gaithersburg, Maryland, for the purchase this year. ASPR can purchase additional vaccine over the next 10 years, with a target of $2 billion in procurement and surge options for up to a total of nearly $2.8 billion.

ACAM2000 was licensed by the The U.S. Food and Drug Administration in 2007 for people at high risk for smallpox infection. To be cost-efficient, the SNS rotates stored smallpox vaccine to DoD for military members deploying to high-risk areas, and HHS then replenishes the vaccine stockpile.

Three Vietnamese men, who were on a trainee prgram for foreigners in Japan, have submitted a law suit against a consturction company in Fukushima for making them carry out radioactive decontamiantion work without prior notice.

The company Hiwada Co., was conducting decontamination work related to the March 2011 nuclear disaster in Fukushima. According to supporters of the plaintiffs the lawsuit was filed with a branch of the Fukushima District Court, demanding the company to pay a total of about 12.3 million yen (115,874 U.S. dollars) in damages.

The men, who arrived in Japan in July 2015, were made to do decontamination work in the cities of Koriyma and Motomiya in Fukushima Prefecture between 2016 and 2018, even though the plaintiffs' contracts said they would only be engaging in reinforcing steel placement and formwork installation. Hiwada did not provide them with detailed explanation on decontamination work beforehand, and it did not offer sufficient training either.

The Justice Ministry and the Ministry of Health, Labor and Welfare have said that decontamination work does not fit the purpose of the trainee program. The case adds to a list of malpractices under the Technical Intern Training Program of the Japanese government, which has been often criticized as a cover for introducing cheap labor.

According to reports, nine containers of transuranic waste are currently stuck at the Los Alamos National Laboratory's (LANL) Plutonium facility after the Carlsbad Waste Isolation Pilot Plant (WIPP) refused to take them in July.

The containers are said to hold waste items such as gloves, tools and other items that have come into contact with radiological materials, were due to to be shipped to WIPP during the week of July 26. N3B, the Department of Energy's contractor that operates WIPP, inspected the containers at LANL prior to shipping and determined that they contained materials that could combust. N3B Spokesman Todd Nelson said that there was never a chance the containers would have made it to WIPP in the condition they were in. “N3B evaluates all containers prior to shipment, and if necessary, remediates them to meet the WIPP waste acceptance criteria,” Nelson said.

Seven of the containers are owned by N3B, two of them are owned by Triad National Security, the lab’s management and operations contractor.“During a routine evaluation of drums at LANL’s Technical Area 54 prior to shipment, radiography identified what appears to be vermiculite or other granular material in the containers that historically could have been used to absorb liquids, including potentially oxidizing chemicals. This is a prohibited combination for WIPP certification,” Nelson said.

At this time the containers remain stored in Technical Area 54 Area G, the Plutonium Facility, at LANL pending their routine remediation and eventual WIPP certification.

Indian news outlets reported that local farmers were being felled nearly as fast at the pests they were spraying the fields to eradicate. News 18 stated that "31 people were admitted to the Government Medical College's (GMC) hospital for treatment of pesticide poisoning in the last three weeks." Of those admitted 15 are still having ongoing treatment and four are critical. The farmers have been provided with safety kits, but clearly decide for themselves they would rather take the risk of exposure over heat exhaustion and discomfort. The challenge that headlines like these pose is giving ideas to terrorists that might want to use something that newspapers and local reports have identified as toxic.

“First, we will prioritize the defense of the American people above all else. Our review calls for 20 new ground based interceptors at Fort Greely, Alaska and new radars and sensors to immediately detect foreign missiles launched against our great nation. We are committed to establishing a missile defense program that can shield every city in the United States.” – President Donald Trump speaking at the release of the 2019 Missile Defense Review (MDR) at the Pentagon on January 17, 2019.

The MDR in January stated that by the beginning of 2023 the additional 20 GBIs would be deploying. The Missile Defense Agency (MDA) in the Fiscal Year (FY) 2020 budget request released in March stated, “MDA anticipates emplacing 20 additional GBIs tipped with the RKV beginning in the FY 2025 timeframe.”

Tomorrow, the Redesigned Kill Vehicle (RKV) that was solely selected and scheduled to be on each tip of the next 20 new Ground-Based Interceptors (GBIs) for the enhanced defense of the United States Homeland from North Korea and Iran, [will be terminated](https://apnews.com/b6d01e01f2a44031a86c7780c835d60a) by Dr. Michael Griffin, the Under Secretary of Defense for Research and Engineering.

