Program Manager, CBRN Operations, USNORTHCOM
Mr. Steve Cichocki is the Program Manager for chemical, biological, radiological and nuclear (CBRN) operations for United States Northern Command (USNORTHCOM) encompassing plans, operations, and readiness. He is responsible for developing and implementing plans and policy for CBRN operations and advising executive level leadership during execution of civil support operations.
After participating in the 2009 Quadrennial Defense Review to determine how DoD’s CBRN response forces could be reorganized to provide lifesaving capabilities faster, Steve moved to the USNORTHCOM J3 Directorate for Operations as the CBRN Response Operations Program Manager to lead implementation of the new construct. Steve’s implementation plan synchronized the tasks and activities required to transition the primarily federal response model to the new state-centric, federally supporting CBRN Response Enterprise. His plan was developed in coordination with the National Guard Bureau, State National Guard Forces, other Combatant Commands, the Services and Interagency partners such as the Department of Homeland Security, the Federal Emergency Management Agency, Department of Energy, and the Environmental Protection Agency. Steve also led development of USNORTHCOM’s Commander’s Estimate for supporting a Health and Human Services/Center for Disease Control and Prevention (HHS/CDC) response to provide Medical Countermeasures to our citizens in response to an anthrax attack.
Steve was part of the leadership team in the USNORTHCOM Future Operations Center for recent Department of Defense Civil Support responses to Hurricanes Harvey, Irma, Maria, Florence and Michael. Steve is currently leading the Command in organizing the upcoming 2020 DoD Strategic Assessment of the CBRN Response Enterprise.
