Eric Moore

Dr. Eric L. Moore is the Director of the U.S. Army Edgewood Chemical Biological Center, the primary Department of Defense technical organization for non-medical chemical and biological defense. He is an expert in chemical and biological defense programs and medical countermeasures, and is a former Army officer.

Dr. Moore entered the Senior Executive Service on August 21, 2016 as a Tier 1 SES, and was promoted to Tier 2 SES on October 29, 2017. As the Director of ECBC, Dr. Moore oversees many of the Nation’s key chemical and biological defense research and engineering projects, both classified and unclassified. In this role, Dr. Moore builds partnerships across DOD, other government agencies, industry and academia to enhance Warfighter readiness and response to chemical and biological threats. He previously served as the Chair and United States National Lead of the Chemical, Biological, and Radiological (CBR) Memorandum of Understanding (MOU) Assess Working Group (AWG) and Inform Working Group (IWG).

As Chair and U.S. National Lead of the CBR MOU AWG & IWG, Dr. Moore led CBR MOU efforts between the United States, United Kingdom, Canada, and Australia to enable warfighters to detect, prevent, protect against and respond to global CBR threats. From 2016 to 2017, Dr. Moore served as the Director of the ECBC Research and Technology Directorate, where he managed the ECBC science and technology portfolio. Prior to his roles at ECBC, Dr. Moore has served as the U.S. Department of Defense Science and Technology representative to the Public Health Emergency Medical Countermeasures Enterprise Chemical Integrated Program Team. In this role, Dr. Moore coordinated federal efforts to enhance chemical threat preparedness from a medical countermeasure perspective for several government organizations.
He has also served as the Chief of the Advanced and Emerging Threat Division, Chief of the Basic and Supporting Sciences Division, and as a Senior Science and Technology Manager for Chemical Medical Countermeasures at the Defense Threat Reduction Agency, and as a Senior Science & Strategic Advisor at Northrop Grumman.

Before joining the civilian workforce, Dr. Moore served as an Army officer, with a career culminating at the Armed Forces Medical Intelligence Center as the Defense Intelligence Agency's Senior Scientific and Technical Intelligence Officer for Chemical, Biological, Radiological, and Nuclear
medical countermeasures worldwide. Other Army career included assignments as the Commander/Lab Director of the U.S. Army Forensic Toxicology Drug Testing Laboratory, Fort Meade, Md., a principal investigator at MRICD, and several intelligence assignments.

Dr. Moore holds a Ph.D. in Neurophysiology from Meharry Medical College, Nashville, TN, and a Bachelor of Arts Degree in Biology from Fisk University, Nashville, TN. He is a graduate of the Army Medical Department (AMEDD) Officer Basic Course, AMEDD Officer Advanced Course, Combined Arms and Services Staff School, and Army Command & General Staff College. In addition, Dr. Moore received several noteworthy honors: the Department of Defense Distinguished Civilian Service Award, the department's highest award given to career DOD civilian
employees whose careers reflect exceptional devotion to duty; the Harold D. West, Ph.D. Distinguished Biomedical Scientist Award from Meharry Medical College, which is given to alumni who have demonstrated merit in their area of expertise, and have also have made significant and
meaningful progress in the highest ethical principles of biomedical conduct. He is a member of Phi Beta Sigma Fraternity Inc. Omicron Psi Sigma Chapter.