“Ending the program was the responsible thing to do… Development programs sometimes encounter problems. After exercising due diligence, we decided the path we’re going down wouldn’t be fruitful, so we’re not going down that path anymore. This decision supports our efforts to gain full value from every future taxpayer dollar spent on defense.” – Dr. Michael Griffin, Under Secretary of Defense for Research and Engineering.

This decision will delay the deployment of any additional GBIs for the defense of the United States homeland to the 2030 timeframe at the earliest under the current acquisition requirements to compete for a required new and modernized GBI solution, to adequately test the solution, and to prove and certify the solution in operational and realistic conditions with operators of the system. The decision by Dr. Griffin also delays the modernization of the current 44 GBIs, currently made up of three generations of technical capability with the earliest from the 1990s and the last generation with the highest reliability just proven in the salvo launch of [FTG-11 on March 25, 2019](https://www.mda.mil/news/19news0003.html), which puts the United States homeland more at risk until a new GBI solution is deployed as North Korea and Iran continue to develop their Intercontinental Ballistic Missile (ICBM) capabilities and increase their capacity in numbers over the next decade.

This decision now force functions offensive left of launch capabilities to include cyber, more investment in a premature air-to-air kinetic boost phase interceptor, and a reliance on a underlayer of Navy Aegis Ballistic Missile Defense (BMD) ships by increasing the deployment and existing production of the Navy’s Standard Missile-3 (SM-3) Block IIA interceptors as well as Baseline 9 &amp; 10 Aegis BMD ships for ICBM defense that is scheduled to be proven next year by MDA to help mitigate the national security risk over the next decade until the new GBI solution is developed, tested and deployed. The underlayer of U.S. Navy Aegis BMD is not a substitute for the massive defensive coverage of the North American Continent provided by the Ground-Based Midcourse Defense (GMD) system with the current 40 GBIs located in Fort Greely, Alaska and four GBIs in Vandenburg AFB, California. Navy Aegis BMD ships can supplement the GMD system by providing an existing mobile capability for smaller regional areas of the United States as they are doing for Europe and Israel from the threat of shorter range ballistic missiles.

Dr. Griffin is absolutely correct in absorbing the risk and terminating the RKV program to compete, develop, and produce the best technical solution or solutions with the most reliability to put on top of a $80 billion plus invested GMD architecture to best defend North America from the future complex ICBM threats that the United States will face in the future.

As part of the international response to the Ebola virus outbreak in the Democratic Republic of the Congo (DRC) and to meet domestic biodefense goals, the U.S. Department of Health and Human Services’ Office of the Assistant Secretary for Preparedness and Response (ASPR) will support manufacturing of an investigational Ebola vaccine, V920, from Merck &amp; Co. Inc. of Kenilworth, New Jersey, known outside the U.S. and Canada as MSD.

The Biomedical Advanced Research and Development Authority ([BARDA](http://www.phe.gov/barda)), a component of [ASPR](https://www.phe.gov/), will provide $23 million to Merck to produce Ebola vaccine doses over the next year. BARDA also will continue to work with Merck on advanced development of V920, also known as rVSV-ZEBOV, toward obtaining U.S. Food and Drug Administration (FDA) licensure.

With the new funding, BARDA will have provided approximately $176 million to support development of the investigational vaccine. In addition, the Department of Defense and the National Institutes of Health have supported numerous pre-clinical and clinical research projects related to the [vaccine’s development](https://www.niaid.nih.gov/news-events/ebola-new-trial-launched-west-africa-evaluate-three-vaccination-strategies).

“The best way to protect people at home from Ebola is to stop the virus from spreading abroad, and effective vaccine is an essential tool in that effort,” said BARDA Director Rick Bright, Ph.D. “By ensuring that investigational vaccines continue to be available, we aid the global response and, simultaneously, help improve domestic preparedness.”

Through an expanded access protocol, the investigational vaccine is available for people at risk of contracting Ebola in the ongoing DRC outbreak, the second largest [Ebola outbreak](https://www.who.int/ebola/situation-reports/drc-2018/en/) on record.

Health officials in the DRC quickly try to identify and vaccinate high-risk contacts of each infected person. As of Aug. 16, more than 192,000 people have been vaccinated with V920 through compassionate use, and the investigational vaccine is showing effectiveness in protecting people against Ebola.

