In his report, Englman wrote that the deficiencies he warned about in the past were not corrected even after the outbreak of the Israel-Hamas war. The Defense Ministry, the IDF, and the National Security Council (NSC) did not map the vital facilities they needed to protect, and did not prepare work plans for their protection, even after approximately 26,000 missiles, rockets, and drones were launched at Israel during the course of the war, said the report. In another chapter, Englman said that the state does not supervise institutes and laboratories that engage in biological weapons research, leading to a concern that their information may be leaked to terrorist elements. He also states that the Defense Procurement Directorate, the Planning Division, and the National Emergency Authority "did not act to fulfill their responsibilities on the issue," claiming that they do not consider themselves responsible for advancing it. He emphasized that "although the issue reached the defense ministers and directors-general of the Ministry of Defense, they did not advance its handling." According to Englman, the National Security Council instructed the Ministry of Defense to conduct staff work and determine a clear policy, including regarding the financing of protection operations. However, the ministry did not carry out the required work, and to date, no decision has been made regarding a protection plan and how it will be financed. The report notes that although the National Security Council participated in "activity related to the protection of vital facilities," the council members had not yet dealt with the physical protection of the facilities. In addition, the National Security Council did not suggest to Prime Minister Benjamin Netanyahu that he raise the issue of the relevant parties' readiness to protect the facilities with the political-security cabinet. In the report's conclusion, the comptroller recommends that the prime minister and the defense minister monitor the protection of facilities in a certain body whose name was not specified, "and examine the issue in the other relevant bodies."