Under an interagency agreement between BARDA and the Defense Threat Reduction Agency (DTRA), BARDA provided funding for the Department of Defense to transport bulk vaccine materials from Merck’s facilities in Germany to the company’s facility in Pennsylvania to produce the additional doses.

In addition to working with Merck and other companies on Ebola vaccine development, BARDA continues to collaborate with federal and private sector partners to develop tests and therapeutic drugs to diagnose and treat Ebola disease.

[Applied Research Associates](https://www.ara.com/) has won a potential 10-year, $240M contract to provide operational support tools to aid the Defense Threat Reduction Agency in countering risks from weapons of mass destruction.

The cost-plus-fixed-fee, indefinite-delivery/indefinite-quantity contract will include research, development, decision support analysis and technical reachback operational support, the Department of Defense.

Work will take place at multiple agency-run facilities within Fort Belvoir in Virginia.

DTRA received two offers for the IDIQ and is obligating $150K at the time of award.

Albuquerque, N.M.-based ARA offers scientific research and engineering services in the national security, infrastructure, energy environment and health care areas.

It is with great sadness that we share the news of the passing of Donald A.B. Lindberg, M.D., who served as the director of the National Library of Medicine (NLM) for more than 30 years. He was one of the longest-serving leaders at NIH and continued his service as director emeritus of NLM after his retirement in March 2015. Because of his pioneering work in applying computer technology to biomedical research and health information, he is considered by many to be the country’s senior statesman for computers and medicine. Don died on August 16 following a fall; he was 86.

When he joined NLM as director in 1984, Don predicted that computers would become increasingly useful in biomedical research and patient care, medical informatics would emerge as a formal research field and academic discipline, and progress in cancer research and molecular biology would become a matter of immediate personal concern.

A consummate planner, Don took a long view by developing long-range plans for NLM that helped him deliver on his predictions. Under his leadership, NLM embraced the Internet, enabling the public, health providers, and scientists gain new or improved access to medical literature via PubMed and PubMed Central; clinical trials and their results via ClinicalTrials.gov; and consumer health information via MedlinePlus.

He played an integral role in the establishment of the National Center for Biotechnology Information, a division of NLM that provides access to biomedical and genomic information. He also served as the first director of the government-wide Office of High-Performance Computing and Communications.

Don was incredibly well read, in medicine and beyond. A discussion about one of NLM’s many products and services would inevitably be informed by insight from the latest book he was reading, about history, sailing, or the latest medical breakthrough. His thirst for knowledge made him ideally suited to lead the largest biomedical library in the world.

Don came to NLM after a distinguished career at the University of Missouri-Columbia where he was a pioneer in applying computer technology to health care. Trained as a pathologist, Don reinvented himself to become a leader in the use of computers in medicine. He helped establish the American Medical Informatics Association and became its founding president. He made notable global contributions to information and computer science activities for information used in medical diagnosis, artificial intelligence, and educational programs. Don created programs that changed fundamentally the way biomedical information is collected, shared, and analyzed.

He will be remembered for his outstanding leadership, his vision and passion for transforming access to medical information, and as a civil servant who was committed to excellence, transparency, integrity, and public trust.

Following an inspection in June, the CDC has issued a cease-and-desist order to the Fort Detrick biodefense lab. All research at the lab, run by the Army Medical Research Institute of Infectious Diseases (USAMRIID), is now on hold until further notice.

The cease-and-desist order means that USAMRIID’s registration with the Federal Select Agent Program is now invalid and without the proper authorization to possess and handle dangerous pathogens and materials, all research at the facility has had to stop. That said, USAMRIID can still offer its expertise in the event of an outbreak or contamination.

During the inspection of the facility the CDC found “several areas of concern in standard operating procedures,” the Frederick News-Post reported. Among the problems cited, the facility failed to have systems sufficiently capable of decontaminating wastewater, it lacked “periodic recertification training for workers in the biocontainment laboratories,” and it failed to meet standards established by the Federal Select Agent Program, among other deficiencies, Caree Vander Linden, a spokesperson for USAMRIID, told the Frederick News-Post. Importantly, no dangerous pathogens or toxins escaped from the facility, and the public was never in any danger, according to Vander Linden.

As the Frederick News-Post reported, the USAMRIID facility was investigating three top-tier agents when it got the cease-and-desist order: Ebola, Yersinia pestis, and Francisella tularensis.

- **Elmridge Protection Products, LLC (Boca Raton, Florida):** The Elmridge iEvac E700 Mini-ReBreather delivers a controlled flow from an oxygen generator to a sealed hood with an oral-nasal mask and integrated carbon dioxide scrubber. The closed-circuit configuration provides positive pressure protection, maintains the oxygen level, and miniaturizes the respirator by eliminating a separate breathing bag.
- **Team VITNI (SeaTac, Washington):** The Hazard Occlusion and Oxygen Device (HOOD) is a simple and lightweight device that enables egress from hazardous environments and consists of a 360-degree transparent PVC EX plastic hood, a ring-shaped oxygen concentrator, and a charcoal filter placed uniformly around the bottom portion of the hood.
- **UP Enterprizes, LLC (Buffalo Grove, Illinois):** The Multiple Air Source Quick-don (MASQ) combines a closed-circuit re-breather, chemical oxygen generator, and filters with a transparent fire-resistant hood. The design of the system provides compact and reliable protection for a safe escape from areas affected by CBR hazards.

[Pluristem Therapeutics Inc](http://www.pluristem.com/). a leading regenerative medicine company developing novel placenta-based cell therapy products is presenting positive results from a series of studies of the company’s PLX-R18 cell therapy product conducted by the U.S. Department of Defense’s (DoD) Armed Forces Radiobiology Research Institute at the Uniformed Services University of the Health Sciences. The studies were designed to evaluate PLX-R18 as a potential prophylactic countermeasure against acute radiation syndrome (ARS) administered prior to radiation exposure.

These animal studies demonstrate that PLX-R18, administered 24 hours before radiation exposure, and again 72 hours after exposure, resulted in a significant increase in survival rates, from 4% survival rate in the placebo group to 74% in the treated group. In addition, the data show an increase in recovery of blood lineages (platelets, neutrophils, white blood cells, and lymphocytes) and a favorable safety profile. Furthermore, histopathological analysis and hematopoietic progenitor clonogenic assay of tissues collected show a significant increase in bone marrow cell numbers and improved regenerative capability into all blood lineages.

“We are very pleased with the positive results from the studies showing that PLX-R18 can potentially be used prophylactically, before exposure to radiation. We believe that this outcome is an important contribution to protect the armed and medical forces which may need to enter contaminated areas,” said Yaky Yanay, President and Chief Executive Officer of Pluristem. “It is Pluristem’s goal to provide the different federal agencies access to PLX-R18 that it may be used as a countermeasure both before and after radiation exposure in order to minimize hematological and other organ damage. In addition to the DoD study, PLX-R18 is also being evaluated by the National Institute of Allergy and Infectious Diseases (NIAID), part of the National Institutes of Health (NIH), as a treatment following radiation exposure (ARS). [Data from these studies](http://www.pluristem.com/wp-content/uploads/2017/05/ARS-Pilot-Results_final.pdf) demonstrated a significant increase in survival rates and enhanced neutrophil and lymphocyte recovery in radiation subjects. PLX- R18 cell therapy product candidate was granted an FDA orphan drug designation and an IND for the treatment of ARS. The animal studies were conducted following guidance from the U.S. Food and Drug Administration (FDA) relating to its animal rule pathway.

Block MEMS, a leading developer of Quantum Cascade Laser (QCL) based infrared detection systems, has been awarded a $3.5M contract from the Defense Advanced Research Agency (DARPA), as part of the SIGMA+ Program. The goal of the program is to develop a persistent, real-time, early detection system for the full spectrum of chemical, biological, radiological, nuclear, and explosive (CBRNE) Weapons of Mass Destruction (WMD) threats at the city-to-region scale.

The SIGMA+ program builds on DARPA's previous SIGMA program, which began in 2014 as an effort to significantly advance scalable detection capabilities to counter the threat of radiological and nuclear (RN) WMDs. SIGMA developed thousands of high-capability, low-cost detectors and networked them to demonstrate large-scale, continuously-streaming physical sensor networks.

The work will be done under a collaborative effort, led by SRI International, called Localization and Characterization of Chemical Anomalies in Urban Settings (LOCCUS). LOCCUS will combine SRI's point sensing technology with Block's standoff sensing technology to deliver an adaptive, high-sensitivity, ruggedized detection capability that exceeds chemical sensing capabilities today.

Dr. Anish Goyal, Block's VP of Technology and principal investigator of the contract, commented, "The SIGMA+ contract extends Block's standoff, chemical detection capabilities to the real-time, monitoring and mapping of urban environments. Block's QCL technology and advanced algorithms are ideally suited for this application and we look forward to the development and, ultimately, deployment of such systems by operational partners."
